October 5, 1998The Johnston County Board of Commissioners met in regular session Monday, October 5, 1998, at1000 am in the Commissioners Meeting Room, Johnston County Courthouse Annex, Smithfield, NorthCarolina, with the following membersPresent Norman C Denning, Chairman, James W Cash, Vice Chairman, Jerry F Wood,Eleanor N Creech, Cookie Pope, Thomas M Moore and James H Langdon, JrAbsent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Clerk to the Board, and MarkPayne, AttorneyThe Chairman called the meeting to order and the following business was transacted1 MinutesChairman Norman C Denning asked if there were any corrections to the minutes of the September8, 14, 29, 1998 board minutes Commissioner Eleanor N Creech asked the Clerk to correct atypographical error on page 15 5 of the September 14, 1998 minutes, under Case 3 52 The motion shouldstate that the property was rezoned Residential 30 instead of Residential 20 There being no furthercorrections, the Chairman declared the minutes, with the one correction, approved as presented2 Update on Stream Debris CleanupSoil Conservationist, Kenneth York, introduced Jim Curtis from Micro and explained Mr Curtis,along with several other landowners, were extremely helpful in lobbying for additional state funds for thestream debris removal projectOn behalf of the citizens of the County, Mr Curtis thanked the Board of Commissioners for theirsupport; and thanked Mr York and his staff for their time and effort in handling this project He showedpictures of the streams taken before and after the cleanupMr York explained the County received only about 25 of what was asked for, and unfortunatelywas not allowed by the State to spend the money saved by good management for cleaning additionalstreams However, the project overall has been successful, and most of the work on the authorizedwaterways has been completed He thanked the County Manager, various County departments andagencies who assisted on the project, and his staff at Soil Conservation for the hard work and long hoursspent on this project He noted the use of County personnel saved the project approximately 65,000 to70,000 He also thanked Chairman Norman C Denning for persuading people at the State level tocome to Johnston County so they could see the need for additional fundingChairman Denning thanked Mr York for a job well done3 Resolution Requesting Support from NCACC for Menu of Revenue SourcesUpon a motion by Commissioner Thomas M Moore, seconded by Commissioner James HLangdon, Jr and carried by unanimous vote, the Board adopted the following resolutionRESOLUTIONWHEREAS, the unprecedented growth in Johnston County in recent years has created unique demandson the county to provide increased services to its citizens, in particular the need for school facilities; andWHEREAS, the Johnston County Commissioners have appointed a bipartisan committee to study theneeds of our county and recommend possible solutions to meet these needs, and their recommendationsmay include revenue sources other than ad valorem taxes; and
