October 12, 1998The Johnston County Board of Commissioners met in regular session, Monday, October 12, 1998,at 700 pm in the Commissioners' Room, Johnston County Courthouse Annex, Smithfield, NorthCarolina, with the following membersPresent Norman C Denning, Chairman, James W Cash, Vice Chairman, Jerry F Wood, DDS,Eleanor N Creech, Cookie Pope, Thomas M Moore and James H Langdon, JrAbsent NoneAlso Present - Richard B Self, County Manager, Joyce H Ennis, Clerk to the Board, and MarkPayne, AttorneyThe Chairman called the meeting to order and the following business was transacted1 Public Hearing - Rezoning CasesAdvertised - The Smithfield Herald - October 2, 1998 and October 9, 1998Certified letters were mailed to adjoining property owners on October 1, and notices wereposted at the locations on October 1, 1998The Chairman opened the public hearing and invited anyone who wished to comment on thefollowing rezoning cases County Manager, Richard B Self, explained that cases 353, 355, and 356 wereproposed as special use districts On these three cases, the only thing that can be discussed during thishearing is whether the properties should be rezoned No testimony concerning the proposed use can beheard until the second hearing on the special use permit requestCase 353 _- Petition to rezone approximately 85 acres located on Cornwallis Road SR 1525 inCleveland Township from AgriculturalResidential 40 to General Business Special UseDistrict Owner and Applicant Gertrude D L HollandThe County Manager explained this petition has been amended since the Planning Board Meetingreducing the acreage to 5 acres instead of the 85 acres originally requestedCal Genereux, Planning Director, pointed out the property on the GIS map and noted the five acresare located on the southwest corner of two parcels at the I-40 overpass on Cornwallis Road Thesurrounding zoning is R-30, ARR-40 and Mobile Home ParkJohn Langdon stated he was representing the owners and requested the property be rezoned asrequestedCase 354 _-s- Petition to rezone approximately 145 acres located on NC 50 in Pleasant GroveTownship from AgriculturalResidential 40 to Highway Business Owner andApplicant John HowellMr Genereux indicated the tract on the GIS map and noted surrounding zoning is ARR-40, R-30and Highway Business The property is located between two parcels that are currently zoned forcommercial useAllen King with Southwind Surveying and Engineering stated he was representing the owner, whowishes to expand his existing automotive repair business at this siteCase 355 _-s- Petition to rezone approximately 147 acres located on Highway 301 in BannerTownship from AgriculturalResidential 40 to Highway Business Special Use DistrictOwners and Applicants George and Judy RaynorCal Genereux pointed out the property on the GIS map and noted the surrounding zoning is ARR-40, Industry-1 and Highway Business The tract is located north of Benson near the intersection of TarheelRoadGeorge Raynor was present and offered to answer any questions the Board might have
