May 12,199 7630 pmRecessed Meeting of May 5, 1997The Johnston County Board of Commissioners resumed regular session on Monday, May 12, 1997, at630 oclock pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, NorthCarolina, with the following membersPresent Norman C Denning, Chairman, James W Cash, Vice Chairman, Jerry F Wood,DDS, Eleanor N Creech, Cookie Pope, Thomas M Moore and James H Langdon, JrAbsent NoneAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardThe Chairman called the meeting back to order and the following business was transacted1 Sewer Fees - Revenue Options Discussed - Outside Areas Tributary to County TreatmentFacilitiesCounty Manager, Richard Self, reminded the Commissioners that at the last Board meeting,developers from the western portion of the County were given options for providing capital funds neededto provide sewer service in this area of the County over the next 20 years The options were acombination of charges, any one of which would add up to the same amount of revenue At the requestof the developers, Tim Broome, Engineer, has provided another option using a surcharge fee only, whichwould start at 71000 gallons and gradually be reduced to 31000 gallons over the 20 year period Hestated that staff feels the 7 surcharge is exorbitant and would be a real hardship on residential customers,since the average homeowners sewer bill would increase from around 20 to 60 per monthMr Broome presented two additional options for the developers to consider Both new alternativeswere a combination of the same fees - residential tap fee, commercial capacity fee, commercial acreagefee and commodity surchargeEd Etheridge and Steven Sanderson noted the group had met and agreed on the 7 surcharge;however they were not aware at that time that this fee would also include residential customers Theyasked for a few minutes to look at the new proposalsFollowing discussion, the group of developers agreed to meet outside the Commissioners roomduring the regular scheduled meeting for rezoning matters, and come back later in the eveningUpon a motion by Commissioner James H Langdon, Jr, seconded by Commissioner Cookie Popeand carried by unanimous vote, the Board recessed until after the 700 scheduled meeting for zoningmatters
