thanked the Town of Smithfield Officials and staff along with Smithfield EMS and Fire Department personnel present at the meeting for their cooperation and good working relationship with the County Chairman Pope stated one of her goals as Chairman , has been to ensure the County and the municipalities work together in agreement and she appreciated the cooperative efforts of the Town of Smithfield At the request of the Chairman , Mayor Norman Johnson introduced the following representatives from Smithfield Town Councilman Sydney Broadwell , Chief of Police Steve Gillikin , and Town Manager Pete Connet Smithfield Director of Emergency Services Patrick Harris introduced the following Smithfield emergency personnel EMS Division Chief Billy Langston , Smithfield Fire Captain Troy Byrd , and Division Chief Fire Marshall Paul Whitehurst Chairman Pope also recognized Smithfield Downtown Development Director Chris Johnson Mr Johnson noted the importance of the Johnston County Courthouse to the Smithfield downtown area and stated he looked forward to working with the County in the future 4 “ State of the County ” Address by Chairman Cookie Pope Chairman Cookie Pope presented the following “ State of the County ” address It is a privilege to share the State of the County address with you today One year ago , I shared board goals and objectives for calendar year 2007 as follows Continue to be a leader in customer service While not perfect , we believe our agencies provide excellent customer service With our commitment to in - house training programs , our service delivery will continue to improve The citizens of Johnston County deserve it Continue to look for ways to save taxpayers money We recently received a bond rating upgrade from Standard and Poors for a recent bond sale The estimated savings to taxpayers is 16 million over the life of that particular bond sale Continue to look for opportunities to improve our land use planning ordinances and discuss the recommendations of the growth management committee At our planning session in February 2007 , we established a blue ribbon committee to evaluate and make recommendations and the committee provided those recommendations this past fall We have held two community meetings for citizen input as relates to land use planning and other related topics Two more meetings are planned for January 2008 The board has reviewed ETJ extension requests from all the towns and has acted on most of them We expect to finalize decisions related to the blue ribbon committee report and land use planning in 2008 Continue to work closely with the economic development advisory board and staff to assist companies that are currently in Johnston County and encourage them to grow The board approved several economic development incentive grants during 2007 and we expect more exciting announcements in 2008 Continue to support public safety programs in Johnston County This has always been , and will continue to be , one of our main objectives as leaders The board funded additional positions for Sheriff Bizzell in this year’s budget We also appreciate the work of our emergencyPagePage pageNumber7533 January 7 , 2008 – 10 00 am Continued services agencies and 9 - 1 - 1 communications There is nothing more important than the safety of our citizens Other board actions in the past year that are highlights in my opinion are as follows Ensured a reliable water supply capacity for the future by acquiring an abandoned rock quarry north of Princeton This quarry will provide a water storage volume of approximately 500 million gallons and approximately 120 acres of surrounding land for a new water treatment plant Partnered with the Town of Four Oaks to create the Central Johnston Industrial Park The Board approved a conditional commitment of funding in the amount of 1 million to assist with the extension of water and wastewater infrastructure to the first phase of the Park , provided the Johnston County Industrial Development Corporation could secure options to purchase on the various properties Options have been obtained from several property owners totaling 347 acres Continued to support Johnston County Schools , Johnston Community College and recreation by voting to place referendums on the May 2007 ballot They were all approved by an overwhelming majority of the voters The Board also approved land purchases for new high schools in the Archer Lodge and Cleveland areas Held two public forums on the importance of keeping Johnston County litter - free Eliminated fire inspection fees for businesses Approved financial policy guidelines so that we can improve our opportunity for future bond rating increases to save taxpayers money Approved bids for the final rural water district in the O’Neals area as well as bids for expansion of our water treatment facility Johnston County is a wonderful place to live , work and raise a family We are proud of our partnerships with the municipalities , chambers of commerce , small and large business owners , Johnston Memorial Hospital , Johnston County Schools , Johnston Community College and so many others We also salute those that are in or have served in our military Without their dedicated service , we wouldn’t be able to enjoy the many opportunities and freedoms we have today Thanks to our many volunteers who serve in numerous capacities throughout our County We greatly support and appreciate our agricultural and horticultural partners Unfortunately , this drought has created