Triangle J Council of GovernmentsThe Chairman appointed Commissioner Thomas M Moore to represent the Board on the TriangleJ Council of Governments regular and executive boards2a Water Assessment and Connection Fees Amended Water Capital Reserve PolicyFOnhIiP hedEngineer Tim Broome presented the following proposed countywide water assessment andconnection fees in order to provide consistency in policies, and also recommended the establishment ofa water capital reserve policy to insure the availability of funds for future capital water improvements,such as water plant expansions, elevated tanks, booster pumping stations, transmission mains, andpipeline up- sizing in water districtsCONNECTION FEESResidential - single dwelling360 per tap to capital reserve and 290 per tap to operationsResidential- subdivision or multi - family300 per tap to capital reserve and 350 per tap refunded to the developerCommercial and industrial50 of assessment to capital reserve50 of assessment to operations4a Clarification of Policies on Capital Commodity Surcharges and Wastewater CapitalAssessmentsEngineer Tim Broome discussed with the Board the need for clarification of the wastewatercommodity surcharge policy and wastewater acreage fee policy, especially as they relate to customersusing county transmission facilities, but tributary to municipal wastewater plants He outlined a proposedpolicy that would clarify and set capital fees and assessments for all the different classifications of usersthroughout the County He pointed out the only users that would not be required to pay the countywide451000 gal surcharge would be the users in the east Clayton industrial area, as they would have adifferent funding mechanism for the industrial wastewater treatment plant proposed for that areaHe asked the Board for concurrence with the general outline of the draft policy and authorizationto meet with representatives of the affected municipalities to discuss their respective wastewater capacityallocation charges, and to make arrangement for collection of the 045 per 1,000 gallons capitalsurcharge He noted after meeting with the towns for their input, the final policy would be brought backto the Board for their approvalFollowing review of the proposed policy, Commissioner James H Langdon, Jr moved the Boardconcur with the general intent of the policy and authorize Engineer Tim Broome and Public UtilitiesDirector, Haywood Phthisic to meet with the affected towns to discuss the proposed charges and arrangefor collection ofthe 451000 gallons capital surcharge Commissioner Cookie Pope seconded the motion,which carried by unanimous vote1115a Draft of Combined Document of County Water Sewer PoliciesMr Broome handed out a draft copy of a booklet that will incorporate all County water and sewerpolicies He explained there are several issues that have not been finalized, however, he hopes to have thefinal draft ready for the Boards approval in the near future6a Surplus Property - Public Utilities VehiclesThe Board considered the following Public Utilities vehicles, which have been recommended assurplus property1980 Crane Carrier VIN# F4414EB28062 175,154 miles1988 Chevrolet S -10 Pickup VIN4IGCBS14E3J2234072 117,061 milesUpon a motion by Commissioner James W Cash, seconded by Commissioner Cookie Pope andcarried by unanimous vote, the Board adopted the following resolution declaring the two vehicles listedabove as surplus and authorizing sale of the property at the auction already scheduled for Saturday,November 22, 1997RESOLUTION AUTHORIZING SALE OF PROPERTY AT PUBLIC AUCTIONWHEREAS The Johnston County Board of Commissioners has been asked to declare surplus thevehicles listed above, which are identified by make, model and VIN number; andWHEREAS The Board desires to dispose of these vehicles by public auctionNOW THEREFORE, the Johnston County Board of Commissioners does hereby declare the above listedvehicles as surplus property, and authorizes they be sold at public auction scheduled for Saturday,November 22, 1997 at 1000 am in the parking lot on South Second Street, Smithfield, North Carolina,andBE IT FURTHER RESOLVED, that the Board authorizes Finance Officer, John R Massey to supervisethe public auctionAdopted this l Oh day of November, 19977a Property Adjacent to LandfillUpon a motion by Commissioner James W Cash, seconded by Commissioner Jerry F Wood andcarried by unanimous vote, the Board authorized the County Manager to negotiate for the purchase ofcertain property, which is needed as a buffer at the County Landfill This action does not negate theprevious authority granted by the Board to utilize condemnationThere being no further business, Commissioner Cookie Pope moved the Board adjourn recessedsession Commissioner Eleanor N Creech seconded the motion, which carried by unanimous voteDetailsAnnotationsEntry PropertiesModified11192013 30119 PMCreated3272003 103740 AMTemplateMinutesFieldsMinutes -
