WATER DISTRICT IN THE MAXIMUM AGGREGATEPRINCIPAL AMOUNT OF 1,100,000 FOR THE PURPOSE OF FINANCING, IN PART,THE ACQUISITION, CONSTRUCTION, AND EQUIPPING OF A WATER SYSTEM INTHE DISTRICTWHEREAS The for residential water lines to be installed in the District to enhancethe quality of life of its citizen2 The project is necessary and expedient because the system will replace inadequate wellsand RuralEconomic and Community Development Agency4 Facts supporting the conclusion that debt management policies have been carried out incompliance with the law and reasonable assurances that compliance with the law will henceforth becarried out area The Local Government Commission has taken no action against the County or theDistrictb Neither the County nor the District has defaulted on any debtsC The County has received unqualified audit reports over the past yearsd The County and the District follow the debt management guidelines of the NorthCarolina Local Government Commission5 Facts vehicle be turned over to them The car wasa 1992 Ford with over 100,000 miles and was due for replacement in the upcoming fiscal yearFollowing discussion, Commissioner Cecil M Massengill moved the Electric, Greenville, NC - Base bid, deduct Alt E -2 and Alt E -3 in totalamount of 561,100The Board of Education also recommended establishing a contingency of 5 of total constructioncost Total Contract cost plus contingency 5,371,175 Mr Davis explained there was only one bid on theKitchen Equipment Contract, which will be rebidKay Carroll, Chairman of the Board of Education, pointed out this is the first project bid since theSchool Board has implemented the new uniform standard design for school buildings He stated his boardwas very pleased with the bid prices344Following discussion, Commissioner Jerry F Wood moved the Board award the following bids forthe construction of the Glendale -Kenly Elementary School project as recommended by the School BoardCommissioner Eleanor N Creech seconded the motion, which carried by unanimous voteDavidson Jones Beers, Raleigh - General Contract 3,713,000Braxton Britt Plumbing, Wilson - Plumbing Contract 234,000Central Heating Air, Kinston - HVAC Contract Not to Exceed 862,975Pitt Electric, Greenville - Electrical Contract 561,1006 Budget SessionA Sheriffs DepartmentSheriff Freddy Narron asked the Board for six additional officers to handle the work load in hisdepartment Sheriff Narron stated the growth in the County has made it impossible for his staff to coverthe law enforcement needs He spoke of the approximately 500 calls that come in each day, most of themlooking for service and expecting response He pointed out that Johnston County is within the top 10counties in size and the top five in growth, but in relation to the number of law enforcement personnel, itis near the bottomSheriff Narron stated he counted 69 new businesses at the I -4042 interchange alone, and thedemands on his office are more than they can stand The response time is worse today than last year, andin his opinion, his department is in a crisis situation He pointed out the huge liability the County has whenthe law enforcement can not respond in a reasonable time He spoke of the time frame which is required forserving papers, and the fact that he simply does not have enough people in that capacityDistrict Attorney, Tom Lock, supported the Sheriffs request He noted that, in his opinion, theCountys detective unit is the best around, but there is a limit as to how much they can do with their limitedresourcesChief Deputy, Ken Smith, affirmed the need for additional personnel, as did Deputy WendyDaughtryLarry Massengill, who works with rescue operations in the County, stated, in his opinion, theprimary concern in the County is personal safety He asked the Board to seriously consider SheriffNarronsrequestsB Health DepartmentDr Leonard Woodall, Health Department Director, stated the growth in the County has affected hisdepartment, also He referenced the need for an additional soil scientist for environmental health and anotheranimal control officerC Council on AgingDonna Creech, Executive Director of Council on Aging, spoke briefly about the activities at Councilon Aging and the affect a larger older population is having on her agency She also informed the Boardthat the Consolidated Transportation program, which her agency oversees, is working well in providingtransportation for all human service agencies in the County She thanked the Board for their help in the pastand asked for their continued supportD Tax DepartmentThe County Manager informed the Board that Sterling Hancock, Tax Administrator, was not welland unable to attend the meeting On behalf of Mr Hancock, the County Manager informed the Board thatthe Tax Department is requesting an additional tax clerkThe Board discussed the many requestsCommissioner John M Booker stated he would like to see a line item budget from the schools sothat he can better understand what is being asked of the County He noted the Commissioners used to getthis type of school budget, which in his opinion, made it easier to see their needs345Commissioner Booker moved the Board formally request a line -by- line current expense budgetfrom the schools showing both local and state funding, and a comparison budget from last year Followingdiscussion, Commissioner Booker withdrew his motionChairman Carroll responded that he would be glad to ask Dan Jones with School Finance to providethis information to the County It was
