Board of Commissioners and Board of Education School Board Chairman , Kay Carroll , was present , and he and Chairman Langdon issued the following statement Chairman Kay Carroll of the Johnston County Board of Education and Chairman J H Langdon , Jr of the Johnston County Board of Commissioners agree to a meeting of both boards to review the facts relating to the timing of the next bond sale for schools We also agree that our boards are committed to building the schools that are needed In our joint meeting we will very carefully consider the financial costs and the human costs of our decision Kay Carroll , Chairman J H Langdon , Jr , Chairman Johnston County Board of Education Johnston County Board of Commissioners 2 Minutes - March 4 , 11 , 15 , 2002 Board Meetings Upon a motion by Commissioner Cookie Pope , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board approved the minutes of the March 4 , 11 , 15 , 2002 board meetings as presented Public Comments - No one spoke at this time 3 Proclamations Adopted Upon a motion by Commissioner Cookie Pope , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board adopted the following proclamations CHILD ABUSE PREVENTION MONTH - APRIL , 2002 WHEREAS , child abuse is a community problem and finding solutions depends on involvement among people through out the community ; WHEREAS , approximately 3 million children are reported as abused and neglected in this country each year ; WHEREAS , approximately 120,000 children are reported as abused and neglected in North Carolina each year ; WHEREAS , 21 children were victims of child abuse homicide in North Carolina last year , WHEREAS , over 800 children were found to be abused or neglected in Johnston County in fiscal year 1999 - 2000 WHEREAS , the effects of child abuse are felt by whole communities , and need to be addressed by the entire community ; WHEREAS , effective child abuse prevention programs succeed because of partnerships created among social service agencies , schools , religious and civic organizations , law enforcement agencies , and the business community ; WHEREAS , all citizens should become more aware of the negative effects of child abuse and become involved in child abuse prevention efforts in the community ; Now , Therefore , the Johnston County Board of Commissioners , does hereby proclaim the month of April , as Child Abuse Prevention Month in Johnston County and calls upon all citizens , community agencies , religious organizations , medical facilities , and businesses to increase their participation in efforts to prevent child abuse , thereby strengthening the communities in which we live ; and Further , the Board proclaims Saturday April 28 , 2002 as Child Abuse Prevention and Awareness Day in Johnston County and invites all citizens of Johnston County to participate in a special ceremony on the Johnston County Courthouse Steps at 10 00 am on that day st Proclaimed this the 1 day of April , 2002 Page819 Week of the Young Child Proclamation - April 7 - 13 , 2002 WHEREAS , the Partnership for Children of Johnston County and other local organizations , in conjunction with the National Association for the Education of Young Children , are celebrating the Week of the Young Child , April 7 through April 13 , 2002 ; and WHEREAS , by calling attention to the need for high - quality early childhood services for all children and families within our community state , these groups hope to improve the quality and availability of such services ; and WHEREAS , the future of our community state depends on the quality of the early childhood experiences provided to young children today ; and WHEREAS , high - quality early childhood services represent a worthy commitment to our children’s future ; THEREFORE , the Johnston County Board of Commissioners does hereby proclaim April 7 through April 13 , 2002 as The Week of the Young Child in Johnston County and urges all citizens to recognize and support the needs of young children in our community and state st Proclaimed this the 1 day of April , 2002 4 Request for Tax Exempt Loan Upon a motion by Commissioner Wade M Stewart , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board adopted the following resolution approving tax - exempt loan status for the West Johnston Volunteer Fire Department NOW , THEREFORE , BE IT HEREBY RESOLVED that the Board of Commissioners of Johnston County , North Carolina , does hereby approve a tax exempt loan to the West Johnston Volunteer Fire Department , Inc the “ VFD ” , from First Citizens Bank in the principal amount of 100,000 which is loaned for the following purpose Purchase of a new fire truck from CW Williams , which will be kept at the following address 5503 Old Fairground Road , Benson , NC 27504 5 Fireworks Display Approved - Chairman to Approve Requests Between Regular Meetings Commissioner W Ray Woodall moved the Board approve the request for fireworks display for South Johnston High School graduation exercise on May 31 , 2002 , subject to compliance with NCGS 14 - 410 , 14 - 415 and Chapter 20 of the Standard Fire Prevention Code , along with necessary permits for the applicable Inspections Department Commissioner Woodall further moved the Board authorize the Chairman to approve any additional requests that need approval between regular Board Meetings , with a report back to the Board Commissioner Cookie Pope seconded the motion , which carried by unanimous vote 6 Request for Increase in EMS Mileage Rates Emergency Management Director , Dewayne West , reported the EMS squads are asking the Board to approve an increase in mileage rates from 750 to 850 per loaded mile to correspond with new medicare reimbursement rates According to the new medicare schedule , the providers will be reimbursed varying amounts based on their zip code , and the 850 rate will allow full reimbursement Upon a motion by Commissioner Thomas M Moore , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board approved the increase in EMS mileage rates from 750 to 850 per loaded mile 7 HAPP Administrative Plan The Board reviewed information provided by HAPP Director , Anne Eason , concerning the 2002 Annual Plan for Johnston County