many hardships for them this past year and we will continue to pray that we will have rain this winter And let us not forget the faith community that does so much to help those in need We are strongly committed to doing all we can to partner with the North Carolina Department of Transportation to assist with traffic concerns in our County I applaud the cooperation and hard work of my fellow Commissioners in Co PA , presented the audit report for the fiscal year ending June 30 , 2007 He stated the County received an unqualified opinion , ie , “ clean report ” , which has been approved by the Local Government Commission Mr Thompson reported in a broad sense , the County’s major funds are in good financial condition and presented the following summarization of some of the key items in the audit growth Johnston County has experienced , the fund balance as well as the proprietary funds appear to be in good shape He noted the Water Fund must be monitored , as a precaution , due to the significant expansions over the last few years Mr Thompson pointed out historically , from a cash flow standpoint , the County has consistently shown a positive cash flow in the General Fund ; however , a negative net asset balance is indicated in the audit The negative net asset balance is a direct result of the County incurring large amounts of debt to pay for school construction with the assets being owned by Johnston County Schools Mr Thompson reiterated he believes the County is financially sound and noted this is confirmed by past bond rating upgrades In response to questions from Commissioner Tony Braswell , Mr Thompson confirmed that the liabilities exceeding the assets was in direct correlation to the debt incurred for new school construction with those assets being owned by Johnston County Schools rather than the County Further , Mr Thompson indicated his calculations are based on LGC guidelines which show an unreserved fund balance of 173 which is higher than the required 15 under the County’s Financial Policy Guidelines County Manager Rick Hester noted based on the County’s calculations , the unreserved fund balance stands at approximately 14 which is more conservative than the Local Government Commission Commissioner Braswell commented there may be some confusion with the two different calculation methods Commissioner Jeffrey P Carver asked if this year was the first time the County has reflected a negative net worth County Finance Officer John Massey responded the audit report began to show a negative net worth when the County began accumulating debt for new school construction with no asset to offset the debt Commissioner Carver reminded everyone that the audit is a snapshot in time and he would like to see the County’s calculations mirror that of the Local Government Commission Mr Massey reported he had done some additional calculations by subtracting out funds that he knew were earmarked for certain projects , such as funds associated with Mental Health , the Sheriff’s Department , lottery proceeds for Johnston County Schools , and the fee in lieu of open space funds which brought thePagePage pageNumber9535 January 7 , 2008 – 10 00 am Continued unreserved fund balance down to 1439 Mr Massey acknowledged the wording of the County’s fund balance policy guideline should perhaps be adjusted to avoid confusion Commissioner Allen L Mims , Jr questioned what could be done in the future for the Board to receive the audit report sooner Mr Thompson stated a draft report could be submitted to the Board perhaps as early as the end of October or November , but cautioned this would not be an LGC approved draft Mr Massey noted there are many agencies that must submit information for the audit and it can be difficult to get all the information from the agencies to Mr Thompson in a timely manner Mr Massey indicated this was an issue that he would like to discuss further with the Finance Committee 6 Request for Tax Exempt Loan Status – Cleveland Volunteer Fire Department Chris Ellington , Cleveland Volunteer Fire Department Chief , addressed the Board and stated the loan would be used to construct a substation near the intersection of Interstate 40 and NC Hwy 42 The amount of the loan requested is 1,600,000 and would be financed through United Financial of North Carolina , Inc Mr Ellington noted approximately 70 of the Cleveland Fire Department’s calls are from the Interstate 40 NC Hwy 42 area , hence the need for the substation At the inquiry of Commissioner Jeffrey P Carver , Mr Ellington verified that the loan for the substation would not affect their current tax rate Further , Mr Ellington stated the Department solicited and received five bids for the project Chairman Cookie Pope asked if the new substation would change the status of the current Cleveland Volunteer Fire Department in any way Mr Ellington reported the substation would only be an addition to the Department In response to questions from Commissioner Allen L Mims , Jr , Mr Ellington reported the land for the new substation was donated by Cleveland Springs , LLC and while the Department could always use more volunteers , currently there was an adequate number for both stations Commissioner Carver asked how the substation would affect equipment needs Mr Ellington stated currently the Department has enough equipment for both stations ; however , they are expecting to receive some new equipment this month Upon a motion by Commissioner Tony Braswell , seconded by