May 2, 1994The Johnston County Board of Commissioners met in regular session Monday, May 2, 1994, at 10oclock am in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North there were any corrections to the minutes of the April 4, 1994 board meetingThere being no corrections the Chairman declared the minutes approved as presented2 Public Hearing - 1000 am - 1994 -95 Secondary Road Construction ProgramAdvertised by NCDOT All Area NewspapersThe Chairman opened the public hearingDon Dupree, Division Engineer, Steve Sanderson, District Engineer, and Ross Halley, MaintenanceEngineer, presented the Secondary Road Construction Program for 1994 -95Mr Sanderson reviewed the program with the Commissioners saying that by the end of June, DOTwill have paved 2035 miles in Johnston County during FY 1993 -94 He noted plans are to pave an additional2725 miles in the upcoming 1994 -95 programSeveral citizens asked questions about their particular road problems It was noted some unpaved roadsin the County are much older than others and the question was posed whether the age of a road might beconsidered along with traffic count in determining paving priority Commissioner Frank B Holding pointedout the criteria for paving roads is set by the State with the County acting only as a sounding board By holdingthe public hearing in the County, it makes it convenient for citizens to question the Department ofTransportation about their paving decisionsCommissioner Eleanor N Creech mentioned the problems caused when roads extend into more thanone county She pointed out SR 2350 close to Kenly is being paved in Wayne County because Wayne hasfewer remaining unpaved roads, and therefore the road has a low priority rating The short portion of the sameroad in Johnston County has a much higher priority rating and is not eligible for paving funds under the currentsystem She noted this is extremely difficult for the citizens along the road to understandThere being no further comments the Chairman closed the public hearing3 Resolution 1994 -95 Secondary Road Construction ProgramUpon a motion by Commissioner Jerry F Wood seconded by Commissioner John M Booker andcarried by unanimous vote, the Board adopted the following resolutionRESOLUTIONWHEREAS, THE JOHNSTON COUNTY BOARD OF COMMISSIONERS has received fromthe Department of Transportation the 1994 -95 Secondary Road Construction Program as presented by NorthCarolina Department of Transportation officials, said roads being a part of the system maintained by theDepartment of Transportation, Division of Highways;AND WHEREAS, after careful consideration of the services rendered by said roads and the trafficdemands of said County, it is deemed necessary that said roads be Library and the Selma Public Library herein theSelma LibraryWITNESSEDWHEREAS, the County Library operates underthe Chapter 153A, Article 14 GS 153 -261 throughG S 153 -271 to give library service to the residents of Johnston County and the Municipality of Smithfield;andWHEREAS, the Selma Library operates to give library service to the residents of Selma and wishesto become affiliated with the County Library to have the benefit of additional services which the CountyLibrary can provideTHEREFORE, IT IS MUTUALLY AGREED THATThe County Library will furnish to the Selma Library the services set
