There were no public comments 3 Department of Transportation - Additions to System The Board reviewed petitions presented by the North Carolina Department of Transportation requesting the following roads be added to the State Secondary System for maintenance Treefarm Lane and Oak Hill Court in Greenleaf Woods Subdivision , Pleasant Grove Township Deer Farm Lane in Deer Farm Run Subdivision , Pleasant Grove Township SR 2390 Extension Additional 75 feet , Beulah Township Coxwoods Road in Coxwoods Subdivision , Clayton Township Following review , Commissioner Cookie Pope moved the Board concur with the NC Department of Transportations request to add the roads listed above to the State Maintained System Commissioner Allen L Mims , Jr seconded the motion , which carried by unanimous vote 4 Fireworks Displays Approved Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Thomas M Moore and carried by unanimous vote , the Board approved the following requests for fireworks displays , subject to compliance with NCGS § 14 - 410 , 14 - 415 , and Chapter 20 of the Standard Fire Prevention Code , and the necessary permits from the applicable Inspections Department th Clayton Parks & Recreation Department - Saturday , July 3 , 1999 for 4 of July celebration Celebrate Cleveland Committee - July 3 , 1999 at Cleveland Middle School baseball field , for July th 4 celebration 5 Request for Revenue Stamp Refund Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Jerry F Wood , and carried by unanimous vote , the Board authorized the refund of 114 to the law firm of Charles E Hester , Jr for revenue stamps they paid when recording a deed that should have been recorded in Wayne County nd 6 2 Vote - Cable Franchise Transfer - Genesis to Benchmark Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board , upon second reading , adopted the resolution introduced at the May 3 , 1999 meeting , approving the change of control of franchisee from Genesis Cable Communications , LLC to Benchmark Media , Inc Reference Minutes of May 3 , 1999 - Book 21 , p 397Page431 7 Public Hearing 10 15 am - Department of Transportation 1999 - 2000 Secondary Road Construction Program Advertised in The Smithfield Herald , 5 21 ; 5 28 ; Clayton News Star 5 18 ; 5 25 The Kenly News and Four Oaks - Benson News & Review 5 19 ; 5 26 The Chairman opened the public hearing and stated the purpose of the hearing is for public input on the proposed 1999 - 2000 NC Department of Transportation Secondary Road Construction Program Durwood Stephenson , member of the NC Board of Transportation , was recognized Mr Stephenson , before beginning discussion on the proposed Road Construction Program , invited the Board th and staff to a countywide event on June 24 at the National Armory celebrating the Special Olympics World Games , which will be held in the Triangle area during this month He updated the Board on several road projects in the County Dickenson Road , which was scheduled for paving in the 1998 - 99 program , has been delayed due to failure to obtain right - of - way from four of the twenty property owners Three of the four do not live on the road , and two are estate cases involving multiple heirs He indicated that DOT is considering condemnation in these cases in order to move forward with the paving project He requested the County concur in this action Mr Stephenson introduced DOT officials that were present Don Dupree , Division Engineer , George Eason , Assistant Division Engineer , Bryant Bunn , District Engineer , JC Rhodes , Assistant District Engineer , Tim Little , Johnston County Maintenance Engineer , and Jim Trogden , Division Maintenance Engineer Bryant Bunn reviewed with the Board the 1999 - 2000 Road Construction Program and offered to answer questions He pointed out there has been a substantial increase in the anticipated bond funding for the coming year The program consists of 217 miles of paving on roads with priority ratings of 27 through 45 Four additional roads were included in the program to be considered should there be problems obtaining right - of - way In discussion it was noted a new priority rating will be done in 2001 , which could change the priority of many roads in the County There being no further comments , the Chairman closed the public hearing 8 Resolution Approving the 1999 - 2000 Secondary Road Construction Program Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Eleanor N Creech and carried by unanimous vote , the Board adopted the following resolution approving the 1999 - 2000 Secondary Road Construction Program RESOLUTION WHEREAS The Johnston County Board of Commissioners has received from the Department of Transportation the 1999 - 2000 Secondary Road Construction Program as presented by North Carolina Department of Transportation officials , said roads being a part of the system maintained by the Department of Transportation , Division of Highways ; and WHEREAS After careful consideration of the services rendered by said roads and the traffic demands of said County , it is deemed necessary that said roads be improved in order to better serve the interest of the people of Johnston County NOW THEREFORE BE IT RESOLVED that the Johnston County Board of Commissioners hereby approves and requests that the North Carolina Department of Transportation make the following improvements in said