Commissioner W Ray Woodall and carried by unanimous vote , the Board adopted the following resolution approving tax exempt loan status for the Cleveland Volunteer Fire Department NOW , THEREFORE , BE IT HEREBY RESOLVED , that the Board of Commissioners of Johnston County , North Carolina , does hereby approve a tax - exempt loan to the Cleveland Volunteer Fire Department of Johnston County , North Carolina the “ VFD 10 30 am – Economic Development Incentive Grant Advertised December 28 , 2007 in The Smithfield Herald The Chairman opened the public hearing and called on Economic Development Director Michael de Sherbinin to address the Board Mr de Sherbinin introduced Dave Wood , General Manager for PGI Nonwovens of Benson , and stated the purpose of the hearing was to consider an Economic Development Incentive Grant EDIG between the County and PGI for a proposed expansion at their Benson facility Mr de Sherbinin recalled in September 2007 , the Board entered into an EDIG with PGI for a new product line , which is now fully operational and exceeding expectations in the marketplace If the new proposed expansion is approved by PGI corporate , it could create approximately 50 new jobs with a capital investment of 100 million In an effort to help position the Benson facility for the new proposed investment , Mr de Sherbinin requested the Board to consider approving the EDIG agreement as 50 of the net new ad valorem taxes over and above the existing base amount for a period of five consecutive years Mr Wood stated he anticipated a decision on the proposed expansion by corporate during the next few months and noted the project was also evaluating other areas in the United States as well as an overseas location Mr Wood reported the EDIG would help make the Benson location more attractive and the expansion would add new jobs as well as ensure the security of existing workers Commissioner Tony Braswell commented he appreciated the opportunity to tour the Benson facility recently Commissioner W Ray Woodall noted at the recent tour , he was most impressed by the technology at the Benson plant and he supported any future expansions at the Benson facility Commissioner Woodall stated the Board must continue to assist the County’s existing businesses as well as attract new companies Commissioner Jeffrey P Carver inquired about a past incentive grant agreement with PGI regarding a natural gas line extension Mr de Sherbinin reported the natural gas line extension agreement has one more year left before it will expire He noted the EDIG agreement as proposed for this expansion would mirror the past agreement format for other projects There being no further comments , the Chairman closed the public hearing Decision - Economic Development Incentive Grant Commissioner DeVan Barbour moved the Board approve the Economic Development Incentive Grant Agreement as proposed between the County and Chicopee , Inc PGI Nonwovens Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote Page1537 January 7 , 2008 – 10 00 am Continued 9 Neuse Charter School Update Dave Neville , Chairman for the Neuse Charter School Board of Directors , thanked the Board for their support of the newly formed Neuse Charter School Mr Neville noted the school receives some of its funding from Johnston County , through the Johnston County Board of Education , and he wanted to provide the Board with an update of their current status Mr Neville introduced Executive Board Member Chris Johnson , School Director Dean Olah , Curriculum Coordinator Dr Johna Faulconer , and parent Jimmy Lloyd Mr Neville reported the school opened with 200 students enrolled and have experienced a minimal attrition rate of only 2 with the current enrollment at 196 Mr Neville noted a normal attrition rate for first year charter schools is 20 Approximately 63 of the students reside in the Smithfield - Selma area , 25 from the Clayton Cleveland area , and the remaining 12 from other areas in the County By law , charter schools must offer admission to all North Carolina students ; however , currently 98 of the Neuse Charter School student population resides in Johnston County In response to a question from Commissioner W Ray Woodall , Mr Neville reported if a student lives in another county , then that county must pay their respective per pupil expenditure to Johnston County Mr Neville informed the Board that at present , the school does not offer bussing or food services and they have been fortunate to lease their facility for 100 per year from the Town of Selma The academic standards are in line with North Carolina schools and foreign language classes are offered to students Mr Neville pointed out the charter school is not a private school and parents do not have to pay tuition for their children to attend Chairman Cookie Pope asked about an athletics program at the school Mr Neville reported the Neuse Charter School is currently Kindergarten through Grade 5 and does not have to offer athletics until Grade 7 Over the next few years , there are plans to add Grades 6 , 7 , and 8 Mr Neville stated he has attended a number of economic development seminars and education is always a topic of discussion It is the hopes of the Neuse Charter School to help spur economic development opportunities for Johnston County Commissioner Jeffrey P Carver inquired about teacher recruitment and retention Dean Olah , School Director , stated recruitment and retention is a difficult issue for every school The Neuse Charter