UtilitiesCounty Manager, Richard B Self, requested that two segments of the Countys water transmission lines where NC 42and US 70 intersect be deeded to the Town of ClaytonCommissioner Jerry F Wood moved the Board deed the following two segments of the Countys water transmissionlines to the Town of ClaytonUS Highway 70 Beginning at a point 75 feet right of Station 18 +00 -L- on US 70 to a point 120 feet left of station 18+00 -L- on US 70, to a point 120 feet left of station 43 +00 -L- on US 70, to a point 75 feet right of Station 43 +00 -L- on US 70Highway Station numbers refer to 1993 NCDOT project 487331008 Utilities contained within this area are approximately2,400 ft 16 waterline, 2,560 ft 6 force main, 390 ft8 force main, and 40 ft 12 waterlineNC Highway 42 Beginning at a point 50 feet right of Station 27 +5651 -Y- on NC 42, to a point 50 feet left of Station27 +5651 -Y- on NC 42, to a point 50 feet left of Station 34 +00 -Y- on NC 42, to a point 50 feet right of Station 34 +00 -Y -Highway Station numbers refer to 1993 NCDOT project 487331008 Utilities contained within this area are approximately650 ft 8 force main and 650 ft 12 waterlineCommissioner John M Booker seconded the motion which carried by unanimous voteHOPEWELL PISGAH WATER DISTRICT BOARDUpon a motion by Commissioner Eleanor N Creech, seconded by Commissioner John M Booker and carried byunanimous vote, the Board recessed regular session to sit as the Hopewell Pisgah Water District Board3 Resolution Calling for Referendum on General Obligation Bonds Hopewell Pisgah Water DistrictCommissioner Eleanor N Creech introduced the following resolution the title of which was readRESOLUTION CALLING FOR REFERENDUM ON2,000,000 GENERAL OBLIGATION BONDS, PROVIDING FOR NOTICE OFSUCH REFERENDUM AND FORM OF BALLOTWHEREAS, the Board of Commissioners of Johnston County acting as the governing body of the Hopewell PisgahWater District of Johnston County has adopted a Bond Order entitledBOND ORDER AUTHORIZING THE ISSUANCE OFGENERAL OBLIGATION BONDS OF THE HOPEWELL PISGAH WATER DISTRICT OF JOHNSTON COUNTY INTHE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF 2,000,000 FOR THE PURPOSE OF FINANCING, INPART, THE ACQUISITION, CONSTRUCTION, AND EQUIPPING OF A WATER SYSTEM IN THE DISTRICT; and395WHEREAS, GS § 159 -61 requires this Board to fix the date of the referendum on the Bond Order, notify the Boardof Elections thereof and provide for notice of the referendum to be published;NOW, THEREFORE, the Board of Commissioners of Johnston County, acting as the governing body of theHopewell Pisgah Water District of Johnston County, meeting in regular session at Smithfield, North Carolina, on May 17, 1993,do the followingBE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF JOHNSTON COUNTY ACTING AS THEGOVERNING BODY OF THE HOPEWELL PISGAH WATER DISTRICT OF JOHNSTON COUNTYThis Board hereby calls for a referendum with respect to the Bond Order and fixes the datethereof as July 13, 19932 The form of the question on the ballot shall be as followsShall the order authorizing 2,000,000 in maximum aggregate principalamount of general obligation bonds of the Hopewell Pisgah Water District ofJohnston County for financing, in part, the acquisition, construction andequipping of a water system in the District be approved[ ] YES [ ] NOThe Clerk to the Board shall mail or deliver a copy of this resolution to the Johnston CountyBoard of Elections prior to May 20, 19934 The Clerk to the Board and the County Attorney shall provide for publication of notice of thereferendum as required by G S § 159 -61 c in The Smithfield HeraldThis resolution shall take effect immediatelyCommissioner Eleanor N Creech moved the passage of the foregoing resolution and Commissioner John M Bookerseconded the motion, and the resolution was passed by the following voteAyes Frank B Holding, John M Booker, Jerry F Wood, James W Cash, Eleanor N Creech, and Cecil MMassengillNays NoneNot Voting NoneREGULAR SESSION RESUMEDUpon a motion by Commissioner John M Booker, seconded by Commissioner Eleanor N Creech and carried byunanimous vote, the Board adjourned as the Hopewell Pisgah Water District Board and resumed regular session4 Fireworks Displays ApprovedUpon a motion by Commissioner Cecil M Massengill, seconded by Commissioner Jerry F Wood and carried byunanimous vote, the Board approved the following requests for fireworks displays subject to the NC General Statutes 14 -410-14 -415 and Chapter 20 of the Standard Fire Prevention Code, and contingent upon the petitioners obtaining the necessarypermits from the Johnston County Inspections DepartmentSouth Johnston High School for June 4, 1993 at the school at the conclusion of graduation exercisesTown of Clayton on July 3, 1993 at the Clayton Civitan Field5 Budget Amendment ApprovedUpon a motion by Commissioner Eleanor N Creech, seconded by Commissioner Jerry F Wood and carried byunanimous vote, the Board approved the following budget amendmentHealth DepartmentExpenditure Increase -
