10 314 MEETING OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS June 2 , 2003 The Johnston County Board of Commissioners met in regular session Monday , June 2 , 2003 , at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina , with the following members present Present James H Langdon , Jr , Chairman , Cookie Pope , Vice Chairman , Thomas M Moore , Wade M Stewart , Allen L Mims , Jr , Jeffrey P Carver , and W Ray Woodall Absent None Also Present Rick J Hester , County Manager , Joyce H Ennis , Clerk to the Board , Mark Payne , County Attorney , and John R Massey , Finance Officer The Chairman called the meeting to order and the following business was transacted 1 Minutes Approved Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Cookie Pope and carried by unanimous vote , the Board approved the minutes of the May 5 , 12 , 2003 board meetings as presented 2 Schedule of Regular Board Meetings Revised The Chairman noted that three Commissioners will be out of town on July 14 , 2003 He asked the Board to reschedule the Board meeting for that evening Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Cookie Pope and carried th by unanimous vote , the Board rescheduled the July 14 , 2003 meeting to Monday , July 7 at 7 00 pm Public Comments 3 Request for Funding for New Disabled Veterans Van William Dail , coordinator for the Disabled American Veterans DAV Van , asked the Board to consider appropriating funds in the upcoming budget to replace the DAV van that has been in service for over five years County Manager , Rick Hester , noted the actual request is for up to 10,000 , based on cost 4 Resolution of Support for House Bill 1173 - Industrial Linwood Parker , chairman of the Economic Development Commission , asked the Board to consider support for House Bill 1173 , which would allow the County to establish an economic and training zone around concentrated areas of industrial development He stated he understands the Commissioners have been working with the Town of Clayton on an agreement concerning this legislation ; however , it is believed the General Assembly will end their current session earlier than usual , which makes it important for the County to forward any comments they might have at this time He pointed out this is enabling legislation only , which would not prevent the Board from continuing negotiations with Clayton Mr Parker introduced several members of the Economic Development Commission , who were present in support of this request Commissioner Wade M Stewart offered a draft resolution in support of the bill , and noted in his opinion , this would be an asset for Johnston County He moved the Board adopt the resolution and forward it to the appropriate legislators Commissioner Thomas M Moore seconded the motion Discussion Commissioner W Ray Woodall voiced support for the legislation He noted he recently served on a committee to look at ways to enhance economic development in the County and , in his opinion , this is a tremendous opportunity for economic growth Commissioner Cookie Pope also supported the motion and noted the public school system , the Community College Board of Trustees , and the Economic Development Board have come together in support of this proactive effort to assist economic development in the County Page315 June 2 , 2003 Continued Commissioner Jeffrey P Carver questioned why this was being done at this time He stated he agrees with the concept in theory ; however , this is a big decision that affects many people At this time , he could not support the motion Commissioner Allen L Mims , Jr stated that he too would oppose the motion at this time He noted this legislation would affect all the municipalities as well as the industries , since it is , in his opinion , an anti - annexation bill Even though representatives from the County and the Town of Clayton have talked about this a couple of times , he has heard no report on the outcome of those talks , and it seems to him more talk is needed before any action is taken Commissioner Thomas M Moore pointed out he has been involved in Economic Development in Johnston County since the 1960 s , and in his opinion , the County needs to proceed with this now for the overall good of the County This action will encourage our existing industries to expand their operations , at no cost to the County Chairman Langdon noted he has been a part of a group that has talked with Clayton and others about this proposed legislation , and would hope these conversations continue ; however , timing has become an issue He pointed out this can be an effective piece of legislation that would allow us and others to create an environment that helps industries Vote The motion was carried and the resolution adopted by the following vote Ayes James H Langdon , Jr , Cookie Pope , Thomas M Moore , Wade M Stewart , and W Ray Woodall Nays Jeffrey P Carver and Allen L Mims , Jr RESOLUTION OF SUPPORT FOR HOUSE BILL 1173 BE IT RESOLVED by the Board of Commissioners the “ Board ” for the County of Johnston , North Carolina the “ County ” as follows SECTION 1 The Board has determined and does hereby find and declare as follows a It