June 4 , 11 , 18 and 20 , 2001 Meetings Chairman James H Langdon , Jr asked if there were corrections to the minutes of the June 4 , 11 , 18 and 20 , 2001 board meetings Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board approved the minutes as presented with the correction that was made just prior to the meeting Public Comments - No one spoke at this time 2 Report from Chairman about Fireworks Displays Approved The Chairman reported that during the month of June he approved the following requests for fireworks displays Town of Pine Level - Wood Waste The Board briefly discussed a proposed amendment to the Solid Waste Recycling policy that would ban clean wood waste from disposal in the County Landfill The wood waste would be alternatively diverted to several wood waste processors in the area Commissioner Fred Smith moved this item be tabled until next month so that Board members will have time to learn more about this matter Commissioner Allen L Mims , Jr , seconded the motion , which carried by unanimous vote 7 Project Budget - State Grant and Loan Projects Engineer Tim Broome explained the State is requiring the County adopt a project budget for the 3 million State High Unit Cost grant funds and State Revolving Fund loan to be used for Wastewater Facilities improvement projects He noted the Board has previously approved everything in the budget ; this is just needed in this form to satisfy the State Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board approved the following project budget Johnston County Central Johnston County Wastewater Facilities Improvements and Selma Equalization and Pumping Facility Improvements State Grant Project # E - SRG - T - 99 - 0037 and SRF Loan Project CS 370560 - 06 Project Budget Adoption BE IT RESOLVED , by the Johnston County Board of Commissioners , pursuant to North Carolina NC Gen Stat § 159 - 8 and 159 - Proposed Change in Service Level - Mid - South Medical Transport Advertised June 16 , June 22 , 2001 in The Smithfield Herald The Chairman opened the hearing and invited anyone who wished to address the Board on the proposed change in service level from Advanced Life Support ALS to Basic Life Support BLS for Mid - South Medical Transport He noted Mid - South has indicated that 99 of their transports are at the BLS level and it is not cost effective for them to maintain the level of Paramedic in the County Jeremy Beal , with the County Emergency Services Department , explained the difference in the two levels of service He noted the County has a contract with Johnston Ambulance Service JAS , which operates at the ALS paramedic level service Most of Mid - South’s calls are non - emergency situations such as carrying rest home residents to the doctor’s office or similar situations There being no further comments , the Chairman closed the public hearing PagePage pageNumber7625 Upon a motion by Commissioner Allen L Mims , seconded by Commissioner Thomas M Moore and carried by unanimous vote , the Board approved the request from Mid - South Transport to lower its service level from Advanced Life Support to Basic Life Support It was noted a second vote will be taken in August for final approval 9 Fire Code Re - Inspection Fees and Compliance Civil Penalty Board members discussed a proposal to charge re - 6 19 01 Tax refunds - Personal Real Property 1,05072 Tax releases - Personal Real Property 1,42278 Motor Vehicle releases refunds 6,30567 13 Call for Public Hearing - Opening of New Landfill Subtitle D Cell Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Thomas M Moore and carried by unanimous vote , the Board scheduled a public hearing on the County’s planned expansion at the County Landfill facility to include a new Subtitle D cell and remediation improvements 14 Committee Approves Contract with Cellular Tower Consultant Commissioner Allen L Mims , Jr , who serves on the committee appointed to look at the use of cell towers in the County , reported the committee agreed to hire Trigon Engineering Consultants to assist in the development of a cell tower ordinance and review future permit applications for such towers Page3631 15 Closing of Lee Road It was noted that earlier this year the County approved the closing of a portion of Lee Road at the intersection with Barber Mill Road , based on a request from DOT with the understanding the public had been made aware and favored the closing Commissioner Allen L Mims , Jr stated he has heard from several citizens about this being an inconvenience , and suggested in the future the Board hold a public hearing before agreeing with similar recommendations from the Department of Transportation 16 Other Items Discussed Briefly by the Board The Board discussed briefly the following issues lt; Johnston Memorial Hospital Emergency Room - Commissioner Cookie Pope asked the Chairman , who serves on the Hospital Board of Trustees , to see if emergency room service can be improved lt; Next Year’s Budget - Commissioner W Ray Woodall suggested the Board begin thinking about the possibility of making changes in next year’s budget concerning the Heritage Center and contributions to non -
