10 19 January 19 , 2000 Special Called Meeting The Johnston County Board of Commissioners met in Special Session , Wednesday , January 19 , 2000 , at 6 00 pm in the Emergency Operations Center located in the Johnston County Courthouse Law Enforcement Center , Smithfield , North Carolina , with the following members Present James H Langdon , Jr , Chairman , Cookie Pope , Vice - Chairman , Jerry F Wood , DDS , Eleanor N Creech , Thomas M Moore , Wade M Stewart and Allen L Mims , Jr , Absent None Also Present Rick Hester , County Manager , Joyce H Ennis , Clerk to the Board , Mark Payne , County Attorney , Calvin Genereux , Planning Director , and Dave Roesler , Assistant Planning Director The Chairman called the meeting to order and announced this meeting is to discuss the proposed Development Ordinance Before beginning the discussion , the Chairman asked the Board to set a date for a special joint meeting with the Board of Education 1 Board to Meet in Joint Session with Board of Education The Board agreed to meet in joint session with the Johnston County Board of Education on Tuesday , February 15 , 2000 at 7 00 pm It was stated that if the School Board agrees , the meeting will be held in the Emergency Operations Center located in the Courthouse Law Enforcement Center 2 Proposed Development Ordinance The Chairman pointed out the Planning Staff has made revisions to the draft Development Ordinance , based on recommendations made by the Commissioners at their meeting on November 10 , 1999 He asked the Board for any further comments or suggestions Several issues were discussed concerning open space requirements and how the County needs to address this It was agreed an appropriate requirement would be 20 of a development in open space , allowing up to ½ of that acreage in wetlands or riparian buffers Road frontage buffers could be counted as part of the 10 useable land open space requirement Commissioner Thomas M Moore pointed out the County will eventually have to develop a parks and recreation program He suggested the Board might consider beginning a process of land acquisitions and development rights of properties for future parks He noted a revenue source for this would have to be established Commissioner Allen L Mims , Jr asked for some clarification on signs and how they are permitted Following discussion , the Board agreed that this section of the proposed ordinance needs further study and asked Commissioner Mims to work with the staff on a rewrite of this section to be brought back to the full Board Following discussion , the Board agreed at the February meeting to set a time for a community meeting for general discussion , prior to a formal public hearing on the ordinance There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Wade M Stewart seconded the motion , which carried by unanimous vote _______________________________________ James H Langdon , Jr , Chairman _____________________________ Joyce H Ennis , ClerkPage
