August 11, 1994The Johnston County Board of Commissioners met in special called session Thursday,August 11, 1994, at 5 oclock pm in the Commissioners Room, Johnston County CourthouseAnnex, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,John M Booker, DVM, Jerry F Wood, DDS, Eleanor N Creech and Cecil M MassengillAbsent NoneAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 FmHA Grant Application - Water Sewer to Midstate MillsMichael de Sherbinin, Economic Development Director, informed the Board the Countyis eligible for an FmHA grant in the amount of 100,000 to extend water and sewer toMidstate Mills, the bulk flour facility which is locating in Wilsons Mills community Heexplained that if the County applies immediately, the grant maybe funded in this federal fiscalyear If the application is not approved for this year, the request would roll over to next fiscalyear which begins October 1Following discussion, Commissioner Frank B Holding moved the Board authorizeCounty Manager, Richard B Self, to make application and sign all necessary documents tosecure an FmHA grant to extend water and sewer to the Midstate Mills site in Wilsons MillscommunityCommissioner Cecil M Massengill seconded the motion which carried by unanimousvote2 Enaineerina Agreement with McKim Creed - Midstate Mills ProiectUpon a motion by Commissioner James W Cash, seconded by Commissioner Jerry FWood and carried by unanimous vote, the Board approved an engineering agreement withMcKim Creed for extending water and sewer to the Midstate Mills facility in Wilsons Mills3 Paving Request SR 2336B - Alton HowesAlton Howes who lives on River Run Road SR 2336B spoke to the Board concerningthe States road paving policy He expressed frustration that SR 2336 has remained the sameor lost priority over the yearsCommissioner Frank B Holding explained the recent heavy growth in the western partof Johnston County has greatly affected the priority ratings of some of the older unpaved roadsHe pointed out the State establishes the priority based on the number of homes, businesses,churches, schools, etc located on the road and the traffic count over a period of time Thepaving program each year is brought to the County for approval, however, the Commissionershave no role in establishing the priority listFollowing further discussion, the Board suggested Mr Howes contact Johnston Countysrepresentatives on the NC Highway Commission, Clark Jenkins and Henson BarnesThere being no further business, Commissioner John M Booker moved the Boardadjourn Commissioner Eleanor N Creech seconded the motion which carried by unanimousvoteNorman C Denning, ChairmanJoyce H Ennis, ClerkAM
