323November 9, 1992The Johnston County Board of Commissioners reconvened regular session Monday, November 9,1992, at 800 amin the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina, with the following memberspresentFrank B Holding, Vice Chairman, James W Cash, and John M Booker, DVM,Absent Norman C Denning, Chairman, and Jerry F Wood, DDSAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardVice Chairman, Frank B Holding, called the meeting to order and the following business was transacted1 Public Hearing Community Development Block Grant ApplicationVice Chairman, Frank B Holding, opened the Public HearingCounty Manager, Richard B Self, stated the purpose ofthe hearing was to obtain public input on Johnston Countysapplication to the Division of Community Assistance, NC Department of Economic and Community Development, for aSmall Cities Community Development Block Grant for Housing Development in the amount of 145,344 The grant wouldbe used for materials and construction of houses for low income families throughout the CountyMichael de Sherbinin, Economic Development Director, explained vocational students at Smithfield -Selma HighSchool, Clayton High School and South Johnston High School would build the houses as a part oftheir vocational program,then they would be moved to low cost lots hopefully made available by the communities, county, and through privateacquisitionMr de Sherbinin stated that the Johnston County HAPP agency would assist by pre- screening applicants anddeveloping a pool of potential homeowners With the low cost of construction, the houses can be sold at affordable pricesfor low income families, and the money from the sale would purchase materials for another house; thus establishing arevolving, on -going project He stated the project would be administered by a non - profit development authorityThere being no further comments, the Vice Chairman closed the Public HearingResolution Authorizing CDBG Application AdoptedUpon a motion by Commissioner John M Booker, seconded by Commissioner James W Cash and carried byunanimous vote, the Board adopted the following resolutionA RESOLUTION AUTHORIZING THE SUBMITTAL OF A SMALL CITIES COMMUNITYDEVELOPMENT BLOCK GRANT APPLICATION FOR HOUSING DEMONSTRATIONWHEREAS, Johnston County has held two public hearings on the Small Cities Community development BlockGrant - Housing Demonstration Program and on a proposed Housing Demonstration Program Application; andWHEREAS, Johnston County desires to submit a Small Cities Community Development Block Grant - HousingDemonstration application to the Division of Community Assistance, North Carolina Department of Economic andCommunity Development for funding considerationNOW THEREFORE BE IT RESOLVED BY THE JOHNSTON COUNTY BOARD OFCOMMISSIONERSJohnston County submit a Small Cities Community Development Block Grant - Housing Demonstration Applicationto the Division of Community Assistance for funding considerationRichard B Self, County Manager, is authorized to execute the Housing Demonstration Application and otherrequired documents as the Countys representativeTHIS RESOLUTION ADOPTED THIS 9TH DAY OF NOVEMBER, 1992Upon a motion by Commissioner John M Booker, seconded by Commissioner James W Cash and carried byunanimous vote, the Board adjournedNorman C Denning, ChairmanJoyce H Ennis, Clerk
