June 14, 1994The Johnston County Board of Commissioners reconvened regular session Tuesday, June 14, 1994,at 7 oclock pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, NorthCarolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John M Booker,DVM, Jerry F Wood, DDS, Eleanor N Creech and Cecil M MassengillAbsent NoneAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardThe Chairman called the meeting to order and the following business was transactedBoard of Education - Budget RequestsGordon Woodruff, Chairman of the Johnston County Board of Education, Dr James Causby,Superintendent of Schools and several School Board members were present to discuss their budget requestsfor 1994 -95Mr Woodruff informed the Commissioners this years School budget does not address long rangecapital needs and attempts only to maintain the current level of service in current expense requests He statedthat increases primarily represent escalated costs beyond their control such as utilities, State salary increasesand provisions for the new school at Cleveland The only two items added to the base budget were teachersupplements to induce teachers to stay in Johnston County, and funds to reduce classroom size for Kindergartenthrough 2nd grade in six schools which show depressed conditions He expressed the hope that this caneventually be done countywide allowing teachers the opportunity to address each childs needs at an early ageHe noted the School Boards goal is to have all children reading at grade level by the 4th gradeCommissioner John M Booker voiced concern with the lack of discipline in the schools and agreedthis needs to be addressed in the primary grades He asked Mr Woodruff if sufficient classroom space wouldbe available in the six schools if the class sizes were reduced Mr Woodruff and Dr Causby responded thatthrough some inventive scheduling the needed space could be foundMr Woodruff and Dr Causby thanked the Board for their strong support in the area of education2 Board of Elections - Voting MachinesJean Ashley, Chairman of the Johnston County Board of Elections, spoke to the Commissioners on theneed for new voting machines She stated the current machines are almost 20 years old, and parts for repairare no longer available With the general growth in the County and the significant increase in voter registration,the machines no longer provide the fair, accurate voting with timely tabulation that is neededAnn Stallings, Supervisor of Elections, stated she has tested two new systems and believes either wouldsatisfy Johnston Countys present and long -term needs The newer machines would also cut down on the costof printing ballots requiring a single ballot rather than the multiple ballots currently used3 Certificate of Recognition - Princeton High School Baseball State A ChampionsUpon a motion by Commissioner James W Cash, seconded by Commissioner Frank B Holding andcarried by unanimous vote, the Board adopted the following Certificate of Recognition congratulating thePrinceton High School Baseball team on becoming the 1994 State Class A Baseball ChampionsCertificate of RecognitionJune 14, 1994It is with great pleasure that the Johnston County Board of Commissioners, on behalf of thecitizens of Johnston County, again recognizes with pride the Princeton High School Athletes and the PrincetonHigh School Athletic ProgramCongratulations to the 1994 Princeton High School Baseball TeamSTATE CLASS A BASEBALL CHAMPIONSThroughout the year you have demonstrated not only exceptional talent and shown superb team play,you have given the extra effort necessary to become the Champions you are You have made us proud and havebrought excellent publicity to our CountyWith this Certificate, the Johnston County Board of Commissioners publicly commendsthe 1994 PRINCETON HIGH SCHOOL BASEBALL TEAM and extends to each and every memberof the team and coaching staff Johnston Countys heartfelt affection and admiration for a job well done5724 Fire Chiefs Association - Reauest for Funds for Fire Safetv HouseJim Parrish, chief ofthe Johnston County Fire Chief s Association, requested the Board allocate 5,000toward the purchase of a Scotty Fire Safety House for fire protection training He explained the hands -on modelhouse would be used to teach fire safety and prevention to school children He stated the Association plans toraise the additional 20,000 through donations5 ReEntry Community Penalties ProgramLouise Davis, Executive Director of ReEntry - Community Penalties Program, informed the Board theReEntry program is now operating in Johnston County She stated the program uses community resources asa part of punishment, rather than incarceration The goal of the program is to keep offenders at work andproductive, and at the same time provide rehabilitation and allow for restitution to victims She stated the Stateprovides 90 of their budget, however the General Statutes requires that 10 come from local sources Sherequested a 1500 County appropriation for fiscal year 1994 -956 North Carolina Client Councils, IncDoreatha Merritt, with the NC Comprehensive Housing Counseling Agency, met with the Boardrequesting 42,000 from the County to add a Consumer Credit Counseling Service to their program She statedthe Council has provided housing counseling and other services for many years and often the solution to theirclients problems is sound budget management She stated the Client Council wishes to hire a staff person whospecializes in this area7 Guardian Ad Litem Program - Request for Office SpaceNancy Cameron, District Administrator for the Guardian Ad Litem Program, requested office spacein Johnston County for her program She noted the law now requires judges to assign a guardian ad litemtrained volunteer to each case of child abuse and neglect The program acts as an advocate for children whoare mistreated and they need an private area where the volunteers can meet with the parents andor children andtype the necessary reports She added the State will provide for telephone and office equipment leaving theCounty providing space and utilities8 Sheriffs DepartmentSheriff Freddy Narron met with the Commissioners concerning his budget requests for FY 1994 -95He stated he is proud of the job his department is doing with the resources available; however with a limitedstaff it is difficult to respond to all the needs of the citizensSheriff Narron stated that after hearing the many budget demands being made on the County tax dollar,he looked at ways his department might generate additional revenue, and as a result has revised his requestHe proposed the Board increase by three the number of federal inmates the County houses which wouldproduce enough revenue to pay for the two additional jailers he needs for night and weekend duty He indicatedhe could make a part-time position in his office full -time by utilizing the increased fees from pistol permits Ifthe Board approves these requests, SheriffNarron stated he would ask for only one additional unsworn positionto process reports, etc which would allow the sworn officers more time for their duties The cost for thisemployee would be approximately 24,000 including fringe benefitsThe Sheriff thanked the Board for the support they have always given his department9 County Employees Salary IncreaseUpon a motion by Commissioner Frank B Holding, seconded by Commissioner James W Cash andcarried by unanimous vote, the Board approved a 4 cost -of- living increase for all County employees10 Sheriffs DepartmentUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner Eleanor N Creech andcarried by unanimous vote, the Board approved the Sheriffs request as follows• 2 additional jailers to be paid from revenue realized from housing three additional federalprisoners in the County Jail• 1 existing part-time employee made full -time from increased fees from pistol permits• 1 additional unsworn position at a cost of 24,00057311 Community College RequestsThe Board discussed the Community Colleges 1994 -95 budget request County Manager, Richard BSelf, explained that he included in his recommended budget the 136,000 capital outlay request to replace roofson several of their buildings, however he did not include any of the additional current expense funds requestedCommissioner Jerry F Wood moved the Board allocate an additional 125,000 to the CommunityCollege, above last years current expense appropriation Commissioner James W Cash seconded the motionFollowing discussion Commissioners Wood and Cash withdrew the motion and second12 School Board Requests DiscussedThe Commissioners discussed the School Boards requests at lengthCommissioner John M Booker voiced support for the proposal to reduce the classroom size in thekindergarten through 2nd grades and stated he would be willing to help in every way possible to address thissituation The other Commissioners concurred but noted the School Board sets their own priorities for spendingcurrent expense money It was further noted the State General Assembly is considering additional funding forschools in low wealth areas and the House Bill specifically addresses reduction in classroomsFollowing further discussion the Board postponed a decision on School Board allocations until the nextbudget meeting13 Budget Amendments ApprovedA Special Appropriations -
