10 1 Meeting of the Johnston County Board of Commissioners January 3 , 2005 The Johnston County Board of Commissioners met in regular session Monday , January 3 , 2005 , at 10 00 am in the Commissioners ’ Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Cookie Pope , Chairman , Wade M Stewart , Vice - Additions to System The Board reviewed petitions presented by the North Carolina Department of Transportation requesting the following roads be added to the State Secondary System for maintenance Cessna Lane , Graham’s Landing Subdivision , Pine Level Township Sandee Drive , Whitt Acres Subdivision , Pleasant Grove Township Commissioner W Ray Woodall moved the Board concur with the NC Department of Transportation’s request to add the above listed roads to the State Maintained System Commissioner Tony Braswell seconded the motion , which carried by unanimous vote 4 Department of Transportation - Annual Statement on Secondary Road Construction Commissioner Wade M Stewart moved the Board accept the NC DOT’s Annual Statement on Secondary Road Construction in Johnston County , as presented to the Board Commissioner Allen L Mims , Jr seconded the motion , which carried by unanimous vote Page2 January 3 , 2005 Continued 5 Introduction of Bond Order & Call for Public Hearing - 85 Million School Bond Issue The following Bond Order was discussed and its title was read BOND ORDER AUTHORIZING THE ISSUANCE OF 85,000,000 GENERAL OBLIGATION SCHOOL BONDS FOR THE PURPOSE OF FINANCING THE ACQUISITION , CONSTRUCTION AND EQUIPPING OF SCHOOL FACILITIES WHEREAS , the Board of Commissioners of Johnston County the “ Board ” has decided to pursue the issuance of general obligation school bonds in the maximum aggregate principal amount of 85,000,000 under the Local Government Bond Act the “ Act ” to finance the acquisition , construction and equipping of modifications , renovations , additions , improvements and extensions to existing school facilities and or one or more new buildings or other school facilities for Johnston County public schools , including acquisition of necessary land and rights - of - way ; and WHEREAS , the Board has filed an application with the Local Government Commission of North Carolina for approval of such bonds as required by the Act ; BE IT ORDERED by the Board of Commissioners for the County of Johnston , North Carolina 1 Pursuant to The Local Government Bond Act , as amended , the County of Johnston , North Carolina , is hereby authorized to issue general obligation bonds of Johnston County for the purpose of providing funds , together with any other available funds , to finance the acquisition , construction and equipping of modifications , renovations , additions , improvements and extensions to existing school facilities and or one or more new buildings or other school facilities for Johnston County public schools , including acquisition of necessary land and rights - North Johnston EMS Upon a motion by Commissioner Wade M Stewart , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board approved , on second reading , a change in franchise for the North Johnston EMS to upgrade their level of service from EMT - Ellington Memorial Library Board of Trustees - Presentation Sybil Champion , Chairman , Hocutt - Ellington Memorial Library Board of Trustees , addressed the Board seeking the County’s financial support on a proposed addition to their library The 2,135 sq ft expansion would provide a multipurpose room next to the present Children’s Room This space is greatly needed to accommodate the growing number of patrons using the library The library currently serves 13,568 citizens , with 269 new registrants last month Use of the public computers continues to grow at a rapid rate , especially the Spanish language computer , which is the only one in the County Ms Champion further commented that the children’s programs at the library are very strong , with over 100 children attending weekly The Board of Trustees has collections or pledges for 215,000 of the 300,000 needed for the addition She requested the Board allocate 25,000 in the County’s 05 -
