10 606 June 18 , 2001 The Johnston County Board of Commissioners met in special session to discuss the FY 2001 - 2002 budget on Monday , June 18 , 2001 at 7 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina with the following members Present James H Langdon , Jr , Chairman , Cookie Pope , Vice - Chairman , Thomas M Moore , Allen L Mims , Wade M Stewart , Fred Smith and W Ray Woodall Absent None Also Present Rick J Hester , County Manager , Joyce H Ennis , Clerk to the Board , J Mark Payne , County Attorney , and John R Massey , Finance Officer The Chairman called the meeting to order and , since all members were present , requested that in addition to discussing the upcoming budget , the Board add two items to their agenda Award of Bid for Landfill Compactor and several end - of - the - year budget amendments 1 Award of Bid - Landfill Compactor The Board reviewed the following bids that were received on May 30 , 2001 for a compactor to be used in solid waste landfill operations Funds for this were included in the current budget Bidder Base Bid Tab # 2 Base bid , power train warranty & trade - in for 1989 Compactor Al - Jon , Inc , Ottumwa , Iowa 368,11256 328,11256 bid did not meet specifications Road Machinery Ser , Statesville , NC 375,78272 342,78272 A E Finley , Raleigh , NC 398,34200 370,81700 bid did not meet specifications Gregory Poole Equip Raleigh , NC 423,59932 420,71532 Staff requested the Board take the following action ? Award bid to second low bidder , Road Machinery Services of Statesville , based on bid tab # 2 , which includes power train warranty and trade - in for 1989 compactor , in the amount of 342,78272 Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Wade M Stewart and carried by unanimous vote , the Board declared the 1989 Caterpillar 826C Compactor , Vin # 87X00963 Asset # 7062 surplus and authorized it be used for trade - in on a new landfill compactor Upon a motion by Commissioner Wade M Stewart , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board awarded bid to second low bidder , Road Machinery Services of Statesville , North Carolina , in the amount of 342,78272 , based on bid tab # 2 , which includes power train warranty and trade - Selma High SSS Booster Club , thanked the Board for all the County has done in the past for the high school He noted this year the Booster Club applied for recreation grants to help with several projects at the school , which would be used by not only SSS students , but also by outside groups None of their applications were recommended for funding , and he asked the Board to reconsider , especially the request for a 10,000 grant 4 Johnston County Industries Vicki Shore with Johnston County Industries asked the Board to consider an additional 50,000 to help with their facility expansion project Ms Shore noted her agency has grown considerably with the increased population in the County , and they need the additional capital funds in order to continue offering employment opportunities for the mentally challenged in the County 5 Public Library Joyce Mitchell , director of the public library , asked the Board for 13,000 to cover one - half of the communications cost on the Library automation system Ms Mitchell noted the library expansion project has been delayed with the bidding process , and additional operation funds will not be needed until next fiscal year 6 Council on Aging Donna Creech , executive director of Council on Aging , noted the County Manager’s recommended budget is 4,500 less than requested She asked the board to consider adding these funds back in the approved budget 7 Ava Gardner Museum Billie Stevens , director of the Ava Gardner Museum , asked the Board for a 10,000 one - time allocation for the museum in order to help them pay off as much principal on their new facility as possible before they have to start making monthly mortgage payments In response to a question from Commissioner Thomas M Moore , Ms Stevens explained the Tourism Authority donates 50,000 to the museum , and provides opportunities for additional grant funds The Town of Smithfield owns the collection , and pays the director’s salary 8 County Department Requests Department of Social Services Earl Marett , Social Services Director , stated his agency’s budget for FY 2001 - 2002 is estimated at 118,680,711 with County contributions of 10,454,763 , representing approximately 88 of the total He noted his request for three additional positions was not included in the recommended budget ; however ,Page609 he stressed that a transportation coordinator is badly needed to make the fast growing transportation programs more efficient The cost to the County would be 13,952 with the remaining coming from State and Federal funds In response to a question from Commissioner Thomas M Moore , Mr Marett stated that DSS primarily uses Johnston County Area Transportation JCATS ; however when needed they use private transportation companies and taxicabs He and Donna Creech of Council on Aging have discussed the possibility of co - locating this position to JCATS Commissioner Wade M Stewart informed the Board the suggestion for a transportation coordinator came from him because of the apparent inefficiencies that exist in providing transportation He stated he would be willing to try this for a year , and if there was little or no improvements , then he would support doing away with the position Child Support Enforcement Jim Henderson , Child Support Enforcement Director , asked the Board for an additional Child Support Agent He stated the case load on his existing staff is too high , and in April 2000 , the State audit recommended an increase in staff In addition to the growing regular caseload , there is some indication his office may get 600 cases that are currently being handled in the Clerk of Court’s office , which would make his office short two positions In response to comments , Mr Henderson stated his office is self - supporting and even with the additional staff member , should contribute through indirect cost close to 100,000 to the County General Fund Sheriff’s Department Sheriff Steve Bizzell stated he originally asked for two additional deputies and two dispatchers ; however , withdrew his request when he learned the County Manager was not planning to recommend any new positions He asked the Board to consider his original request if they should decide to look at any new positions for other agencies Job Training - Job Link Chairman James H Langdon , Jr spoke on behalf of the Job Link program He explained that over the past few years , Job Training has received a County allocation of 50,000 This year they increased their request to 100,000 after learning they would not get the State employment grant money they normally receive The County Manager recommended an appropriation of 25,000 in his proposed budget Since the original request was made , Job Training has learned their Federal allocation will be increased , so now they are asking the Board for 37,302 in addition to the recommended 25,000 , for a total of 62,302 Robert Davis , Job Training Director , offered to answer any questions the Board might have He stated he anticipates serving approximately 5000 citizens in the Job Link Center this year In discussion , Board members agreed to consider these requests , along with other requests that might be heard on Wednesday evening , and make decisions all at the same time There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Wade M Stewart seconded the motion , which carried by unanimous vote ____________________________ James H Langdon , Jr , Chairman ____________________ Joyce H Ennis , ClerkPage