School offers limited class sizes which are attractive to most teachers and he felt this is a good recruiting tool Commissioner Allen L Mims , Jr asked about the hours of operation for the school Mr Olah reported the Neuse Charter School operates on the traditional schools hours as Johnston County currently does Upon a question from Commissioner Tony Braswell , Mr Olah stated the Town of Selma received a 75,000 grant from USDA to up - fit some additional classroom space to accommodate additional grades Commissioner DeVan Barbour inquired if Johnston County children , currently attending charter schools out - of - county , had expressed an interest in returning to possibly enroll at the Neuse Charter School Mr Neville noted approximately 175 Johnston County children attend out - of - county charter schools , primarily in Wake County , and most of those families reside close to the Wake County Johnston County line To date , there has not been an influx of students back into Johnston County ; however , this information has not been formally tracked Commissioner Mims noted enrollment at the charter school is voluntary and asked if this has had an impact on discipline problems Mr Olah reported discipline problems at the school so far , have been minimal Mr Neville thanked the Commissioners again and commented on the importance of all the volunteers at the school Page2538 January 7 , 2008 – 10 00 am Continued Chairman Pope noted the charter school had been in the planning stages for a number of years and she wished the school much success in the future Chris Johnson , Neuse Charter School Executive Board Member , stated he also appreciated the support from Johnston County and thanked Mr Neville for his time and efforts devoted to the school The Board took a five minute recess 10 Council on Aging – Request County Match for Grant Funds Donna Creech , Executive Director of Johnston County Council on Aging , introduced JCATS Transportation Manager Lynn Bermingham Ms Bermingham requested the Board approve a match in the amount of 83,236 to the NC DOT Community Transportation Program grant for FY 08 - 09 The total grant from the NC DOT is for 692,497 , and is the major administrative and capital grant with which JCATS operates Ms Bermingham noted the following for use of the Federal and State grant and County match • 279,717 administrative and employee development budget request o 178,968 JCATS Administrative Staff o 100,749 employee education as well as other administrative expenses • 412,780 capital budget request o 390,000 for 4 replacement and 2 expansion vehicles o 4,700 for logos for new vehicles and tools o 500 for baseline technology server storage expansion o 17,580 for safety and security speed bumps , gravel , surveillance Ms Bermingham pointed out that the match , if approved , would be incorporated into the Council on Aging’s budget to be submitted in June for FY 08 - 09 In response to questions from Commissioner W Ray Woodall , Ms Bermingham reported the lead driver for JCATS coordinates the maintenance program through contract with local vendors Currently , there is no in - house maintenance Further , Ms Bermingham clarified that the JCATS fleet consists of 25 ft and 22 ft light transit vehicles as well as conversion vans with eleven of the vehicles being wheelchair accessible Ms Bermingham stated she works with the NC DOT on a regular basis to ensure proper vehicle utilization The new vehicles requested in the application are to replace existing vehicles which have met their mileage threshold , according to NC DOT guidelines Commissioner Tony Braswell inquired about the process of selling vehicles taken out of service Ms Bermingham reported JCATS utilizes the sealed bid process and the funds received are put back into the system Upon questions from Commissioner Allen L Mims , Jr , Ms Bermingham noted any additional funds received from either the sale of older vehicles or advertising are used to help offset operation expenses Regarding advertising on the JCATS vehicles , typically those are one year contracts Commissioner DeVan Barbour moved the Board Permanent Positions Earl Marett , Director for the Department of Social Services , requested three additional permanent positions for the Special Assistance In Home and Therapeutic Foster Care Programs , as follows a Licensed Clinical Social Worker , a Social Worker II , and an Accounting Specialist II Mr Marett explained that Johnston County was awarded 35 additional slots for the Special Assistance In Home Program to serve elderly and disabled adults The program allows individuals who receive assistance to remain in their homes as opposed to being placed in an assisted living or nursing home facility The additional 35 individuals will cause an increasedPage3539 January 7 , 2008 – 10 00 am Continued caseload for the program that will require an additional social worker Mr Marett noted funding for the Social Worker II position would be reimbursed at 40 per hour Mr Marett further explained the Licensed Clinical Social Worker is needed for the Therapeutic Foster Care Program and would be funded by Medicaid reimbursement Currently , the Department has 26 children in therapeutic foster care and group homes with ten of those children in out - of - county facilities Mr Marett reported the group home atmosphere , on many occasions , is a less than ideal environment By creating the Department’s own therapeutic foster homes and recruiting foster parents , it is hoped