roads listed on the attached Secondary Road Construction Program for 1999 - Proposed 1999 - 2000 Proposed County Budget Advertised The Smithfield Herald - 5 21 99 The Chairman opened the public hearing and invited anyone who wished to comment on the proposed 1999 - 2000 County Budget Interim County Manager , Rick Hester , presented highlights of the Budget and offered his budget message for the Board’s review BUDGET MESSAGE The proposed budget for 1999 - 2000 is hereby presented for your consideration A budget is defined as “ a proposed plan for raising and spending money for specified programs , functions , activities , or objectives during a fiscal year ” Preparation of the 1999 - 2000 proposed budget began in January when department heads were th instructed to present their budget estimates by February 15 John Massey , Finance Director and I then made recommendations and distributed those back to individual departments Department heads reviewed the recommended adjustments and either accepted those or asked for a meeting with us to discuss their concerns That process has taken four months to arrive at a document we are comfortable with Mr Massey deserves much credit for the preparation of the proposed budget document before you As always , he has done an outstanding job I’d like to thank Leslie Stanfield and her staff for their assistance in preparation of this final document Department heads are committed to providing services in a fiscally responsible manner The April Board sessions with departments to discuss their mission certainly showed that the entire organization understands the importance of providing outstanding customer service at the lowest possible cost Each department head appreciates the Board of Commissioners spending time in April to listen to their respective presentations Hopefully , those sessions will prove to be beneficial to the departments and the Board of Commissioners during the upcoming budget meetings in June QUICK FACTS 1 The proposed budget maintains a current tax rate of 85 cents 100 valuation 2 To balance the proposed budget , 2,969,429 has been appropriated from fund balance 3 The general fund transfer to the Water Fund is declining each year Last fiscal year , the General Fund transfer to the Water Fund was 717,233 This year , it is recommended the transfer be 500,000 It is expected that the water fund will be totally self - supporting in two years 2 Please note that the Communications , Water and Wastewater Funds are appropriating their own fund balances ; not from General Fund SCHOOL FUNDING In the current 1998 - 99 budget , Johnston County Schools were appropriated 18,027,097 for current expense and 3,400,000 for capital outlay It is important to note that current annual debt payments for existing school construction are approximately 9,000,000 , thereby making the county’s contribution to education in the current year at more than 30,000,000 PagePage pageNumber5434 The Board of Education’s current allocation FY 98 - 99 as well as FY 1999 - 2000 ’ s request for local funding , along with staff’s recommendations are FY 99 - 00 FY 99 - 00 FY 98 - 99 Requested Recommended Current expense 18,027,097 21,604,382 19,896,852 Capital outlay 3,400,000 3,790,000 3,400,000 TOTALS 21,427,097 25,394,382 23,296,852 The recommended figure for current expense would raise the local expenditure per pupil to 96779 up from this current year allocation of 93057 per pupil The 1999 - 2000 recommended figure is based on an estimate of 20,559 students for next school year JOHNSTON COMMUNITY COLLEGE Johnston Community College was appropriated 1,481,961 in local funds for operating expenses during the current budget year The Board of Commissioners appropriated 124,000 for capital outlay and an additional 100,000 for the JCC Auditorium Johnston Community College’s current allocation plus the requested budget from the County Commissioners , and staff’s recommendation are FY 99 - site option is approved , this would require 12 full - time employees and funds for 4 part - time employees Approximate cost 709,000 if fully funded If the Board decides to invest in a “ scaled down ” version of the Quick Vehicle Response program , the cost of the program would decrease Earl Marett , Social Services Director , requested an addition to the Social Services Building Even though this expenditure is not in the recommended budget , this is an issue office space that the County will soon need to address A sizable portion of those construction costs would be subject to federal government reimbursement Estimated cost of project 2,500,000 NEW POSITIONS Nineteen 19 new positions are recommended for the 1999 - 2000 budget for your consideration Thirteen 13 of those positions are related to the new jail The funds to support those positions have been included in the departments recommended budgets The breakdown is as follows 11 Jailers 1 Jail Supervisor 1 Jail nurse 1 position in Administration Legal 1 Environmental Health Specialist 1 Tax Database Specialist related to in - house revaluation 1 Chief Real Estate Appraiser related to in - house revaluation 1 Maintenance Technician in Public Utilities 1 Telecommunicator position in 9 - 1 - 1 Communications EMPLOYEE SALARIES A 4 pay adjustment is recommended in the upcoming budget FEE INCREASES Fee increases are proposed for Planning , Building