NC DOT 1997 -1998 Secondary Road ProgramDurwood Stephenson, member ofthe NC Board of Transportation, Don Dupree, Division Engineer,Ken Murphy, District Engineer, Richie Hines, Assistant District Engineer, and Bryant Bunn, MaintenanceEngineer for Johnston County, appeared before the Board to present the 1997 -98 DOT ProposedSecondary Road Construction ProgramMr Stephenson gave a brief update on the progress of several transportation projects that will affectJohnston County He noted the bridge damage at US 70 and I -95 was repaired and the bridge reopenedin record time He presented a framed depiction of the County Flag on behalf of Les Martin, NC Directorof Correction Enterprises Mr Martins agency recently assisted our Communications Department inplacing new entrance signs displaying the County flag on all major highways entering Johnston CountyDistrict Engineer, Ken Murphy, presented the 1997 -98 construction program and explained that inaddition to the usual allocation, the Countys anticipated funding includes 656,000+ from the State bondissue to help with this years paving programMr Murphy also presented the new priority rating list for all unpaved roads in the County Heexplained the top 10 roads from the last rating list were frozen and were not subject to the new priorityFor the first time, these 10 roads do not include roads that are being held because of right -of -wayproblems Those problem roads have been listed separately to be reconsidered from time to time whencircumstances changeThere being no further comments, the Chairman closed the public hearing3 Resolution Approving the 1997 -98 Secondary Road Construction ProgramUpon a motion by Commissioner Thomas M Moore, seconded by Commissioner James HLangdon, Jr and carried by unanimous vote, the Board adopted the following resolution approving the1997 -98 Secondary Road Construction Program as presented by the NC Department of TransportationRESOLUTIONWHEREAS The Johnston County Board of Commissioners has received from the Department ofTransportation the 1997 -98 Secondary Road Construction Program as presented byNorth Carolina Department of Transportation officials, said roads being a part of thesystem maintained by the Department of Transportation, Division of Highways; andWHEREAS After careful consideration of the services rendered by said roads and the trafficdemands of said County, it is deemed necessary that said roads be improved in orderto better serve the interest of the people of Johnston CountyNOW THEREFORE BE IT RESOLVED that the Johnston County Board of Commissioners herebyapproves and requests that the North Carolina Department of Transportation make the followingimprovements in said roads listed on the attached Secondary Road Construction Program for 1996 -97Adopted this 2nd day of June, 19975291997 -98 North Carolina Department of TransportationProposed Secondary Road Program - Continuation program that works with youth ages 10 -17and provides for guided growth and prevention Hillcrest Youth Shelter is funded throughJCYS to provide temporary emergency shelter and counseling for juveniles that need out ofhome placement Cost for Hillcrest beds 37,000, other program services 77,994 for a totalrecommended allocation of 114,9942 Johnston County Juvenile Restitution Program - Continuation program that servesapproximately 50 juveniles per year, ages 10 -17, who have been court ordered to performcommunity service andor pay restitution to a victim Program focuses on accountability andhostility control Program administered under the supervision of the Sheriffs DepartmentRecommended allocation is 49,7293 Johnston County Mentor Program for Youthful Sex Offenders -Continuation Program thatprovides one -on -one counseling and is administered by the Mental Health DepartmentRecommended allocation is 9,8804 Court Psychologist - West Johnston Fire DepartmentUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner Cookie Pope andcarried by unanimous vote, the Board adopted the following resolution approving tax - exempt status fora loan by the West Johnston Volunteer Fire DepartmentApproval of Tax- exempt Loan to Volunteer Fire DepartmentNOW THEREFORE, BE IT HEREBY RESOLVED, that the Board of Commissioners ofJohnston County does hereby approve a tax - Friday, July 4th at 915 pm in conjunction with July 4th Celebration9 Pay Plan Classification Presentation - MAPS GroupRebecca Veazey, president of the MAPS Group Management and Personnel Services, presenteda proposal for a pay plan classification study The study would include review of all permanent countypositions, determine classifications, write job descriptions, conduct a salary survey, and makerecommendations on an equitable pay and compensation planThe Board thanked Ms Veazey for her presentation10 Public Hearing Appointment to Princeton Board of AdjustmentsAdvertised May 22, 29, 1997 in Smithfield -Selma SunThe Chairman opened the public hearing and invited residents of the extraterritorial jurisdictionarea of Princeton to make application for appointment to the Princeton Board of Adjustment as an ETJmember for a three year termThe County Manager stated that one application for appointment was received from Charles HMooreThere being no further comments, the Chairman closed the public hearing11 Appointment to Princeton Board of AdjustmentsUpon a motion by Commissioner Cookie Pope, seconded by Commissioner Thomas M Moore andcarried by unanimous vote, the Board appointed Charles H Moore, Princeton, NC to the Princeton Boardof Adjustments for a three year term12 Update on Recovery from Hurricane FranDewayne West, Director of Emergency Management, updated the Board on the recovery fromHurricane Fran He noted that Johnston County spent approximately 572,500 on recovery efforts, andhas received 515,800 in reimbursements His office continues to apply for further reimbursements andanticipates the County will receive refunds to offset all but approximately 1500 in expenses He alsoinformed the Board he has received information that the fire departments request for reimbursement ofapproximately 40,000 has been approved, and they should receive refunds in the near future532He noted the County has learned much from this experience and will soon be recommending to theBoard several changes in the Countys Emergency PlanThe Board thanked Mr West for the good job he and his staff are doing13 Request to Advertise for Bids -
