November 2, 1998The Johnston County Board of Commissioners met in regular session Monday, November 2, 1998,at 1000 am in the Commissioners Meeting Room, Johnston County Courthouse Annex, Smithfield,North Carolina, with the following membersPresent Norman C Denning, Chairman, James W Cash, Vice Chairman, Jerry F Wood,Eleanor N Creech, Cookie Pope, Thomas M Moore and James H Langdon, JrAbsent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Clerk to the Board, and MarkPayne, AttorneyThe Chairman called the meeting to order and the following business was transacted1 MinutesChairman Norman C Denning asked if there were corrections to the minutes of the October 5, 12,28, 1998 board minutes There being no corrections, the Chairman declared the minutes approved aspresented2 Department of Transportation - Additions to SystemThe Board reviewed a petition presented by the North Carolina Department of Transportationrequesting the following roads be added to the State Secondary System for maintenanceCaitlin Drive and Teresa Court in Heather Pines Subdivision, Pleasant Grove TownshipShadow Lakes Drive, Lake Path Road, Little Pond Place, Red Circle and Canady Court inShadow Lakes Subdivision, Pleasant Grove TownshipFollowing review, Commissioner Cookie Pope moved the Board concur with the NC Departmentof Transportations request to add the roads listed above to the State Maintained System CommissionerEleanor N Creech seconded the motion, which carried by unanimous vote3 Adoption of Retention and Disposition Schedules for County AgenciesThe County Manager explained the NC Department of Cultural Resources, Division of Archivesand History, has issued schedules for records retention and disposition for various County departmentsand agencies The General Assembly has formally adopted the schedules for human resources agencies,Board of Elections, and other state affiliated agencies, however, the Board of Commissioners must adoptthe remaining schedules in order for them to be effective He recommended the Board formally adopt theschedules for County Administration, Tax AssessorTax Collector, Veterans' Service, Sheriff, andRegister of DeedsUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James W Cash andcarried by unanimous vote, the Board adopted the following Records Retention and Disposition Schedulesissued by the NC Department of Cultural Resources, Division of Archives and History, and as amendedin the future County Administrative, Financial, Legal and Personnel Office; Tax AssessorTax Collector,Veterans Service, Register of Deeds, and SheriffNote These adopted schedules are hereby incorporated by reference in these minutes4 Proclamation - Veterans DayUpon a motion by Commissioner James W Cash, seconded by Commissioner Eleanor N Creechand carried by unanimous vote, the Board adopted the following proclamation
