10 300 300 - A February 18 - 19 , 1999 The Johnston County Board of Commissioners met in retreat on Thursday and Friday , February 18 - 19 , l999 , at the Aqueduct Conference Center in Orange County , NC with the following members Present James H Langdon , Jr , Chairman , Cookie Pope , Vice Chairman , Jerry F Wood , Eleanor N Creech , Thomas M Moore , Allen L Mims , Jr and Wade M Stewart Absent None Also Present Rick Hester , Interim County Manager , Joyce H Ennis , Clerk to the Board , and Debra Henzy , Director of Communications with the NC Association of County Commissioners , and Steve Straus , facilitators for the retreat The Board opened their retreat at 12 00 noon on Thursday , February 18 , 1999 The facilitators asked the Board to list their hopes and concerns for the retreat as well as their hopes and concerns for Johnston County Board members agreed the major goals for the retreat were to get to know each other better , find common areas in which they can work together for the betterment of the County , and determine short and long term direction on the issues that are of major importance In listing their hopes and concerns for the County , the Commissioners agreed that dealing with growth and finding ways to finance schools were two of the major issues that need to be addressed Other concerns that were listed included making county operations more cost effective ; economic development for the County ; better communications and public relations with towns ; land use development with special emphasis on maintaining rural character and providing open spaces ; and extraterritorial jurisdiction issues , especially for Wilson’s Mills In discussion the Board agreed the issues they would discuss at the retreat were as follows ` Growth management ` Educational demands ` Economic development ` Revenues and Finances ` Selection of County Manager ` Cooperation with towns in the County and ETJ Issues ` Costs effectiveness of County Government ` Aging population issues During the two day retreat , the Board discussed each of these concerns with the exception of the last one concerning the aging population , which was reserved until a later meeting due to a time constraint The Board first outlined the key issues in each area of concern , discussed ideas for future goals in these areas , and determined how to best go about finding solutions to meet these goals In evaluating the retreat , Board members agreed the time together had been very beneficial , and many of the hopes and concerns they identified at the beginning of the session were addressed They pointed out that now the Board has some overall direction , they would like to schedule mini - sessions with staff members to discuss specific topics The Board adjourned at 12 30 pm , February 19 , 1999 _______________________________________ James H Langdon , Jr Chairman ______________________________ Joyce H Ennis , ClerkPage
