10 335 October 9 , 2000 The Johnston County Board of Commissioners met in Special Session , Monday , October 9 , 2000 , at 7 00 pm in the Commissioners ’ Room , Johnston County Courthouse Annex , Smithfield , North Carolina , with the following members Present James H Langdon , Jr , Chairman , Cookie Pope , Vice - Chairman , , Jerry F Wood , DDS , Eleanor N Creech , Thomas M Moore , Wade M Stewart and Allen L Mims , Jr Absent None Also Present Joyce H Ennis , Clerk to the Board , and Mark Payne , County Attorney The Chairman announced that County Manager , Rick Hester , was absent due to illness He called the meeting to order and the following business was transacted Public Comments 1 Growth Management Ordinance Builder Bruce Nichols , who lives on Little Creek Church Road near Clayton , informed the Board the County Planning Department has issued 459 fewer residential land use permits than allocated by the Growth Management Ordinance He suggested the Board might consider taking some action on the ordinance 2 Public Hearing Scheduled - Amendments to Development Ordinance Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board scheduled a public hearing for Monday , November 13 , 2000 at 7 30 pm , or as soon thereafter as possible , for hearing public comment on a number of proposed amendments to the Johnston County Development Ordinance The Board noted that amendments are being considered for several sections of the ordinance including mobile home regulations , billboard amortization , flood damage provisions , enforcement of the ordinance , and clarification of any ambiguous language 3 Interim Tax Administrator Introduced The Board recognized Interim Tax Administrator , Jack Williford , and welcomed him to Johnston County 4 Appointment to Social Services Board Chairman James H Langdon , Jr appointed Commissioner Wade M Stewart to replace Commissioner Eleanor N Creech as Commissioner representative on the Johnston County Social Service DSS Board Chairman Langdon stated that Commissioner Creech asked to be released from this position as she will be retiring as a Commissioner in December The DSS Board is made up of two County appointees , two State appointees , and one member that is selected by the other four members Ms Creech will remain on the DSS board as the member selected by the board itself There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Allen L Mims , Jr seconded the motion , which carried by unanimous vote _______________________________________ James H Langdon , Jr , Chairman _____________________________ Joyce H Ennis , ClerkPage