HAPP The plan shows how the agency is meeting its five year plan to move residents away from areas of high poverty and crime , encouraging home ownership and job opportunities , and continuing Good Housekeeping Awards The emphasis for the coming year will be on securing income information by direct line with the Employment Commission Following review , Commissioner Wade M Stewart moved the Board authorize Mrs Eason to submit the plan to HUD as required Commissioner Cookie Pope seconded the motion , which carried by unanimous vote 8 Request for Preliminary Approval of Scattered Housing Block Grant Projects Tracey Tayloe , program administrator with Holland Consulting Planners , who is administering the County’s Scattered Site Block Grant Program , informed the Board that seven households have been identified and appear to be income eligible and qualified based on the grant requirements She disclosed the fact that twoPage820 of the homeowners are in some way related to employees of the Johnston County HAPP office , however , their applications were evaluated by the same criteria as all others , and the State representative has reviewed the matter and has indicated there is no perceived conflict of interest She asked the Board to give preliminary approval of the seven projects so that staff can begin the steps necessary to do the work , and noted she will continue to evaluate applications and bring other recommended projects to the Board for approval at a later date Following discussion , Commissioner Cookie Pope moved the Board give preliminary approval of the seven identified projects for the scattered site block grant funds as requested Commissioner Allen L Mims , Jr seconded the motion , which carried by unanimous vote 9 Surplus Property Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board declared the following property surplus and authorized the vehicles be disposed of as recommended A The Sheriff’s Department - Board of Adjustments Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board appointed Donna White as ETJ member of the Clayton Board of Adjustment for a three year term , as recommended by the Clayton Town Council F Local Emergency Planning Committee LEPC Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board appointed Buck Pipkin to the LEPC for a two year term to expire April 2004 13 Public Hearing Scheduled - Proposed Repeal of Well Construction Standards Ordinance Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board scheduled a public hearing for the May 13 , 2002 meeting to hear public comment on a proposal to repeal the Well Construction Standards Ordinance , which has been superceded by State Standards and County Rules adopted by the Board of Health under the State Well Construction Act The Board instructed the County Manager to be sure that all stakeholders are notified of this hearing by letter 14 Public Hearing - 10 30 am - ROAP Grant Advertised - The Smithfield Herald - March 15 , 2002 The Chairman opened the public hearing and invited anyone who wished to address the Board on the use of Rural Operation Assistance Program grant funds from the NC Department of Transportation for the Elderly Disabled Transportation Assistance Program EDTAP , Rural General Public RGP Program and Work First , Transitional Employment Transportation Program Donna Creech , executive director of Council on Aging , who administers the JCATS program , and Ray Woodall , transportation manager for JCATS , were present Ms Creech reviewed with the Board how the grant funds would be used for the different programs , and the required County match She noted the grant is essentially the same as in previous years except now additional Discretionary RGP funds are available , which could allow the transportation system to expand to serve the Clayton and I - 40 NC42 area of the County If the Board approves the application for these funds , shePagePage pageNumber6823 would need to apply for money through the capital portion of the Community Transportation Program CTP grant to purchase replacement and expansion vehicles , radio equipment and other capital items to support the expanded area The total County match for both the ROAP grant and the capital portion of the CTP grant would be 44,569 , which is the amount she is requesting for JCATS in the 2002 - 03 budget Discussion ensued during which the Board asked about the average number of trips and the various associated cost for the different classifications of trips It was noted the County is evaluating the existing program and has asked the County Manager to look at other options to determine if the current system is the most cost effective Further , it was pointed out if the County receives the grants , the money will come to the County to be used for the County’s transportation provider , whoever that might be There being no further comments , the Chairman closed the public hearing Commissioner Wade M Stewart moved the Board approve the grant applications as requested Commissioner Cookie Pope seconded the motion , which carried by unanimous vote 15 Award of Bids - 4,045,33500 Mr Broome noted the bids came in lower than estimated , most likely due to the state of the economy and the fact that contractors are looking for work Based on the qualifications of the company and its recent work history , staff is recommending award of contract to low bidder , ES & J Enterprises , Inc , of Autryville , NC in the amount of 3,054,40450 and are asking approval of the project budget of 3,700,000 The County expects to receive within the next few days the construction permit from the State Department of Environment and Natural Resources , Solid Waste Division , but would ask the Board to approve the contract subject to receipt of the permit Upon a motion by Commissioner Fred Smith , seconded by Commissioner Thomas M Moore and carried by unanimous vote , the Board awarded a contract in the amount of 3,054,40450 to ES & J Enterprises , Inc , of Autryville , NC for the construction of the first lined cell of Phase 4A of the landfill , and approved the project contract of 3,700,000 , subject to receipt of the permit from the state PagePage pageNumber7824 17 Long -
