10 489 June 25 , 1999 The Johnston County Board of Commissioners met in special session on Friday , June 25 , 1999 , at 7 30 am in the Commissioners ' Meeting Room , Johnston County Courthouse , Smithfield , North Carolina , with the following members Present James H Langdon , Jr , Chairman , Cookie Pope , Vice Chairman , Jerry F Wood , Eleanor N Creech , Thomas M Moore , Allen L Mims , Jr and Wade M Stewart Absent None Also Present Rick Hester , Interim County Manager , and Joyce H Ennis , Clerk to the Board Chairman Langdon called the meeting to order 1 Closed Session - NCGS § 143 - 31811 6 Upon a motion by Commissioner Eleanor N Creech , seconded by Commissioner Thomas M Moore and carried by unanimous vote , the Board recessed regular session to meet in closed session as allowed by NCGS § 143 - 31811 6 " To consider the qualifications , competence , performance , character , fitness , conditions of appointment , or conditions of initial employment of an individual public officer or employee or prospective public officer or employee ; or to hear or investigate a complaint , charge , or grievance by or against an individual public officer or employee " Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Eleanor N Creech and carried by unanimous vote , the Board adjourned closed session and resumed regular session 2 County Manager Named Upon a motion by Commissioner Eleanor N Creech , seconded by Commissioner Wade M Stewart and carried by unanimous vote , the Board hired Rick J Hester as County Manager , effective July 1 , 1999 , with the understanding the Chairman and Commissioner Creech will work out the details of employment with Mr Hester within the next few days Board members congratulated Mr Hester and noted they were looking forward to working with him as the new County Manager Mr Hester thanked the Board for the confidence they have shown in him He stated he , too , is looking forward to working with the Board as the County moves into the new millennium There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Allen L Mims , Jr seconded the motion , which carried by unanimous vote ____________________________________ James H Langdon , Jr , Chairman ______________________________ Joyce H Ennis , ClerkPage
