turned her seven bedroom house inBenson into a home for children who have been neglected and abused Benson ChildrensHome is incorporated as a non-profit tax-exempt organization, and the Board of Directorsare working closely with DSSs Childrens Protective Services to be licensed by the StateTheir first year budget is 122,000 which would include regular expenses for running thehome, as well as a parenting couple, an executive director, and secretarial help She statedshe is approximately 50,000 short of her budget, and asked the Board to consider anappropriation for her project, as children from all over the County will be helped Shehopes to open on July 2ndChairman Denning thanked Ms Sorrell for her presentation and stated the Boardwould take this under advisement during their budget Cleveland Township from AR R-40 to General BusinessSpecial Use District Owner Clara P RaynorCal Genereux and Kyle Richter with the Planning Department pointed out theproperty on a map and explained the surrounding zoningMr Genereux explained the original application was for General Business,however, at the Planning Board hearing, the owner modified her request to a special usedistrict The 1132 Barefoot Roadin Meadow Township from AR R-40 to AR R-40 Special Use DistrictOwner Linda Rose Lee Applicant John Weldon Bell SouthMr Genereux and Mr Richter directed the Boards attention to the property andsurrounding zoning on a map Mr Genereux explained the Planning Board recommendedapproval of this rezoning with conditions as follows 1 height variance from the PlanningBoard, 2 tower to be available to others for co-location, and 3 fall zone to be 300 radiusGray Styers from Bell South explained the new PCS system that his company isbringing to Johnston County He stated that in partnership with CP L and Duke Power,they will be installing a new state of the art, digital system that will allow a person tocarry his home phone with him and receive calls wherever he might be This is currentlybeing test-marketed, and North and South Carolina will be two of the first states to getthe system The proposed tower is an integral part of the North Carolina, South CarolinaconnectionKelly Davenport, Bell South Zoning Coordinator, explained this property issurrounded by farm land with no buildings or houses nearby A 60 by 45 lot at the towerwould be fenced in, and all equipment would be in that area She requested the Countyallow special consideration concerning the fall zone since the tower is a self supportinglattice tower that is designed to bend at a hinge instead of break in high winds Shesuggested a no-build easement contract with the property owner, which would restrictbuilding structures in the area but would allow Ms Lee to still use her property forfarmingMs Lee, property owner, stated she has had extensive discussion with Bell Southand is in agreement with them concerning a no-build easementMildred Barefoot who owns the adjacent
