10 40 Meeting of the Johnston County Board of Commissioners February 5 , 2007 10 00 am The Johnston County Board of Commissioners met in regular session Monday , February 5 , 2007 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Cookie Pope , Chairman , Wade M Stewart , Vice Chairman , Allen L Mims , Jr , Jeffrey P Carver , W Ray Woodall , DeVan Barbour and Tony Braswell Absent None Also Present Rick J Hester , County Manager , April N Byrd , Clerk to the Board , John R Massey , Finance Officer , J Mark Payne , County Attorney , and Deva C Holt , Deputy Clerk Chairman Pope called the meeting to order Commissioner W Ray Woodall opened the meeting with a prayer Commissioner Tony Braswell led those in attendance in the pledge of allegiance to the American flag 1 Minutes Approved Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board approved the minutes for the January 2 , 2007 10 00 am and 6 00 pm board meetings as presented th 2 Resolution of Appreciation to Carl E Lamm on His 80 Birthday Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner W Ray Woodall and th carried by unanimous vote , the Board adopted the following resolution honoring Carl E Lamm on his 80 birthday Resolution of Appreciation to Carl E Lamm on His 80th Birthday Whereas Carl E Lamm , president and general manager of Smithfield’s Radio Station , WMPM , has been a well - known personality in Johnston County and throughout the entire region for many years , having gained the affectionate title of “ Voice of Eastern Carolina ; ” and Whereas 2007 marks Carl Lamm’s 60th year in broadcasting ; with most of those years at WMPM , providing Johnston County citizens the best in country music and southern gospel , interspersed with Carl’s own special flavor of news , sports and items of local interest ; and Whereas Carl Lamm has garnered national attention , having been recognized as one of the nation’s top country music DJ’s , even appearing as an invited guest on the Grand Ole Opry in Nashville , Tennessee ; and Whereas At the state level , he has been inducted into the NC Broadcaster’s Hall of Fame ; voted in 1971 by a Raleigh league as NC Sports Broadcaster of the year , profiled in a number of newspaper and magazine articles , billed in Our State Magazine as one of the legends of broadcasting in NC ; and received the prestigious Governor’s “ Order of the Long Leaf Pine , ” the highest award any citizen of NC can receive ; and Whereas At the local level , Carl has been a tremendous support to Johnston County’s farming community , having provided daily broadcast on the local Tobacco Market for more than 50 years , and in 1994 he was inducted into the Johnston County Agriculture Hall of Fame ; and Whereas Carl Lamm has received numerous civic awards and recognitions for his involvement in the local community clubs and organizations , lending his personal and professional support to a number of charities and community causes ; and , Whereas Carl has been a faithful member of his church , having taught a Sunday School class for more than 50 years Now , Therefore , the Johnston County Board of Commissioners does hereby join Carl E Lamm in celebrating his 80th birthday on February 28 , 2007 , thanking him for his many contributions to Johnston County , and wishing him good health , happiness , and continued broadcasting at WMPM 3 Public Comments A Annual Neuse River Clean - up – Saturday , April 14 , 2007 Jacqueline Murphy Miller , representative from the Neuse River Foundation , requested the Board waive th the landfill tipping fees for trash collected in Johnston County on Saturday , April 14 , 2007 , during the 5 Annual Neuse River Clean - up The clean - up will extend from Falls Dam in Raleigh to the Smithfield Town Commons Commissioner Tony Braswell moved the Board waive the landfill tipping fees for trash collected in th Johnston County on Saturday , April 14 , 2007 , during the 5 Annual Neuse River Clean - up Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote Page41 February 5 , 2007 – 10 00 am Continued B Request Support for Relay for Life Jackie Parrish , representing Relay for Life , thanked the Commissioners for their support last year and requested their support again this year C Princeton Library Open House Barry Merrill , with the Princeton News Leader and a member of the Princeton area library supporters , thanked the Commissioners for their continued support , and invited them to an open house at the Princeton Public Library on March 5 , 2007 Chairman Pope interrupted the Public Comment period to hold public hearings scheduled for 10 15 am , 10 20 am , and 10 25 am 4 Public Hearing - 10 15 am - School Bond Order and Call for Referendum Advertised January 9 , 2007 - The Smithfield Herald Chairman Pope opened the public hearing at 10 18 am and invited anyone to come forward who wished to address the Board on the questions of the validity of the bond order and the advisability of issuing the proposed 99 Million School Bond Amy Devereaux , 512 Contessa Court , Clayton , NC , expressed support for the 99,000,000 School Bond Referendum Manly Turner , 2256 Shotwell Road , Clayton , NC , President of the Greater Cleveland Athletic Association , also expressed support for the 99,000,000 School Bond Referendum There being no further comments , Chairman Pope closed the public hearing School Bond Issue Adopted and Resolution Calling for Referendum Approved After consideration of the public hearing , Commissioner W Ray Woodall , moved the adoption of the Bond Order entitled BOND ORDER AUTHORIZING THE ISSUANCE OF 99,000,000 GENERAL OBLIGATION SCHOOL BONDS FOR THE PURPOSE OF FINANCING THE ACQUISITION , CONSTRUCTION AND EQUIPPING OF SCHOOL FACILITIES Commissioner DeVan Barbour seconded the motion and the Bond Order was passed and adopted by the following vote Ayes Commissioners Cookie Pope , Wade M Stewart , Allen L Mims , Jr , W Ray Woodall , Jeffrey P Carver , DeVan Barbour , and Tony Braswell Nays None Not Voting None The following resolution was then introduced and its title was read RESOLUTION CALLING FOR REFERENDUM ON 99,000,000 GENERAL OBLIGATION SCHOOL BONDS , PROVIDING FOR NOTICE OF SUCH REFERENDUM AND PUBLICATION OF BOND ORDER AS ADOPTED WHEREAS , the Board of Commissioners of Johnston County the “ Board ” has today adopted a Bond Order entitled “ BOND ORDER AUTHORIZING THE ISSUANCE OF 99,000,000 GENERAL OBLIGATION SCHOOL BONDS FOR THE PURPOSE OF FINANCING THE ACQUISITION , CONSTRUCTION AND EQUIPPING OF SCHOOL FACILITIES ” ; and WHEREAS , NCGS § 159 - Holders Archer Lodge area JCS staff has reviewed the property extensively , and agrees this will be a great site for a high school location Commissioner Allen L Mims , Jr , asked if the Board of Education has an appraisal for the property Dr Parker responded there is not an appraisal for this particular site , however , there is an appraisal for a similar property the Bridges parcel , in which the purchase price was 16,200 per acre compared to the appraisal value of 10,000 per acre JCS staff’s opinion is the appraisal value would be the same for the subject property Also , the Edwards ’ property , which is in the vicinity and planned for a new middle school , appraised at 9,000 per acre Commissioner Mims expressed concern that an appraisal was not performed for the subject property Page049 February 5 , 2007 – 10 00 am Continued In response to a question from Commissioner Wade M Stewart regarding how much land is required for a high school , Dr Parker stated typically staff looks for 100 acres He emphasized the same amount of acreage is needed for a school with a 1,200 student body capacity as a school with a 1,600 student body capacity The core areas are planned for 1,600 students and the classroom area for 1,200 students , with the ability to build onto the classroom space in the future Commissioner Stewart noted the Board is under pressure from citizens for the community to have the ability to utilize school buildings and facilities Dr Parker stated the School Board and Administration are willing to do this , and believe the schools should be used by the community Commissioner Jeffrey P Carver referenced the plat of the property for the new high school , and stated that it appears the property is land -
