10 292 Meeting of the Johnston County Board of Commissioners April 6 , 2009 10 00 am The Johnston County Board of Commissioners met in regular session Monday , April 6 , 2009 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Wade M Stewart , Chairman , Allen L Mims , Jr , Vice Chairman , Cookie Pope , Jeffrey P Carver , W Ray Woodall , DeVan Barbour , and Tony Braswell Absent None Also Present Rick J Hester , County Manager , Paula G Woodard , Clerk to the Board , J Mark Payne , County Attorney , J Chad McLamb , Finance Officer , and Melissa A Daughtry , Paralegal Deputy Clerk Chairman Wade M Stewart called the meeting to order at 10 00 am Commissioner W Ray Woodall opened the meeting with a prayer Commissioner Tony Braswell led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda Chairman Wade M Stewart asked if there were any adjustments to the agenda Commissioner Allen L Mims , Jr stated that some of the proposed road additions under the consent agenda items were located within the Town of Clayton’s newly expanded Extraterritorial Jurisdiction He questioned if the County should be approving those road additions , rather than the Town of Clayton County Attorney Mark Payne advised that there would be no harm in the County Board of Commissioners approving the request Planning Director Berry Gray stated he would mention Commissioner Mims ’ question to Tim Little , Department of Transportation District Engineer , and get his opinion for future similar situations Commissioner W Ray Woodall noted he was absent from the March meeting due to illness and he took the opportunity to thank everyone for all the cards , flowers , and well wishes he received while in the hospital Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Allen L Mims , Jr , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner W Ray Woodall , and carried by unanimous vote , the Board approved , 2009 The Board adopted the following proclamation declaring the week of April 12 - 18 , 2009 as National Telecommunicator’s Week in Johnston County National Public Safety Telecommunicator’s Week April 12 - 18 , 2009 WHEREAS , emergencies can occur at anytime that require police , fire or emergency medical services ; the E - 911 Communications Center was created to provide a vital contribution to the quality of life enjoyed by citizens and visitors to Johnston County ; WHEREAS , when an emergency occurs , the access to a 911 center dramatically improves the prompt response of police officers , firefighters and paramedics is critical to the protection of life and preservation of property ; WHEREAS , the Telecommunicators are trained , prepared and ready ; the safety of our police officers , firefighters and EMS personnel are dependent upon the quality and accuracy of information obtained from citizens who telephone the Johnston County E - 911 Communications Center ; WHEREAS , Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services ; WHEREAS , Public Safety Telecommunicators are the single vital link for our police officers , firefighters and EMS personnel by monitoring their activities by radio , providing them information and insuring their safety ; WHEREAS , Public Safety Telecommunicators of the Johnston County E - 911 Communications Center have contributed substantially to the apprehension of criminals , suppression of fires and treatment of patients ; WHEREAS , each Telecommunicator has exhibited compassion , understanding and professionalism during the performance of their job ; WHEREAS , National Telecommunicator’s Week will serve to recognize the Telecommunicators of Johnston County who provide a vital public safety service ; THEREFORE BE IT RESOLVED , that the Board of Commissioners of the County of Johnston , hereby proclaim and th th – 18 , 2009 as National Telecommunicator’s Week in Johnston County , in honor of the men declares the week of April 12 and women whose diligence and professionalism keep our county and citizens safe th Adopted this the 6 day of April , 2009 D Proclamation – Litter Sweep Spring 2009 – April 18 , 2009 through May 2 , 2009 The Board adopted the following proclamation declaring April 18 , 2009 through May 2 , 2009 as Litter Sweep Spring 2009 in Johnston County PROCLAMATION SPRING LITTER SWEEP 2009 WHEREAS , the North Carolina Department of Transportation organizes an annual spring statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the spring 2009 LITTER SWEEP roadside cleanup will take place April 18 through May 2 , 2009 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Correction inmates and community service workers , local government agencies , community leaders , civic and community organizations , businesses , churches , schools , and environmentally concerned citizens conduct annual local cleanups during LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the cleanup will increase awareness of the need for cleaner roadsides , emphasize the importance of not littering , and encourage recycling of solid wastes ; and st WHEREAS , the 2009 spring cleanup will celebrate the 21 Anniversary of the North Carolina Adopt - A - Highway program and its 5,750 volunteer groups that donate their labor and time year round to keep our roadsides clean ; and WHEREAS , the LITTER SWEEP cleanup will be a part of educating the children of this great State regarding the importance of a clean environment to the quality Johnston County National County Government Week May 3 - 9 , 2009 “ Greening Our Future ” WHEREAS , the nation’s 3,068 counties provide a variety of essential public services to communities serving 300 million Americans ; and WHEREAS , Johnston County and all counties take seriously their responsibility to protect and enhance the health , welfare and safety of its residents in sensible and cost - effective ways ; and WHEREAS , many county government initiatives and programs involve the protection of valuable and vulnerable environmental resources in communities ; and WHEREAS , the National District Environmental Assessment The Board scheduled a public hearing to present the findings of the Environmental Assessment for the construction of a water main to increase supply to a booster pump station located on SR 1010 in the Wilson’s Mills Water District The public hearing will be held at the May 4 , 2009 10 00 am Board meeting G Sheriff’s Department – Request to Change Date of Surplus Auction At the March 2 , 2009 meeting , the Board declared a number of vehicles from the Sheriff’s Department as surplus and authorized the sale of the vehicles at a government services administration auction on Wednesday , April 15 , 2009 at 10 00 am At the request of Sheriff Steve Bizzell , the Board approved the authorized surplus vehicle auction date to be changed to Monday , April 20 , 2009 at 3 00 pm to be held by Manheim of NC Auto Auction formerly Aycock Auto Auction of Kenly , North Carolina at their facility in Kenly H Request for