10 165 Meeting of the Johnston County Board of Commissioners April 17 , 2007 Anti - Litter Forum The Johnston County Board of Commissioners met in special session Tuesday , April 17 , 2007 at the Johnston County Agriculture Building located at 2736 NC 210 Highway , Smithfield , North Carolina , 27577 The following members were present Present Cookie Pope , Chairman , Wade M Stewart , Vice Chairman , W Ray Woodall , and Tony Braswell Absent Allen L Mims , Jr , Jeffrey P Carver , and DeVan Barbour Note The Board of Commissioners established an Anti - Litter forum ; the Forum scheduled a meeting for April 17 , 2007 Since a quorum of Commissioners were in attendance , the meeting is being treated as a special meeting of the Board of Commissioners for the limited purpose of attending the Forum meeting and to fully comply with North Carolina Open Meetings Law Full attendance on the part of the Board of Commissioners was not expected and many had other obligations Commissioner Allen L Mims , Jr attended a Johnston County Planning Board meeting scheduled for the same time as the Forum meeting Also Present Rick J Hester , County Manager and Deva C Holt , Deputy Clerk to the Board Other Staff in Attendance Public Utilities Director Tim Broome , Assistant Public Utilities Director Haywood Phthisic , Landfill Supervisor Rick Proctor Panel Members Susan Woodard , Keep Johnston County Beautiful ; Jeff Allen , PE , NCDOT County Maintenance Engineer ; George Kapetanakis , NCDOT Litter Programs Coordinator ; Brenda Pittman , Johnston County Correctional Road Squads Chairman Pope called the meeting to order Citizen Denton Lee led those in attendance in the pledge of allegiance to the American flag Commissioner W Ray Woodall opened the meeting with a prayer This informational meeting was held to kick - off an Anti - Litter campaign and to give the public an opportunity to address the Board concerning litter in Johnston County The meeting was held to correspond th th with NCDOT’s Spring Litter Sweep Campaign which began April 14 and will end on April 28 Each panel member gave a brief presentation to those in attendance Approximately twenty citizens were in attendance Mayor Charles Hester PO Box 97 , Selma Denton Lee 9239 Cleveland Road , Clayton Lawrence Hilliker 102 West Heath Avenue , Smithfield Leon Powell 2026 Cleveland Road , Smithfield Jerryanna Allen 236 Larchmont Road , Fayetteville David Byrd 725 Byrd Road , Selma , NC Tom & Kara Kuebler 520 Campground Road , Selma Bettie Robinson 309 North Street , Smithfield Joe Morgan 610 South First Street , Smithfield Rick Childrey 1105 South Crescent Street , Smithfield Ken & Patsy Taylor 1755 Gordon Road , Clayton Deborah Jackson 1014 North Street , Smithfield Tony Tetterton 428 Campground Road , Selma Bruce Woodard 707 South Crescent Drive , Smithfield Sandy Johnson 195 Quail Road , Smithfield Sarah Ann Sasser PO Box 736 , Smithfield James Massey 101 East Rose Street , Smithfield Donald Putnam 2884 NC 210 , Smithfield The group of citizens in attendance had many suggestions and comments o Integrate penalties for littering into written driver’s license test o Increased signage about penalties available in English and Spanish o Expanded County recycling program Page166 April 17 , 2007 – 7 30 pm Continued o Litter clean - up as supervised community sentencing o Increased legal penalties for littering o Education for new residents and in elementary schools o Schedule NCDOT roadside mowing for after trash pick - up o Dedicate officer to litter enforcement o Impose taxes on primary sources of letter to fund clean - up A follow up meeting will be held at a later date There being no further business , Commissioner Tony Braswell moved the Board adjourn Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote __________________________________ Cookie Pope , Chairman __________________________________ Deva C Holt , Deputy Clerk to the BoardPage