is in the best interest of the County and its citizens to provide opportunities for gainful employment and to provide a business climate that encourages and induces industries to locate and expand in Johnston County ; b it is in the best interest of the citizens of the County for the Board to publish their support for House Bill 1173 or any substitute legislation enabling and containing terms for the creation of an economic development and training district in Johnston County on terms substantially as set forth in House Bill 1173 SECTION 2 The Board does hereby declare its support for the enactment of House Bill 1173 or any substitute legislation enabling the creation in the County of an economic development and training district upon terms substantially as set forth in House Bill 1173 SECTION 3 The Board does hereby authorize and empower its representatives to do such things and take such actions as shall be reasonably calculated to result in the enactment of House Bill 1173 or substitute legislation containing terms substantially similar to House Bill 1173 SECTION 4 BE IT FURTHER RESOLVED that the Board of Commissioners does hereby request the Johnston County delegation to the General Assembly of the State of North Carolina representing the citizens of Johnston County support the enactment of House Bill 1173 or substitute legislation containing substantially the same terms as House Bill 1173 nd ADOPTED this 2 day of June , 2003 5 Request to Postpone Approval of Brogden Fire District Boundaries Mel Thompson with the Brogden Fire Department requested the Board postpone any action on the Brogden and Princeton Fire District boundaries until an on - going line dispute can be settled between the two departments Commissioner Wade M Stewart suggested the approval of these boundaries originally scheduled later in the meeting be postponed until next Monday night 6 Public Hearing Department of Transportation - Presentation of 2003 - 04 Secondary Road Construction ProgramPage316 June 2 , 2003 Continued Advertised The Smithfield Herald on May 23 , 30 , 2003 Also advertised in The Kenly News , The County Press , and The Clayton News Star The Chairman opened the public hearing and invited anyone who wished to address the Board on the proposed 2003 - 04 Secondary Road Construction Program Tim Little , District Engineer with the NC Department of Transportation , briefly reviewed with the Board the proposed road improvements for the coming year The proposed allocation for the County is 2,584,641 , which will be used to pave the next twelve roads on the priority list , and partially fund the thirteenth road In addition to the paving projects and associated cost for surveys , right - of - ways , etc , the funds will be used to replace some old under - road pipe lines He introduced other DOT personnel who were present JC Rhodes from the Goldsboro office , Bryant Bunn , Division Maintenance Engineer , Jimmy Marler , Division Bridge Maintenance Engineer and Chris Pendergraft , County Maintenance Engineer In response to a question from Commissioner Cookie Pope about the status of Lee Road , Mr Little stated the survey and right - of - way work has been completed to lower the hill on Barber Road , and he plans to send a request in the next few weeks to put Lee Road back on the State System so that work can begin There being no further comments , the Chairman closed the public hearing Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board adopted the following resolution concurring with the 2003 - 2004 NC Department of Transportation Secondary Road Construction Program RESOLUTION WHEREAS The Johnston County Board of Commissioners has received from the Department of Transportation the 2003 - 2004 Secondary Road Construction Program as presented by North Carolina Department of Transportation officials , said roads being a part of the system maintained by the Department of Transportation , Division of Highways ; and WHEREAS After careful consideration of the services rendered by said roads and the traffic demands of said County , it is deemed necessary that said roads be improved in order to better serve for Road Name Change The Board considered a request from the Bentonville Volunteer Fire Department to rename the short southern section of Mill Creek Church Road to Buck Dunn Road Commissioner Wade M Stewart stated that based on conversations he has had with people in the area , this change needs to be made for the safety of the public He moved the Board approve the request Commissioner W Ray Woodall seconded the motion Commissioner Allen L Mims , Jr suggested a public hearing should be held prior to a decision Commissioner Stewart withdrew his motion , Commissioner Woodall withdrew his second , until a public hearing can be held at the July meeting The hearing is scheduled for 10 15 am , Monday , July 7 , 2003 PagePage pageNumber5318 June 2 , 2003 Continued 8 Public Hearing - Proposed Correction to the Thanksgiving and Selma Fire Districts Advertised in The Smithfield Herald on May 16 , 2003 The Chairman opened the public hearing and invited anyone who wished to address the Board on a proposed correction