that these children can be placed in individual homes to help improve behavior patterns and increase stability The Department hopes to utilize the LINKS program which teaches life skills such as cooking , washing clothes , and how to live independently Mr Marett reiterated the Department receives 40 per hour for at risk case management and this would be sufficient to pay for the three additional positions At the inquiry of Commissioner Allen L Mims , Jr , Mr Marett stated all 26 children in therapeutic or foster homes are Johnston County citizens ; however , ten of those children are placed into group homes or therapeutic foster homes outside of the County He noted that children from other counties also occupy homes inside Johnston County Mr Marett reported if less than 40 per hour is spent on the three positions , the balance of those unspent funds would be returned Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Wade M Stewart and carried by unanimous vote , the Board approved the three additional permanent positions for the SA In Home and Therapeutic Foster Care Programs , as follows a Licensed Clinical Social Worker , a Social Worker II , and an Accounting Specialist II , with funding to be provided by State and Federal reimbursement In response to a question from Commissioner Tony Braswell Mr Marett reported he did not foresee requesting any other additional positions this fiscal year 12 Emergency Services – Re - establishment of the Homeland Security Coordinating Group Kim Robertson , Director of Emergency Services , informed the Board that Emergency Services has recently been advised due to federal mandates for a regional planning approach , it will be necessary for the County to re - establish the existing Homeland Security Coordinating Group as the Domestic Preparedness and Readiness Committee DPRC The purpose of the committee will be similar to the current Homeland Security Coordinating Group , with some slight changes to the required discipline representation Upon a motion by Commissioner W Ray Woodall , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board re - established the existing Homeland Security Coordinating Group as the Domestic Preparedness and Readiness Committee , per staff’s recommendation 13 Emergency Services – EMSStar Presentation of EMS System Assessment Findings Kim Robertson , Director of Emergency Services , introduced John Chew , Owner of The EMSStar Group , LLC , to present the EMS System Assessment findings to the Board Mr Chew provided the Board with a background of The EMSStar Group as well as explained the methodology used to conduct the Johnston County EMS System Assessment Mr Chew noted the benchmarking process of the assessment compares the current status of Johnston County’s EMS System to a national set of benchmarks rather than a comparison against other counties in North Carolina The objective of the assessment is to move Johnston County towards the national standard of excellence Mr Chew reviewed the following recommendations with the Board , as presented in the EMSStar Assessment • Regulation and Policy o Amend the Johnston County Code of Ordinances to charge the Office of Emergency Services with the responsibility and authority to manage the delivery of emergency medical services in the county Further , charge the Director to work with the emergency services advisory committee to implement a county - wide EMS system o Develop a comprehensive emergency medical services plan for the delivery of EMS in Johnston County The plan should address a timeline for transition to a system that capitalizes on current EMS agency strengths and increases the county’s role in providing service to assure consistent and reliable countywide EMS service Page4540 January 7 , 2008 – 10 00 am Continued o Develop and enforce a program that ties management and financial performance to continued county funding for all agencies and hold agencies accountable for compliance o Develop a long term funding plan for EMS to assure reliable and consistent levels of service throughout the county • Resource Management o Develop an appropriate county - wide infrastructure to include hiring an EMS manager with expertise in system management , design , evaluation and deployment o Develop a comprehensive strategic plan based on sound demographic and other data Funding decisions should be made based upon the plan and compliance with other requirements established by the JCES o Develop and implement an EMS provider recruitment strategy across the county to assist the organizations in recruiting and maintaining an adequate number of EMS providers o Develop a method to evaluate response times by geographical area , municipality , county , etc so that individual agency response and overall county system performance can be evaluated o Develop a system performance monitoring system dashboard and institute a monthly review of data that is shared and analyzed with EMS providers • Human Resources and Training o Establish a centralized personnel record system for all EMS personnel and maintain active rosters in JCES o Enhance the relationship with Johnston Community College and establish a means to increase the staffing levels of certified instructors to assist with training and recertification o Provide First Medical Responder training to additional fire departments to further increase the number of first response fire units o Establish a needs assessment for future personnel needs throughout the county • Transportation o Develop a transportation component of the EMS plan that includes a response and deployment strategy for the entire county , utilizing the CAD’s records management system , EMS Charts © , and other available demand analysis tools ie Marvelis © , Firehouse © , Fire Analysis Tools © , etc o Develop a long range plan that addresses the potential demands placed on the county’s EMS system caused by rapid growth o Develop a countywide ambulance replacement strategy and include it in the county’s capital plan o Reinstitute the requirement for EVOC for all EMS emergency vehicle operators • Facilities o Continue active participation by JMH in the EMS system by a qualified emergency physician o Ensure that JMH is participating in EMS quality improvement efforts , in part by providing the EMS system with meaningful patient follow - up or outcome information o Develop and enhance relationships between JMH and tertiary care centers to improve appropriate movement of patients • Communications o Develop a communications component of the EMS plan that clearly identifies a strategy for asset replacement o Create and distribute reports that clearly identify EMS system performance o Develop and implement a plan to utilize unit dispatching procedures in the CAD system o Develop a system where ambulance units are identified on a real - time basis to the dispatch center as “ in service and available ” • Public Information and Education Prevention o Develop a program for the entire county , with emphasis on using readymade resources , to assist agencies with recruitment and retention o Provide PIO training to EMS personnel and develop a policy on how to interact with media on emergency scenes o Complete an assessment of injuries and accidents in the county , and provide information to EMS agencies and the media outlets to raise awareness o Develop a citizen awareness program to inform them of the EMS system and how the system works o Perform routine analysis of pre - hospital care reports and trauma registry data to determine trends in injuries and illness , and then establish public education programs that delivers prevention education in those areas • Medical Direction o Develop an EMS Medical Director job description that establishes expectations or deliverables and incorporates elements recommended by the North Carolina College of Emergency Physicians and the National Association of EMS Physicians o Include reference to the EMS medical director and his her roles in an updated Johnston County EMS ordinance o Plan and implement periodic “ grand rounds ” style continuing education programs that include presentations by the EMS medical director Page5541 January 7 , 2008 – 10 00 am Continued o Identify and implement means for the EMS medical director to develop a periodic field presence • Trauma Systems o Evaluate RAC participation options in the context of benefits to the EMS system and hospital and destinations of referred trauma patients o Establish improved communications links with referral trauma centers in order to facilitate exchange of quality improvement - related information about trauma patients , including meaningful feedback and follow - up o Develop efforts to provide education aimed at injury prevention , and attempt to measure the success of initiatives • Evaluation o Develop and implement a plan to ensure ongoing evaluation of EMS system structure , processes , and outcomes o Develop reliable tools or methods to enable real - time assessment of the system structure and subsequent analyses of that structure over time o Develop meaningful periodic queries of the computer - aided dispatch system to enable analyses of some aspects of EMS system performance o Evaluate potentials for PreMIS and EMS Toolkits to provide meaningful information to be used in assessing system performance o Improve the ability to routinely acquire follow - up information for the patients treated by Johnston County EMS agencies o Develop and implement plans to monitor the EMS system’s effects in treating or preventing certain conditions in Johnston County • Major Areas for Improvement o Establish a county - managed and coordinated system o Establish a consolidated funding program for EMS o Begin to utilize existing data to continually evaluate the system and make appropriate changes o Better coordinate career personnel throughout the county o Establish expectations and accountability for the medical director o Establish a public information and education program Ms Robertson stated the EMS Advisory Committee would be meeting soon and the assessment will be discussed more thoroughly Former Emergency Services Director Dewayne West indicated that everyone he has spoken with who participated in the study was pleased with the assessment process Commissioner Wade M Stewart reiterated Ms Robertson’s comments regarding an upcoming meeting to discuss the assessment further and noted any changes related to the findings would not happen any time soon The next process will involve several meetings over the next year and he encouraged all EMS personnel to participate in those meetings Smithfield Emergency Services Director Patrick Harris stated while he felt the current EMS system is not broken ; he agreed with the assessment findings that the current system is fragmented Mr Harris stated his Department would work with the County to implement a “ systems approach ” to achieve accountability within all the units Commissioner Allen L Mims
