Smithfield , North Carolina , with the following members Present James H Langdon , Jr , Cookie Pope , Jerry F Wood , DDS , Eleanor N Creech , Thomas M Moore , Wade M Stewart , and Allen L Mims , Jr Absent None Also Present Rick J Hester , County Manager , Joyce H Ennis , Clerk to the Board , Mark Payne , County Attorney , and John R Massey , Finance Officer 1 Minutes - September 5 , 11 , 2000 Chairman James H Langdon , Jr asked if there were corrections to the minutes of the September 5 , 11 , 2000 board meetings Upon a motion by Commissioner Eleanor N Creech , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board approved the minutes as presented Public Comments 2 Triangle Land Conservancy - Presentation Kate Dixon , executive director of the Triangle Land Conservancy TLC , gave a brief presentation on her organization and the various projects the TLC has in Johnston County Ms Dixon stated there are 4,500 acres of land protected under the Conservancy program in Johnston County , mostly at Howell Woods Other protected areas include Clemmons State Park , Bentonville Battleground and land belonging to Triangle Land Conservancy She suggested that more open space is needed , and commended the Board on their plans to assure that additional land is preserved Don Stephenson , chairman of the committee established by the Board to study open space in the County , also voiced his enthusiasm in working on a strategic plan for preserving natural and historical areas in Johnston County He thanked the Board for their leadership in this matter 3 Billboard Amortization Carl Edwards of Eastern Outdoor , Inc in Smithfield , asked the Board when a public hearing will be held on the proposed changes to the Development Ordinance concerning billboard amortization The Chairman responded that the Commissioners , at their meeting next Monday night , will most likely call th for a public hearing for November 13 on all proposed changes to the Development Ordinance 4 Public Hearing 10 15 am - Extension of Boundaries - Meadow and Elevation Water Districts Advertised - 9 15 00 ; 9 22 00 in The Smithfield Herald Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Eleanor N Creech and carried by unanimous vote , the Board recessed regular session to meet simultaneously as the Meadow Water District Board and the Elevation Water District Board The Chairman opened the public hearing and invited anyone who wished to address the Board on proposed extensions to the Meadow and Elevation Water District Boundaries Mr J Brady , of Benson - Hardee Road in Benson voiced support for the extension of Elevation Water District Boundaries Mr Niles Compton of Searles Road near NC 50 supported the extension of the Meadow Water District Boundaries In response to a question from Commissioner Cookie Pope , Engineer Tim Broome stated the districts do not include the corridor along Hwy 301 from Benson to Four Oaks That area has been served by the water main that was constructed a few years ago and the residents are customers of either the Towns of Benson or Four Oaks There being no further comments , the Chairman closed the Order entitled BOND ORDER AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE BUFFALO WATER DISTRICT IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF 5,500,000 FOR THE PURPOSE OF FINANCING , IN PART , THE ACQUISITION , CONSTRUCTION AND EQUIPPING OF A WATER SYSTEM IN THE DISTRICT in the form introduced on September 5 , 2000 , and Commissioner Cookie Pope seconded the motion and the Bond Order SUCH REFERENDUM , FORM OF BALLOT AND PUBLICATION OF BOND ORDER AS ADOPTED WHEREAS , the Board of Commissioners of Johnston County , acting as the governing body of the Buffalo Water District , has adopted a Bond Order entitled “ BOND ORDER AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE BUFFALO WATER DISTRICT IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF 5,500,000 FOR THE PURPOSE OF Transportation requesting the following roads be added to the State Secondary System for maintenance Seth’s Way , Jessica Drive , and Felicia Court in Logan’s Run Subdivision , Clayton Township ; Horseman’s Ridge Drive , Equine Lane , and Horseshoe Lane in Horseman’s Ridge Subdivision , Clayton Township ; Nolan Circle in Clark Place Subdivision , Wilson’s Mills Township ; Buckhorn Drive in Buckhorn Glade Subdivision , O’Neals Township Following review , Commissioner Cookie Pope moved the Board concur with the NC Department of Transportations request to add the roads listed above to the State Maintained System Commissioner Jerry F Wood seconded the motion , which carried by unanimous vote 10 Engineering Contract for Water Plant Expansion Engineer Tim Broome discussed with the Board the need to contract with a consulting engineer for the design and bidding phase of the interim expansion of the water treatment plant Two firms have been considered based on their knowledge and experience with the County’s water system McKim and Creed Engineers were the original plant designers and have all project data in electronic files Hazen & Sawyer Engineers & Scientists have experience and special expertise in designing the new flocculation basin Based on this information , staff is recommending the County contract with McKim & Creed for the basic services with Hazen & Sawyer to work as a sub - consultant for the process design Both firms have discussed the proposed arrangement with staff , and McKim & Creed has presented a proposal in the amount of 132,000 