April 22, 1997The Johnston County Board of Commissioners met in special session Tuesday, April 22, 1997, at600 oclock pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, NorthCarolina, with the following membersPresent Norman C Denning, Chairman, James W Cash, Vice Chairman, Jerry F Wood,DDS, Eleanor N Creech, Cookie Pope, Thomas M Moore and James H Langdon, JrAbsent NoneAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 Discussion on Sewer FeesChairman Norman C Denning stated that the towns were provided a copy of the 20 year water andsewer studies last year and were asked to comment Very few comments were received, and the Countybased its 20 year capital plan on these studies The projected growth, as well as the revenue produced bythis growth, are based on actual data and not on speculation If growth is greater than projected, then thefees can be adjusted He noted that the towns, as well as the news media, have been provided with thefour revenue options to provide the needed capital to keep the sewer plant ahead of demand Each towncan choose the option that best works for them He asked the towns which option they would preferMayor Jack Austin of Four Oaks asked for an explanation of the different revenue options CountyManager, Richard Self, explained that the County will need 146 million over the next 20 years forexpansion of the Johnston County Regional Central Wastewater Treatment facilities This includesreplacement of interceptor segments as needed The four revenue options, each of which would bring inthe same funds, are as follows? Capacity charge only - 1320 gpd? Capacity charge to cover 2 of the capital, and commodity surcharge the other 2 - 660 gpd 251000 gallons? Capacity charge to cover cost ofplant expansion only, and commodity surcharge to cover upgradingtreatment and interceptor replacement - 370 gpd 301,000 gallons? Commodity surcharge only - 451,000 gallonsJohn Shallcross asked for an explanation of how the County arrived at these figures Engineer TimBroome provided a thorough explanationBruce Radford, Town Manager of Selma, thanked the Board for their timely response in coming upwith these options He noted, in his opinion, the 45 surcharge option seems reasonable; however, hestated the towns would like further information He asked Mayor Joe Hobbs of Smithfield to apprise theBoard of the information, to which the towns would like responseMr Hobbs submitted the following list of questions and request for information? Request for detailed and full information on the 20 year capital plan the towns were provided thisinformation in the 20 -year study last year? Copy of proposed debt service schedule? Justification of growth figures used information was in 20 -year plan supplied to towns last year? Due to the fact that towns are impacted by the WWTP, the towns want to be involved in operationand in policy making? Asked for information on 15 additional surcharge that was added for 36 million debt When willthat debt be retired Response Haywood Phthisic stated the debt will be retired in 18 years? How much wastewater is diverted from east Clayton Response County has permit for 600,000gallons; however, at the Town of Claytons request, we are pumping as much as possible to theirplant? Request for boundaries of Central District - Response Primarily this consists of the towns serviceareas and any lines extended by the town Includes anything that comes into the central plant? What were the 201 allocation service areas for the towns when the plant was turned over to theCounty each town has a copy of the 201 Facility Plan prepared 21 years ago504Commissioner Thomas M Moore responded that the Board was asked to come up with someimmediate fees that everyone could agree on so the developers could proceed with contracts with potentialclients He noted the fees can be changed if and when the facts and figures change in the future TheCounty is trying to work with the towns on this matterSelma Manager Bruce Radford requested the Chairman instruct the County Manager and EngineerTim Broome to work with Dan Boone, engineer for Smithfield and Selma, and a committee made up ofpeople from each town concerning these figures It was noted that Mr Broome has already provided thisinformation to Mr BooneSmithfield Manager, Ron Owens, stated that last week he made a revised request for allocation forthe Partners Equity Group, based on actual flow projections If that request was in order, he asked fora letter of confirmation on the 4,500 gallon capacity so the developers can proceed with their businessHe noted the fees can be discussed and determined between the town and County at a later date ifnecessaryIt was pointed out the County policy stipulates that allocation be figured on state standards, and theBoard would need to amend the policy before Mr Phthisic can issue the letter of confirmationFollowing further discussion, Commissioner Cookie Pope moved the Board amend their policyconcerning sewer capacity allocation as follows Allocation is to be based on a 12 month period ofsimilar or identical usage Commissioner Thomas M Moore seconded the motion, which carried byunanimous voteThe Chairman asked the towns to consider the options and let the County know their wishes as soonas possibleBob Hollister and Joe Barefoot from the western area of the County asked the Board to provide asimilar opportunity for them as soon as possible2 Award of Bids Health Department Hospital Emergency Room ProjectBid Opening April 10, 1997 Rebid Opening April 17, 1997Dr Leonard Woodall, Director ofthe Johnston County Health Department, explained the Plumbingand Mechanical bids for the HospitalHealth Department project were originally bid in error as a singlecontract NC State law requires they be bid separately, therefore, these two contracts were re- advertisedas new requests for bids For lack of three proposals at the opening on April 10, 1997, the contracts werere- advertised and opened on April 17, 1997The Board reviewed the following bids received for Plumbing and Mechanical contracts for the newHealth DepartmentHospital Emergency Room projectPLUMBING CONTRACTABL Plumbing Heating Corn Svracuse New YorkBase Bid - Public Health 250,000Base Bid - Emergency Room 399,000TOTAL 649,000Keen Plumbing Co, Inc, Goldsboro, NCBase Bid - Public Health 503,500Base Bid - Emergency Room 334,500TOTAL 838,000HVAC CONTRACTRock City Mechanical, Nashville, Tennessee - Bid disqualifiedSouthern Piping Company, Raleigh, NCBase Bid - Public Health 526,000Base Bid - Emergency Room 784,000TOTAL 1,310,000505Dr Woodall stated the bids have been reviewed by General Contractor, Centex Rodgers, and theyhave recommended award of contracts to low bidders, ABL Plumbing and Southern Piping CompanyFollowing discussion, Commissioner James W Cash moved the Board award the following two bidson the Health DepartmentHospital Emergency Room project as recommended by Centex RodgersPlumbing Contract - ABL Plumbing Heating Corp, Syracuse, NY - Total Bid 649,000HVAC Contract - Southern Piping Company, Raleigh, NC - Total Bid 1,310,000Commissioner Tom Moore seconded the motion, which carried by unanimous voteThere being no further comments, Commissioner Cookie Pope moved the Board adjournCommissioner Thomas M Moore seconded the motion, which carried by unanimous voteNorman C Denning, ChairmanJoyce K Ennis, ClerkDetailsAnnotationsEntry PropertiesModified11192013 114226 AMCreated422003 73421 AMTemplateMinutesFieldsMinutes - TypeSpecialMinutes - Date4221997Book20
