March 9, 1993The Johnston County Board of Commissioners resumed regular session Tuesday, March 9 ,1993, at7 oclock pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina,with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John M Booker,DVM, Jerry F Wood, DDS, Eleanor N Creech, and Cecil M MassengillAbsent NoneAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 Interviews Revaluation CompaniesThe Board interviewed in open session the three low bidders for the 1995 Johnston County Revaluationproject The companies, Cott Systems, Pearsons Appraisal Company, and Tax Management Associates metseparately with the Commissioners and presented their credentials in the area of revaluation2 Beaver Control DiscussionRudolph Howell met with the Board concerning beaver problems in the County He introduced JohnHeistenberg with the US Department of Agriculture, and Perry Sumner, representative from the NC WildlifeCommission Mr Heistenberg and Mr Sumner are currently working with the beaver control pilot programin Sampson, Bladen, Columbus and Brunswick counties, and they discussed what has been done and theprogress made in this project Mr Sumner stressed the state is concentrating on educating landowners on howto trap beavers themselvesFollowing discussion, the Board appointed Rudolph Howell to investigate various methods of beavercontrol and explore means of financing a program in Johnston CountyRaymond Payton, civil engineer from Robeson County, advised the Board he was able to removeBeaver from his property by using an electric hot -wire system He noted the hot wire did not eradicate thebeaver; however it did relocate them from his property3 Community College - Transfer of FundsUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James W Cash andcarried by unanimous vote, the Board authorized Johnston Community College to transfer 38,000 from theAuditorium Rental receipts to the Johnston Community College Foundation to be expended for the installationof carpet in the auditorium and for a advertisement promotional sign on US 704 Property Donated to County - Cleveland TownshipCounty Manager, Richard B Self, informed the Board that the Johnston County Board of Educationhas declared surplus and donated two pieces of land in Cleveland Township to Johnston County one tract forthe new Cleveland School and one for the Skills Training facilityUpon a motion by Commissioner Frank B Holding, seconded by Commissioner Eleanor N Creechand carried by unanimous vote, the Board accepted two pieces of property from the Board of Education onwhich the new Cleveland School and the Skills Training Center will be builtAuthorization to Advertise for Bids - New Cleveland SchoolUpon a motion by Commissioner Frank B Holding, seconded by Commissioner Cecil M Massengilland carried by unanimous vote, the Board authorized the County Manager to advertise for bids forthe new Cleveland School facility5 Clayton Community Building Grant Budget Amendment ApprovedCommissioner James W Cash moved the Board appropriate 20,000 to the Clayton Civitan Club toassist in construction of a Clayton Community Building, and further moved the following budget amendmentbe approvedExpenditure Increase10 66506220 Recreation Grants 20,00000Expenditure Decrease10 66505700 Contingency Fund 20,00000Commissioner Frank B Holding seconded the motion which carried by unanimous vote3636 Award of Bids Parking Lot Lighting - Government ComplexThe Board reviewed the following bids received March 9, 1993 at 200 pm for area lighting ofparking lots in the Governmental Complex on Hancock and North StreetsB T ElectricTL Worley ElectricalJones All -Pro ElectricTrico Electric30,0560031,4560033,9980040,04500Following review and discussion, Commission Frank B Holding moved the Board award bid for arealighting of county parking lots in the Governmental Complex on Hancock and North Streets in Smithfield tolow bidder B T Electric in the amount of 30,05600Commissioner Eleanor N Creech seconded the motion which carried by unanimous vote7 Global TransparkThe Commissioners instructed County Manager, Richard B Self, to contact Mr Henson Barnes ofthe Global Transpark Foundation about scheduling a time within the next two weeks to meet with the Boardconcerning the Global Transpark projectUpon a motion by Commissioner John M Booker, seconded by Commissioner Frank B Holding andcarried by unanimous vote, the Board adjournedNorman C Denning, ChairmanJoyce H Ennis, ClerkDetailsAnnotationsEntry PropertiesModified11192013 23618 PMCreated572003 102623 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date391993Book19
