August 7, 1998WHEREAS Johnston County Employees represent approximately 850 men and women, workingin 29 different service departments and agencies, devoted to making Johnston Countya better place to work and live; andWHEREAS Johnston County employees provide a multitude of services for ALL the citizens of theCounty - the farmer, the retailer, the industrial businessman, the homeless, the jobless,the homeowner, the veteran, the disaster victim, the victim of violence, the sick, thepoor, the educated, the uneducated, the youth, the elderly, the newcomer, and the old -timer; andWHEREAS Johnston County employees are both skilled and efficient in their jobs, making everyeffort to expend county tax dollars in the most effective way for the betterment of theCounty and its citizens; andWHEREAS Johnston County Government runs smoothly on a day to day basis primarily becauseof the dedicated employees in each of its departments and agenciesNOW, THEREFORE, in appreciation for the their dedication to the welfare of the citizens of ourCounty, THE JOHNSTON COUNTY BOARD OF COMMISSIONERS DOES HEREBYPROCLAIM the week of August 3 d -7t , 1998 as COUNTY EMPLOYEE APPRECIATIONWEEKAdopted this the 3 d day of August, 1998Service Pins Presented to Employees for Years of Service with the CountyThe Board presented service pins to employees that have reached 5, 10, 15, 20, 25 and 30 years ofservice with the County1223 Public Hearing - CDBG -ED ApplicationAdvertised The Smithfield Herald on July 21, 1998The Chairman opened the public hearing and stated the purpose of the hearing is to allow publiccomment on the proposed Community Development Block Grant - Economic Development CDBG -EDapplication in the amount of 120,000 to extend water and wastewater to the Midstate Mills proposedflour mill in Wilsons MillsMichael de Sherbinin explained that if approved by the Board, the application for assistance wouldbe submitted immediately with anticipation of award by the middle of September Midstate Mills wouldthen begin construction on their facility and be operational within a yearThere being no further comments, the Chairman closed the public hearing4 Authorization for Application of CDBG -ED for Midstate Mills ProjectUpon a motion by Commissioner James W Cash, seconded by Commissioner Thomas M Mooreand carried by unanimous vote, the Board approved the application for a Community Development BlockGrant - Economic Development for the Midstate Mills utilities project, and authorized the Chairmanandor County Manager to sign the necessary documents5 Authorization to Apply for Loan - Midstate Mills Water Wastewater ProjectMichael de Sherbinin explained the County can apply through the NC Department of Commercefor a 100,000 interest -free loan to help pay for the extension of water and wastewater to the proposedMidstate Mills flour mill site The loan would be paid off in five years at 20,000 per yearUpon a motion by Commissioner Thomas M Moore, seconded by Commissioner Jerry F Woodand carried by unanimous vote, the Board authorized the County to apply for an interest -free loan in theamount of 100,000 from the NC Department of Commerce to help pay for the extension of utilities tothe Midstate Mills flour mill site in Wilsons Mills, and authorized the Chairman andor County Managerto sign the necessary documents6 Resolution in Support of Midstate MillsMr de Sherbinin informed the Board that Midstate Mills is applying to the NC Department ofTransportation for a grant to help defray a portion of the cost of the access railroad tracks to theirproposed flour mill They have requested the Board adopt a resolution indicating the Countys supportof Midstate Mills, Inc facility locating in Wilsons Mills The grant would require no matching fundsfrom the CountyUpon a motion by Commissioner Cookie Pope, seconded by Commissioner Eleanor N Creech andcarried by unanimous vote, the Board adopted the following resolutionRESOLUTION IN SUPPORT OF MIDSTATE MILLS, INCTO LOCATE A MANUFACTURING FACILITYIN JOHNSTON COUNTY, NORTH CAROLINAWHEREAS, Midstate Mills, Inc is considering locating a manufacturing facility on Wilsons MillsRoad in Wilsons Mills, North Carolina, and;WHEREAS, Midstate Mills, Inc is expecting to invest 20,000,000 and to employ at least 15persons when the company is fully operationalNOW, THEREFORE, BE IT RESOLVED that Johnston County Government supports thelocation of the Midstate Mills, Inc facility in Wilsons Mills, welcomes Midstate Mills, Inc as a newcorporate citizen of Johnston County, North Carolina, and endorses the application of Midstate Mills, Incto request support from the North Carolina Department of Transportation to assist in the funding ofindustrial rail access tracks to serve Midstate Mills, IncAdopted this the 3rd day of August, 19989899 -50Family Life Center -
