iOctober 5, 1993The Johnston County Board of Commissioners met in special session Tuesday, October 5,1993, at 12noon in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina, with thefollowing membersPresent Frank B Holding, Vice Chairman, James W Cash, John M Booker, DVM, EleanorN Creech, and Cecil M MassengillAbsent Norman C Denning, Chairman, Jerry F Wood, DDSAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardThe Vice Chairman called the meeting to order and the following business was transactedPublic Hearing Housing Demonstration Program Grant ApplicationAdvertised September 17, 1993 in The Smithfield HeraldThe Vice Chairman opened the public hearing and invited anyone who wished to address the Boardon the Countys application to the Division of Community Assistance, NC Dept of Commerce for a SmallCities Community Development Block Grant - Housing Development CDBGMichael de Sherbinin, Director of Economic Development, informed the Board the County has theopportunity to apply for a Housing Demonstration Grant in the amount of 176,000 to construct three housesfor low or moderate income families The houses will be built by students at Clayton High School, SouthJohnston High School, and Smithfield -Selma High School and will be situated on sites scattered throughoutthe County The homes will consist of approximately 1100 sq feet of heated space and will range in valuefrom 32,000 to 43,000Skip Green, Grant Administrator, explained the revenue realized from the sale ofthe homes, along withprivate funds leveraged through permanent financing should generate enough money to keep the project goingindefinitely He noted the Board of Education has endorsed the concept and has agreed to build nine housesover the next three years for a contractual amount of 50,000 Funds have been built into the project to takecare of inflation and, hopefully, more expensive housing in the futureThere being no further comments, the Vice Chairman closed the public hearing2 Resolution Authorization to Apply for GrantUpon a motion by Commissioner Eleanor N Creech, seconded by Commissioner Cecil M Massengilland carried by unanimous vote, the Board adopted the following resolutionA RESOLUTION AUTHORIZING THE SUBMITTAL OFA SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANTHOUSING DEMONSTRATION PROGRAM APPLICATIONWHEREAS Johnston County has held two required Public Hearings for the Planning and Development ofa Small Cities Community Development Block Grant - Housing Demonstration ProgramApplication; andWHEREAS Johnston County desires to submit a Small Cities Community Development Block Grant -Housing Demonstration Program Application for 1993 Funding ConsiderationNOW THEREFORE BE IT RESOLVED BY THE JOHNSTON COUNTY BOARD OFCOMMISSIONERSJohnston County submit a Small Cities Community Development Block Grant - HousingDemonstration Program Application to the North Carolina Department of Commerce2 Norman C Denning, Chairman, or Richard B Self, County Manager, is authorized to execute theGrant Application and other required documents as the Countys representativeTHIS RESOLUTION ADOPTED THE 5TH DAY OF OCTOBER, 1993There being no further business, Commissioner James W Cash moved the Board adjournCommissioner Eleanor N Creech seconded the motion which carried by unanimous vote?4m q gitouQ, omz