to the Thanksgiving and Selma Fire Districts Deputy Fire Marshal , Paul Whitehurst , explained that in working with the Department of Insurance on boundary descriptions , it was determined that a small portion of property currently in the Thanksgiving Fire District is over the five mile limit , but easily within the five miles of the Selma Fire District The proposal is to correct the boundaries of both districts to keep all residents within a five mile service area Rosetta Watson , 10166 Buffalo Road , Clayton , voiced concern with the proposed change She noted she owns several parcels in the area and has been in both the Thanksgiving and Archer Lodge Fire Districts Now it would seem part of her property will be in the Selma District She stated she would like to have all her property in the Thanksgiving District , since the Thanksgiving Fire Department is closest to her land Christabelle Harlee , 214 Pineland Avenue , stated she has property in the area and has the same concerns as Ms Watson Mr Whitehurst agreed to meet with Ms Watson and Ms Harlee to look at their properties and make sure they will be in the correct fire district There being no further comments , the Chairman closed the public hearing 9 Approval of Corrected and Updated Fire District Boundaries - Postponed The Board postponed action on this matter until the June 9 , 2003 meeting in order to give staff time to review the Selma and Thanksgiving District boundaries and the Brogden and Princeton District boundaries 10 Public Hearing - 2003 - 04 County Budget Advertised The Smithfield Herald on May 16 , 2003 The Chairman opened the public hearing and invited anyone who wished to address the Board on the proposed County Budget for Fiscal Year 2003 - 04 County Manager , Rick Hester , reviewed with the Board the highlights of his proposed budget for the coming year , as recorded in the following budget message Dear Board Members The proposed budget for the Countys General Fund for fiscal year 2003 - 2004 is presented to you at 1167 million with a tax rate of 80 cents , which represents a 5 - cent decrease in the previous tax rate This proposed budget is approximately 78 above last years adopted budget of 1082 million ; however , it is only a 28 increase over the adjusted budget for fiscal year 2002 - 03 The adjusted budget reflects changes in the budget throughout the fiscal year involving new expenditures , new revenue and encumbered funds This proposed budget does not include any appropriation from the General fund reserves Maintaining a fund balance in the 18 - 20 range of total expenditures is critical to our maintaining fiscal soundness and strong bond ratings Our recently elevated bond rating saves all our taxpayers a considerable amount of interest costs on the Countys debt Highlights of the proposed budget include lt; Continuation of formula for local school current expense at an inflation rate of 25 as well as continuation of the teacher supplement funding lt; Increased local current expense funding for Johnston Community College lt; Appropriation of 52 million for Johnston Countys medicaid match lt; Recommendation of positions for the following agencies in the appropriate funds General Fund 1 position in Register of Deeds Office 4 deputy positions in Sheriffs OfficePagePage pageNumber6319 June 2 , 2003 Continued Johnston Countys Water , Wastewater , Stormwater and Solid Waste programs are self - supporting with no general tax dollar support Positions recommended in these areas include 1 position in Utilities Finance 3 positions in Water and or Wastewater 2 positions to support proposed Sedimentation and Erosion Control 1 position in Solid Waste There were 36 thirty - six full - time positions requested ; however at this time , my recommendation is for 12 twelve PROPOSED PUBLIC UTILITY FEE ADJUSTMENTS Recommendation of fee increases in Public Utilities , which include lt; Increase in capital commodity surcharge for water supply of 005 per 1,000 gallons to pay debt service on water treatment plant expansion and increase in commodity charge for water supply of 005 per 1,000 gallons to pay for increase in operations costs lt; Increase in the wastewater capacity capital commodity surcharge of 007 per 1000 gallons to pay for debt service on facilities expansions and improvements , and increase in the wastewater commodity surcharge of 013 per 1,000 gallons for additional operational and maintenance costs for nitrogen removal in the wastewater treatment plant and operation of the reclaimed water program lt; Increases in the respective base monthly wastewater charges for Smithfield , Selma , Pine Level , and Four Oaks to pay debt service on transmission facilities improvements lt; Water meter fees increased from 95 to 170 to cover costs of automatic read Meters Recommendation of certain water fee reductions and change in developer reimbursement policy in Public Utilities lt; Reduction in water assessment fees from 650 to 500 per residential tap and elimination of the developer reimbursement payment of 350 per residential services The water supply program in Johnston County has matured to a point that the reimbursement is