Inspections and Public Utilities for your consideration PagePage pageNumber6435 SUMMARY In closing , we hope you’ll find this budget to be a workable , efficient document for the upcoming 1999 - 2000 budget year We look forward to the adoption of the 1999 - 2000 annual budget Respectfully submitted , Rick J Hester Interim County Manager JOHNSTON COUNTY ARTS COUNCIL - BUDGET PRESENTATION LaRue Edwards , representing the Johnston County Arts Council , outlined the recent activities of her organization and spoke of the needs for the coming year She provided statewide information on local government funding of arts councils , and noted the local arts needs are increasing as the County continues to grow They now have an office in Clayton and would like to hire a director , either part - time or full - time Also , a major project they are working on is to provide an artist in each of the County schools Ms Edwards explained the General Assembly does provide matching grants to arts societies , and the County received 23,000 last year If the Council can show an increase in funding from local government on a regular basis , they will be eligible for additional grant funds from the NC Arts Council She thanked the Board for their allocation of 10,000 last year , and requested an increase of 5,000 for FY 1999 - No applications were received D Johnston Community College Board of TrusteesPagePage pageNumber9438 Upon a motion by Commissioner Thomas M Moore , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board reappointed John R Windley to the Johnston Community College Board of Trustees for a four year term to expire June 2003 E Motor Vehicle Value Review Board Upon a motion by Commissioner Thomas M Moore , seconded by Commissioner Eleanor N Creech and carried by unanimous vote , the Board reappointed Rex M Everhart to the Motor Vehicle Review Board for a two year term to expire June 2001 F Local Law Enforcement Block Grant Advisory Board Upon a motion by Commissioner Eleanor N Creech , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board appointed Dorothy Johnson , member of the Johnston County Board of Education , and Tamra Pocher , representative of the Sheriff’s Department , to the Local Law Enforcement Block Grant Advisory Board for terms concurrent with their position 15 Proposed Clean Water Management Trust Fund Agreement Engineer Tim Broome discussed with the Board the proposed Clean Water Management Trust Fund Grant agreement for the 38 million effluent land application project He noted that Attorney Mark Payne and the CWMTF staff have worked out several modifications to the original draft , and Mr Payne is now satisfied with the proposed agreement , however the final document will come from the CWMTF staff Upon a motion by Commissioner Thomas M Moore , seconded by Commissioner Jerry F Wood and carried by unanimous vote , the Board approved the proposed Clean Water Management Trust Fund Agreement and authorized the County Engineer and Attorney to make any changes that might be required to satisfy the CWMTF staff , as long as the changes do not significantly alter the agreement NOTE The final Clean Water Management Trust Fund Agreement will be on file in the Clerks’s Office 16 Contract for Engineering Consultant for Landfill Gate and Wastewater Treatment Plant Access Road The Board reviewed the following proposals received for consulting engineering services for two projects the landfill gate site improvements and the wastewater treatment plant access road project FIRM ESTIMATED FEE McKim & Creed Engineers , Cary , NC 46,00000 G N Richardson & Associates , Raleigh , NC 60,90000 Titan - Atlantic Group of Raleigh at an estimated fee of 46,600 He noted funds for a portion of the landfill gate project approved in the current budget , and the remainder has been included in the proposed FY 99 - up period has ended , Tim Broome presented feasibility reports and cost analyses on the Brogden and Little Creek water districts He reported that of the 1,132 initial subscribers in the Brogden District , approximately 1,075 can be feasibly served This district should be eligible for a grant estimated at 1,400,000 , and a loan from USDA Rural Development for 5,700,000 The cost for upsizing pipe for the County is estimated at 1,200,000 Based on these estimated figures , he recommended the GO Bond amount be 7,000,000 and noted the projected average monthly water bill would be 3050 Concerning the Little Creek Water District , approximately 585 of the 611 subscribers can be feasibly served This district would not be eligible for a grant , but should be eligible for a USDA Rural Development loan in the amount of 3,800,000 The cost for the County to upsize the major transmission lines would be 650,000 and the estimated monthly bill should be 3250 He recommended the GO Bond amount be 4,600,000 Mr Broome noted that not enough people signed up on Peele Road and Jones Road in the Little Creek District for it to be feasible to include these lines The residents are primarily in new subdivisions and were not interested at this time , however , a few have some problems with their water and will no doubt be disappointed The Board discussed the continuing concern in water districts that some of the residents do not feel they are adequately informed Commissioner Eleanor N Creech suggested a eye -