for the Board’s consideration Following discussion , Commissioner Thomas M Moore moved the Board award contract to McKim & Creed Engineers for engineering services for the design and bidding phase of the Interim Expansion of the County Water Plant as proposed Commissioner Eleanor N Creech seconded the motion , which carried by unanimous vote 11 Call for Public Hearing - Proposed Ordinance for Primacy Review & Approval of Water & Sewer Pipe Lines Upon a motion by Commissioner Thomas M Moore , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board called for a public hearing at the November 6 , 2000 meeting to hear public comment on a proposed ordinance for the Utilities Department to have primacy review and approval of water and sewer pipe lines The hearing is set for 10 30 am 12 Resolution - Heritage Week - November 6 - 11 , 2000PagePage pageNumber7319 Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Eleanor N Creech and carried by unanimous vote , the Board adopted the following resolution proclaiming November 6 - 11 , 2000 as Johnston County Heritage Week “ JOHNSTON COUNTY HERITAGE WEEK , ” NOVEMBER 6 - 11 , 2000 WHEREAS , the County of Johnston is committed to preserving the unique stories of its people and presenting them to the public in a meaningful way ; and WHEREAS , the Johnston County Heritage Commission has planned special events during the week November 6 through November 11 , 2000 , to promote the study of local and family history among students and the general public and to honor the county’s war veterans ; and WHEREAS , the Heritage Commission is still working to retire debt for renovations of the Johnston County Heritage Center , where treasures from the county’s past are housed and made available for research and study ; and WHEREAS , it is the sincere desire of the Heritage Commission and the staff of the Heritage Center to have participation and support from the entire county in continuing to develop and promote this , their Heritage Center NOW , THEREFORE , BE IT RESOLVED that the Johnston County Board of Commissioners does hereby proclaim November 6 through November 11 , 2000 , as “ Johnston County Heritage Week ” and urge all citizens to make this day an important one in the life of our county by attending special events and otherwise promoting the preservation of our unique recommend award of Advisory Committee , and at their meeting on September 26 franchise and contract to First Health of the Carolinas from Moore County Since First Health is not currently franchised in Johnston County , the Advisory Committee also recommended the Board call for a public hearing to begin the process of awarding a franchise to First Health Mr West explained that First Health would maintain an office in the County and would have sufficient ambulances and personnel to provide the service Since they are a not - for - profit organization , they do not propose to charge a fee They would do all the billing and collecting for insurance Randy Kerns , director of First Health , stated his company operates in several counties , including Harnett County If they are awarded the contract , they would be hiring personnel from the area Maynard Price , new owner of Johnston Ambulance Service JAS , and Leon Canady , previous owner who still maintains an interest in the company , asked the Board to give JAS some consideration Mr Price stated that in the past , two ambulance providers alternated service every other day Johnston Ambulance often was called on to cover for the other service when they could not respond This created some problems He noted he likes the idea of a single provider and would like his company to be considered for the service He pointed out , however , that his is a for - profit operation and would have to charge a fee Mr Canady agreed and added his request for JAS to be given another chance Chairman Langdon noted the hospital could have contracted for a single provider if they had chosen to do so Mr West replied that in the past the hospital did have a contract , and noted he does not know why they discontinued this Following a cable TV franchise for Adelphia Communications , the company that is purchasing Benchmark Media , Inc 16 Emergency 911 Equipment Upgrade Communications Director , Jason Barbour , requested the Board approve the use of 911 reserve funds to upgrade the 911 dispatch system The new equipment would change the system from analog to digital , which would allow better voice quality and would assure confidentiality in communications Mr Barbour explained that under the General Statutes the equipment can be purchased without formal bid since only one source is available that meets the criteria as far as compatibility , price and performance He requested the Board approve a contract with ComNet Ericsson for the equipment , services and associated warranties for the Pro - Voice Digital Dispatch functionality at the price of 287,533 Megan Cornelieus , local representative with ComNet Ericsson , gave a brief overview of how the digital voice works and assured the Board that although the system is designed to work with new digital radios , it is also backward compatible to work with the current analog radios that are in service Commissioner Wade M Stewart asked if purchasing this system would be only the first phase of replacing equipment , as digital radios would seem to be the next step Mr Barbour explained the Pro - Voice would be the backbone equipment that has to be in place