not essential Recommendation for amendment of wastewater capacity reservation and assessment fee policies lt; Under current policy , wastewater capacity allocations are reserved for residential , commercial , institutional , and industrial development upon submittal of project plans and specifications , and a DWQ non - discharge permit application Allocations are reserved for one year and renewed for one year with written justification and automatically expire after the reservation period if project construction has not begun lt; Under current policy , wastewater assessment fees are due and payable at , or prior to the application for building construction permit s Wastewater capacity allocations are non - expiring if assessment fees are paid in advance lt; A policy change is recommended as follows Wastewater capacity allocations requested after July 1 , 2003 may be reserved and will be guaranteed upon payment of assessment fees Assessment fees must be paid on , or before the recording of the final plat Recommendation of new program and fee schedule in Public Utilities lt; Sedimentation and Erosion Control program with fees at 200 per disturbed acre With this program , it will be necessary to charge fees to make the program entirely self - supporting Please note that one and one - half new positions are requested to serve in this capacity Funding is included for a 25 pay adjustment for county employees Funding is not included for performance pay at this time ; however , I would ask the board to consider reinstating the program during the upcoming fiscal year I look forward to working with you during the upcoming budget process Sincerely , Rick J Hester County Manager In response to a question from Commissioner Cookie Pope concerning the proposed 200 permit fee proposed for the new Sedimentation and Erosion Control Program , Mr Hester noted it is slightly higher than the State’s fee ; however , being able to get this done at the local level will be much more convenient and save the contractors and developers a great deal of time PagePage pageNumber7320 June 2 , 2003 Continued Commissioner Thomas M Moore agreed and noted for developers , time is money Also , providing this at the local level , will give the County the opportunity for close monitoring to make sure the control is maintained In discussion , it was pointed out this program will apply to developers who actually disturb an acre or more , which would preclude most single residential building Carolyn Whitley , 1090 Whitley Farms Road , voiced concern about the proposed 80 tax rate She noted she has a number of rental properties where the taxes will more than double , and she will have to pass this cost to the tenants , many of whom can not afford higher rents She stated her properties rent from 385 to 600 per month , with most of them around the 450 , providing affordable housing Chairman Langdon noted that Board members have heard this from a number of other citizens and will be considering it as they work on the budget There being no further comments , the Chairman closed the public hearing 11 Requests for Six - Month Extensions of 2002 - 03 Recreation Grants Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board approved six - month extensions for the following 2002 - 03 recreation grants Family Life Center - 6,786 grant Corinth Community Recreation - 1,700 grant Town of Benson - 8,700 grant 12 2003 - 04 Recreation Grant Recommendations from Screening Committee Commissioner Thomas M Moore moved the Board approve the following recommendations from the screening committee for recreation grants for 2003 - 2004 , subject to budget constraints Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote SMALL GRANTS 1000 - 2000 Required Match ’ Ten Year Solid Waste Plan Advertised The Smithfield Herald - May 16 , 2003 The Chairman opened the public hearing and invited anyone who wished to address the Board on the proposed updated Ten - Year Solid Waste Plan for Johnston County Haywood Phthisic , Public Utilities Director of Operations , informed the Board the County is required by NC General Statutes to have a Ten - Year Solid Waste Plan , and to update that plan every three years In response to a question about the status of recycling , he stated the County continues to promote the program ; however , with the lack of a stable market for recyclables , and with no mandate for the public’s compliance , it will be difficult to reach the original goals set for the County PagePage pageNumber8321 June 2 , 2003 Continued There being no further comment , the Chairman closed the public hearing Updated Ten Year Solid Waste Plan Approved Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Thomas M Moore and carried by unanimous vote , the Board adopted the following resolution approving the ten year solid waste plan RESOLUTION TO APPROVE THE JOHNSTON COUNTY 3 YEAR UPDATE OF THE 10 YEAR SOLID WASTE PLAN WHEREAS , better planning for solid waste will help protect public health and the environment , provide for an improved solid waste management system , better utilize our natural resources , control the cost of solid waste management ; and , WHEREAS , NC General Statute 130A - 30909A b requires each unit of local government , either individually or in cooperation with other units of local government , to develop a 10 - year comprehensive solid waste management plan ; and , WHEREAS , Johnston County was adequately represented on the Johnston County 10 Year Comprehensive Waste Plan Committee and has been actively involved in the planning process ; and , WHEREAS , the committee has finished the plan and held a meeting for public comment on the plan on June 2 , 2003 , NOW , THEREFORE , BE IT RESOLVED that the County Commissioners of Johnston County hereby approve the Johnston County 3 year update to the comprehensive solid waste management plan Adopted by the Board of Commissioners during regular session on this 2nd day of June , 2003 14 Amendment to Letter of Conditions for Buffalo Water District Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Thomas M Moore and carried by unanimous vote , the Board recessed regular session to sit as the Buffalo Water District Board Jackie McLamb with USDA Rural Development delivered an amended letter of conditions to the Buffalo Water District Board , which modifies the funding proposal for the district He noted that due to the cost of the project coming in higher than estimated , USDA Rural Development is awarding the County additional grant and loan funds He briefly reviewed the various forms that are included in the amended loan package , and noted the total loan will now be 2,924,000 , and the total grant is 2,583,700 Following discussion , Commissioner Cookie Pope moved the Board adopt the following resolution approving the revised Letter of Conditions , and approve the following updated capital project budget Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote Buffalo Water District BE IT RESOLVED That the Board of Commissioners approves as shown on Form RD 442 - 7 , Operating Budget , the proposed budget ; That the Chairman and Clerk to the Board be authorized to execute all forms necessary to obtain a subsequent loan and grant from the Rural Utility Service RUS , including but not limited to the following forms RUS Bulletin 1780 - 27 Loan Resolution RUS Bulletin 1780 - 12 Water and Waste System Grant Agreement Form RD 442 - 46 Letter of Intent to Meet Conditions Form RD 442 - 7 Operating Budget Form RD 400 - 1 Equal Opportunity Agreement Form RD 400 - 4 Assurance Agreement Form RD 1940 - 1 Request for Obligation of Funds Water Services Agreement Engineer Tim Broome reported that Carolina Water Services is requesting an amendment to the water and sewer agreement they have with the County to include within their service area the 56 acre tract for Lee Forest Subdivision , which is located on Guy Road adjacent to White Oak Plantation The amendment would increase the wastewater allocation from the County by approximately 28,800 gpd He noted this property is located within the MTZ for Clayton , where residential sewer service is allowed by County policy Robert Massengill with Southwind Surveying & Engineering who is developing the subdivision was present and offered to answer any questions the Board might have Commissioner Allen L Mims , Jr stated he has talked with Carolina Water Service and certain Bulk Wastewater Service Agreement dated April 30 , 1999 , as amended by that certain Amendment to Bulk Wastewater Service Agreement dated January 23 , 2001 collectively , the “ Wastewater Agreement ” ; and WHEREAS , the County and CWS entered into that certain Water and Sewer System Service Agreement dated April 15 , 1996 , as amended by that certain [ First Amendment to Water and Sewer System Service Agreement dated April 15 , 1996 ] , as further amended by that certain Bulk Water Purchase Agreement dated March 21 , 1998 , and as further amended by that certain Third Amendment to Water and Sewer System Service Agreement dated October 9 , 2000 collectively , the “ Water and Sewer Agreement ” Page0323 June 2 , 2003 Continued WHEREAS , Paragraph 9 of Section III of the Wastewater Agreement and the second recital paragraph of the amendment thereto state that the Wastewater Agreement “ shall not be modified , amended or changed in any respect [ sic ] in writing , fully signed by the parties hereto , and each party hereby waives any right to amend this [ Wastewater ] Agreement in any other way ; ” WHEREAS , the parties desire to acknowledge that said Paragraph 9 of Section III of the Wastewater Agreement and the second recital paragraph of the amendment thereto contain a mutual mistake and that the parties desire to correct such mistake by amending Paragraph 9 of Section III and the second recital paragraph of the amendment thereto in order to express accurately the parties ’ intent to have the ability to amend the Wastewater Agreement in writing ; WHEREAS , the Wastewater Agreement and the Water and Sewer Agreement the “ Agreements ” relate to the purchase , sale and transmission of potable water to and from and the transmission and disposal of wastewater to and from the same 963 acre tract of real property located in Johnston County , North Carolina alternately in the Agreements referred