10 615 Meeting of the Johnston County Board of Commissioners September 5 , 2006 1 00 pm The Johnston County Board of Commissioners met in regular session Tuesday , September 5 , 2006 at 1 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Cookie Pope , Chairman , Wade M Stewart , Vice Chairman , Allen L Mims , Jr , Jeffrey P Carver , and DeVan Barbour Absent W Ray Woodall and Tony Braswell Also Present Rick J Hester , County Manager , April N Byrd , Clerk to the Board , John R Massey , Finance Officer , J Mark Payne , County Attorney , and Deva C Holt , Deputy Clerk The Chairman called the meeting to order and the following business was transacted 1 Minutes Approved Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Jeffrey P Carver and carried by unanimous vote , the Board approved the minutes for the August 14 , 2006 1 00 pm and 6 00 pm board meetings as presented 2 Public Comments A Highway Safety Program Kirk Williams , 203 Flamingo Drive , Clayton , informed the Board of a non - profit organization that he manages , which aims to reduce traffic accidents and make the roads safer throughout the United States The program particularly targets teenage drivers He noted that since invading Iraq in 2003 , the US has lost 2,300 soldiers ; during the same period of time , 22,000 teenagers have died as a result of traffic accidents throughout the US Mr Williams asked for the Commissioners support in raising awareness about the organization , and helping them partner with the Johnston County school system Lori Lofton , fellow non - profit member , further explained the program , and how it operates as a basic fundraising opportunity for the organizations involved The Board thanked Mr Williams and Ms Lofton for their interest in the safety of Johnston County’s citizens , and suggested they further discuss the program with the Board of Education B Visit from NC House Representative James Langdon , Jr NC House Representative James Langdon , Jr expressed appreciation to the Commissioners for their commitment to the citizens of Johnston County In his opinion , the State legislature did not do all they needed to for local governments with regards to the 06 - 07 budget He assured the Commissioners that he was working hard for the County and its citizens Chairman Cookie Pope thanked Representative Langdon for what he has done for Johnston County C Comments from Selma Mayor Charles Hester Selma Mayor Charles Hester thanked the Commissioners for their support , and gave a brief update on the Town of Selma He noted the Town has recently put up ETJ signs , and anticipates some annexation within these limits in the near future Further , the Town council recently voted to join the County’s 911 system D Introduction of New County Cooperative Extension Director Dr Donald Cobb , NC District Extension Director , introduced the new County Cooperative Extension Director , Bryant Spivey Dr Cobb noted that Mr Spivey has a strong agricultural background , and has worked with Cooperative Extension for the past 12 years in Onslow , Pender , and Duplin counties Mr Spivey stated that he appreciates the confidence placed in him by Johnston County and NC Cooperative Extension Services , and looks forward to helping the County’s citizens 3 Department of Transportation – Additions to SystemPage616 September 5 , 2006 – 1 00 pm Continued The Board reviewed petitions presented by the North Carolina Department of Transportation requesting the following roads be added to the State Secondary System for maintenance Helena Lane - Archer’s Cove Subdivision - Clayton Township Hillsdale Drive - Hillsdale Village Subdivision - Wilders Township Commissioner DeVan Barbour moved the Board concur with the NC Department of Transportation’s request to add the above listed roads to the State Maintained System Commissioner Jeffrey P Carver seconded the motion which carried by unanimous vote 4 Proclamation - Fall Litter Sweep - September 16 - 30 , 2006 Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner DeVan Barbour and carried by unanimous vote , the Board adopted the following proclamation declaring September 16 - 30 , 2006 as Fall Litter Sweep Week PROCLAMATION FALL LITTER SWEEP 2006 WHEREAS , Johnston County , as well as all of North Carolina , enjoys the beautiful scenery and clean environment , which are a source of great pride , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the North Carolina Department of Transportation annually organizes a statewide fall roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , a fall cleanup campaign has been planned for September 16 - 30 , 2006 , to help educate the public about the harmful effects of litter on the environment and give every citizen the opportunity to take responsibility for clean roads in North Carolina ; and WHEREAS , the Litter Sweep cleanup will be a part of educating the children of this great State regarding the importance of a clean environment to the quality of life in North Carolina ; and WHEREAS , the 2006 fall cleanup will acknowledge the 18th Anniversary of the North Carolina Adopt - A - Highway program and its thousands of volunteers who labor throughout the year to keep our roadsides clean NOW , THEREFORE , THE JOHNSTON COUNTY BOARD OF COMMISSIONERS , does hereby proclaim September 16 - 30 , 2006 as LITTER SWEEP in Johnston County , and urges all citizens to participate in keeping our roadsides clean and to reduce and recycle solid waste 5 Proclamation - American Business Women’s Day - September 22 , 2006 Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Wade M Stewart and carried by unanimous vote , the Board adopted the following proclamation declaring September 22 , 2006 as American Business Women’s Day in Johnston County PROCLAMATION AMERICAN BUSINESS WOMEN’S DAY WHEREAS , in salute to the more than 80,000 American Business Women’s Association ABWA members for their supportive efforts in helping all women advance through education , and for developing an informed and responsible citizenry , NOW , THEREFORE , the Johnston County Board of Commissioners does hereby proclaim , September 22 , 2006 , as American Business Women’s Day in Johnston County 6 Technology Services - Presentation of New County Website Technology Services Director Terry Ellis and staff member Ellen Beck presented the new Johnston County website The theme of the new website is “ Blending the richness of the past with the promises of the future ” Mr Ellis noted the site is very citizen friendly , and offers a wealth of information to users Ms Beck illustrated several of the site’s latest features including a listing of 82 frequently asked questions and a page for new residents 7 Surplus Property - 911 Communications Jason Barbour , Director of 911 Communications , requested the Board declare surplus a 32 channel Dictaphone Freedom System , and authorize staff to sell the equipment by upset bid , according to NCGS 160A - 266 He noted the equipment is outdated and no longer in service Edge One Solutions , Inc has made an offer to purchase the equipment for 900 Page617 September 5 , 2006 – 1 00 pm Continued Upon a motion by Commissioner Wade M Stewart , seconded by Commissioner Jeffrey P Carver and carried by unanimous vote , the Board declared surplus a 32 channel Dictaphone Freedom System , and authorized staff to sell the equipment by upset bid 8 911 Communications - Request to Approve New Positions Jason Barbour , Director of 911 Communications , requested the Board approve four new dispatcher positions and related training expenses The Selma Town Council recently voted to eliminate their police dispatching service and join the County’s center effective January 1 , 2007 To be consistent with agreements with other municipalities , Mr Barbour requested the County fund two positions , with the Town of Selma funding the other two positions The training period for the new employees will be during the fall of 2006 With regards to the current FY 06 -
