May 7 , 14 , 23 , 2001 Meetings Chairman James H Langdon , Jr asked if there were corrections to the minutes of the May 7 , 14 and 23 , 2001 board meetings Upon a motion by Commissioner Cookie Pope , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board approved the minutes as presented Public Comments - No one spoke at this time 2 Fireworks Display Approved Upon a motion by Commissioner Fred Smith , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board approved a fireworks display for the Archer Lodge Community th Center for their 4 of July celebration at the Archer Lodge Recreation Park rain date July 7 , 2001 , subject to NCGS § 14 - 410 , 14 - 415 and Chapter 20 of the Standard Fire Prevention Code 3 Department of Transportation - Additions to System The Board reviewed a petition presented by the North Carolina Department of Transportation requesting the following roads be added to the State Secondary System for maintenance Pocahontas Trail in Powhatan Woods Subdivision , Clayton Township Pebblestone Court in Penwyck Subdivision , Pleasant Grove Township Bennett Place , Bradborne Circle , Bridgham Place and Brigsley Circle in Bennett Place Subdivision , Wilders Township Following review , Commissioner W Ray Woodall moved the Board concur with the NC Department of Transportations request to add the roads listed above to the State Maintained System Commissioner Thomas M Moore seconded the motion , which carried by unanimous vote 4 Public Hearing Scheduled - Change of Franchise for Mid - South Medical Transport Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board scheduled a public hearing on July 2 , 2001 for a request from Mid - ETJ Membership Upon a motion by Commissioner Cookie Pope , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board appointed Ronald Johnson of Davis Mill Road , Selma , to the Pine Level Planning Board as an ETJ member for a term to expire 10 01 , as recommended by the Pine Level Town Commissioners 7 Tax Exempt Loan Status - 2001 - 2002 Budget Presentation Advertised The Smithfield Herald - May 18 , 2001 The Chairman opened the public hearing and invited anyone who wished to address the Board on the proposed 2001 - 2002 County Budget County Manager , Rick Hester , presented a short video which outlined the 1058 Million budget that would maintain the current tax rate at 85 cents per 100 valuation Referenced in the presentation was his budget message to the Board and Citizens of Johnston County BUDGET MESSAGE The proposed general fund budget for Fiscal Year 2001 - 2002 , which is hereby presented for your consideration , maintains the current tax rate at 85 cents per 100 valuation This budget allows for continuation of services as well as maintains above - average General Fund reserves Reserves are critical due to unforeseen emergencies ; it shows future investors a strong ability to pay , and hopefully will be a factor in improving our chances for future bond rating upgrades A budget is defined as “ a proposed plan for raising and spending money for specified programs , functions , activities , or objectives during a fiscal year ” There is no question that all requests for county funding are important ; however ; there are limited available dollars Preparation of the proposed FY 2001 - 02 include the additional 26 million in debt service on the 835 million bond passed by votes in November 1999 for new school construction , and the additional 17 million required county match for medicaid , which is mandated by the State of North Carolina If you eliminate those factors , along with the additional funds appropriated for schools , the overall General Fund budget for county operations is approximately 3 above last year’s approved budget This budget includes funding for renovation of the old Health Department building for office space Monies have also been included for demolition of the Planning Inspections Building once the move to Belks is completed in early 2002 A paved , landscaped parking lot is in the preliminary plans for that location SCHOOL FUNDING The Board of County Commissioners has shown a tremendous commitment to Johnston County Schools and this year is no different Based on the latest figures available FY 98 - 99 , Johnston County was th ranked eleventh 11 in North Carolina in overall local financial support Johnston County Schools are an integral part of our community and we certainly have a school system that we can be proud of Our population growth has a major impact on our school system and this year is no exception Currently , Johnston County is appropriating 24,992,044 for current expense , 1,200,000 for capital outlay and over 9,000,000 in annual debt service The Board also provided an additional 13 million in the current fiscal year for teacher supplements and capital projects Of surrounding counties , Johnston County ranks only behind Wake County in local per - pupil current expense funding The recommended amount for FY 01 - 02 local current expense funding is based on an increase of 1000 students Currently , Johnston County provides 106994 per student for current expense appropriations We multiplied that by the projected number of new students 1000 to total growth funding of 1,069,940 We added that figure to the current base allocation of 22,792,044 for a total of 23,861,984 We then multiplied that by 35 for a grand total of 24,697,153 My recommendation is that we agree to transfer 2,000,000 from FY 01 - 02 capital outlay for a grand total current expense appropriation of 26,697,153 Please keep in mind that next year’s current expense calculation should not include the transferred funds FY 00 - 01 FY 01 -