to as “ Sweetwater ” and “ Winston Road Development ” the “ Service Area ” ; and WHEREAS , the parties desire to amend the Agreements in order to include and additional 56 acre tract adjoining the Service Area , shown as “ Lee Forest ” on Exhibit A attached hereto and incorporated herein by this reference the “ Additional Service Area ” , within the Service Area for the purpose of having the Agreements govern the manner in which the water and wastewater services will be provided to the Additional Service Area and such that all references in the Agreements to the Service Area shall include the Additional Service Area WHEREAS , the water supply and wastewater disposal services to the “ Additional Service Area ” shall be limited to 80 residential units and an average flow rate of 28,800 gallons per day NOW , THEREFORE , in consideration of the premises and purposes set forth herein , the parties agree as follows 1 Recitals The foregoing recitals are true and correct and are incorporated herein by this reference 2 Administrator , Pat Goddard , reported on the enforced collections for the month of May , 2003 She noted the County collected 118,80603 in garnishments , 235,56328 in bank attachments , and 82016 in levies This brings the total enforced collections for the year to 1,880,56167 Concerning foreclosures , a total of five demand letters were mailed , fifteen complaints filed , and 49,71977 collected The Tax Collection Division has completed the 2001 tax year , and the total delinquent real estate taxes collected since the program began is 2,181,39757 A foreclosure sale for ten properties is scheduled for June 4 , 2003 Ms Goddard noted the collection rate for real and personal property is up 03 over last year , and the motor vehicle collection rate is up 13 The Board of Equalization and Review is very busy holding hearings with taxpayers They are expected th to hear 664 cases in scheduled meetings through July 25 , and the number of cases could increase 22 Time Warner - Request for Countywide Franchise - First Reading Brad Phillips with Time Warner Cable TWC informed the Board that his company has for some time been talking with Johnston County Cable about the possibility of purchasing their disabled cable system Lately , the talks have become more positive In anticipation of a successful outcome to the negotiations , TWC would like a countywide franchise so they would be able to serve the customers This would be a first step in what would be a three year plan to provide upgraded cable services and high speed internet connection He proposed the countywide franchise incorporate and supercede TWC’s existing franchises with the County In response to Commissioner Cookie Pope’s question about what she can tell her constituents , Mr Phillips responded that patience will be needed It will take time to upgrade the system , which in most cases means laying new cable TWC would most likely begin work in the more populated areas first Following discussion , Commissioner W Ray Woodall moved the Board adopt a resolution approving a countywide franchise to Time Warner Cable Commissioner Cookie Pope seconded the motion , which carried by unanimous vote A second vote will be needed at the next regular scheduled meeting of the Board on Monday , June 9 , 2003 Page7330 June 2 , 2003 Continued Board Reports and Comments 23 Sewer Residential Policy to be Considered June 9 , 2003 Commissioner Allen L Mims , Jr stated he has read the proposed revised sewer residential policy and feels this should be approved Commissioner Thomas M Moore stated he would like to delay any action on this matter at this time Commissioner Cookie Pope agreed 24 Moratorium on Group Homes Extended Commissioner Wade M Stewart pointed out the moratorium placed on group homes is about to expire and suggested it be extended for an additional 90 days He noted he is in the process of gathering some data about the number of complaints from the neighborhoods where these homes are located , and will report back to the Board when he has the information He pointed out that even though the County is limited in its authority concerning group homes , in his opinion , the legislation that exempts these homes from having to go through the rezoning process is a terrible injustice to the citizens here and elsewhere Upon a motion by Commissioner Wade M Stewart , seconded by Commissioner Allen L Mims , Jr and carried by unanimous vote , the Board extended the moratorium on Group Homes in the County for an additional ninety days 25 County Manager - Updates County Manager , Rick Hester , commented on the following items of interest lt; County will be conducting building inspections for the Town of Selma for the time being lt; Budget Hearings - Recommend fire departments be prepared to explain their proposed fire tax rate 26 Budget Hearings Scheduled The Board scheduled the following meetings to work on the 2003 - 2004 County Budget Monday , June 9 , 2003 - following rezoning meeting Tuesday , June 10 , 2003 - Fire Tax Requests will be discussed - Invite Fire Personnel Wednesday , June 18 , 2003 - School Budget Requests will be discussed - Invite Board
