Meeting of Board of Commissioners for the County of JohnstonApril 8, 1957The Board of County Commissioners sitting as a Board of Equalization andReview and acting in their capacity as the Governing Body of Johnston Countyreconvened in the County Commissioners Room, April , 1957, at 11,00 A M, withthe following members present R P Holding, Chairman, J D Bailey, H MJohnson, and R G GurleyAbsent Floyd C Price, SrThe following business was transacted1 Sgt G A Stewart acted as spokesman for a group composed of Sheriff B AHenry, Bill Norton, and Percy Moore, representing Johnston County Peace OfficersAssociation, an organization formed to promote better law enforcementSgt Stewart acquainted the Board with a proposed insurance plan, which wouldrequire legislative enactment He stated that the insurance coverage would provide100000 life insurance, 1000 per day for hospitalization, 15000 for surgery,15000 for miscellaneous cost, 300 per day for physician He stated that meansfor defraying the cost of the premiums would be to add 100 cost to all criminalcases in Johnston County, with the exception of non - support cases Any excessfunds after paying expenses would revert to the general fund, and that afterbeing tried for two years the cost attached to each criminal case might be reducedHe cited House Bill 397, Chapter 1097 of the 1951 Session Laws as a model to go byThis law applies to other counties, which have enacted this plan into lawSeveral of the Commissioners expressed their personal approval of the planHowever, no formal action was taken since the proposal was deemed a matter for themembers of the General Assembly to decide upon2 Upon the recommendation of W H Britt, Auditor, the following resolutionwas adoptedWHEREAS, the expenditures for the account for Boarding Home Care forChildren within the Welfare Administration Fund will exceed the appropriationsin the original budget resolution by approximately 250000 andWHEREAS, the revenue for the WELFARE ADMINISTRATION FUND has exceeded theanticipated revenue by the sum of 250000 as of April 1, 1957, andWHEREAS, G S 153 -127 provides that the Board of County Commissioners, ifthey deem it necessary by proper resolution, may amend the original budgetresolution by making a supplemental appropriation to take care of any unanticipatedexpendituresNOW THEREFORE, by motion of J D Bailey and seconded by H M Johnson itis ordered that the original budget resolution for the WELFARE ADMINISTRATION FUNDbe amended by appropriating 250000 from the excess anticipated revenue of whichthe amount of 79000 was received as a specific donation to be applied to the careof the Albert Dunn ChildrenThere being no further business, the meet recessed, subject to callChairmanClerl ??-BOARD OF EQUALIZATION AND REVIEWAfter due investigation of the petitions before them, it was ordered thatthe following tax adjustments be made on the property of the following petitioners,Selma TownshipFloyd C Price Sons, lot and gin formerly owned by Southern Cotton OilCompany valued at 850000 for the year 1957L T Ricks be released of a valuation of 100000 for the year 1957April 8, 1957 ContiIngrams TownshipSmithfield Gin Company Four Oaks Gin valued at 850000 for the year1957•Mrs Marvel Bunn be released of a valuation of 200000 on Service StationCite and Baker Street for the year 1957Mrs Leola Sanders Gates, store building property, 1 Main Street, beincreased of a valuation of 200000 for the year 1957Smithfield TownshipDr J H Fitzgerald be released of 2 acres V 6000 and 22 acresvalued at 7500 for the year 1957IBoon Hill TownshipVirginia Smith be released valuation of 47500 for 1957 and be releasedx756, representing taxes on 47500 valuation for 1956There being no further business, the meeting adjourned sine dieChairmanClerk