Fireworks Display The Board approved a fireworks Tolan announced that US Census representatives will be canvassing the Johnston County area beginning immediately and will be carrying the proper identification Chairman Wade M Stewart asked Ms Tolan to remain in contact with the County Manager for any assistance that the Census representatives may need during the canvassing Chairman Stewart inquired as to what kind of public relations activities have been done to notify the citizens of the upcoming canvassing project Ms Tolan reported the Census Bureau will be canvassing the area for approximately three months and they have tried to notify the citizens by issuing press releases through the print media as well as radio announcements Ms Tolan also reported they have notified the local law enforcement so they will be aware of the initiative and can help to inform the citizens County Manager Rick Hester stated the Complete Count Committee’s mission is to make the public aware of the Census and the associated address canvassing Franchise Request Advertised – In The Smithfield Herald – March 25 and April 1 , 2009 Chairman Wade M Stewart opened the public hearing Kim Robertson , Director of Emergency Services , explained that the Benson Fire Department is requesting a first responder franchise now that they have satisfied all the requirements to provide the service Ms Robertson reported the Johnston County Emergency Medical Services Advisory Committee voted to recommend approval of the request Ms Robertson introduced Benson Fire Department Chief Allan Daughtry and stated the Benson Fire Department has worked very hard on the effort Ms Robertson also recognized Benson Firefighters Troy Byrd and Chuck Lee Chairman Stewart commended the Benson Fire Department for their efforts and spoke of the importance of having first responder franchises Chairman Stewart stated he wished all the fire departments in Johnston County would provide the service Chief Daughtry stated he is very proud of the Benson Fire Department for their efforts on working to become a first responder franchise Chief Daughtry informed the Board that the Benson Fire Department will have approximately 25 certified individuals within the Department and their goal is to begin providing the service on August 1 , 2009 There being no further comments , the Chairman closed the public hearing First Vote of Approval Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the request from the Benson Fire Department to be franchised as a first responder Schedule Scott Blecke , EMS Division Chief for Johnston County , reported that he along with EMS Advisory Board Member Billy Langston were charged with developing an EMS No Transport Policy and Fee Schedule by the EMS Advisory Committee The policy and fee schedule would apply to instances where citizens summon EMS services , receive assessments and or treatment , but refuse EMS transport Mr Blecke noted the EMS Advisory Committee has reviewed the policy and fee schedule and recommends approval by the Board of Commissioners He offered to answer any questions At the inquiry of Commissioner Allen L Mims , Jr , Mr Blecke reported the County currently has a fee schedule in place for transport charges which will remain unchanged Chairman Wade M Stewart asked if the proposed policy would allow for some discretion among the EMS units in the County Mr Blecke confirmed that language has been incorporated into the proposed policy so that each EMS agency’s chief will have the ability to write off a charge , if they feel it is appropriate Mr Blecke reported that all the EMS chiefs across the County were in agreement with the proposed policy Commissioner Tony Braswell asked Mr Blecke to give an overview of the annual subscription program Mr Blecke explained that on an annual basis , citizens are asked to voluntarily participate in the subscription program whereby if they choose to pay the annual subscription fee , then their immediate family members in the household are not charged for ambulance services during the year The insurance company is billed for their part ; however , any co - pays and or deductibles to the patient are waived Mr Blecke noted the annual subscription drive is beginning soon with the forms being mailed out in the coming weeks Commissioner Braswell suggested that perhaps a subscription renewal form could be created and mailed to those that have previously participated in the program Mr Blecke stated he would pass along the suggestion to the EMS chiefs EMS No Transport Policy and Fee Scheduled Adopted Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board adopted the following policy and fee schedule related to EMS Treatment Without Transport Johnston County Emergency Medical Services System EMS Treatment and Without Transport Policy Purpose To ensure that customers who summon EMS services in Johnston County are given the opportunity to receive an assessment and or treatment while refusing EMS Transport ; and that such services are offered in a consistent manner with reasonable charges for such service Definitions Assessment No Transport patient encounters where EMS Professionals perform an assessment , to include vital sign monitoring No treatment is performed This includes “ well person ” checks BLS Treatment No Transport Patient encounters resulting in an assessment ; and treatment at the Basic Life Support Level , as defined by the North Carolina Office of EMS ALS Treatment No Transport Patient encounters resulting in an assessment ; and treatment at the Advanced Life Support Level , as defined by the North Carolina Office of EMS Policy A EMS responses where a patient is encountered , but when transport is not made , shall be handled in accordance with the Johnston County EMS System Protocols and Procedures B EMS Agencies shall ensure that their respective billing software programs have disposition codes that include the above definitions C EMS Professionals shall choose the appropriate disposition codes based on the above definitions D Johnston County EMS will coordinate with the EMS billing contractor to ensure the following charges are applied , based on the disposition code entered into the patient chart 1 purpose of an EMS agency is emergency response to ill and injured persons , not routine monitoring of wellness and vital signs Excess use of EMS resources by patients for the purpose of wellness and or vital sign monitoring can be considered misuse of the system Subjects calling EMS for assessment and or treatment without transport greater than six 6 times in a one month period will be presumed to be misusing the EMS System Each agency Chief will be responsible for identifying individuals who are misusing the EMS System , and work in conjunction with the Johnston County Emergency Services Office to find a solution 7 Johnston Health Hospital Update Ralph L Stewart , Jr , Chairman of the Johnston Health Board of Commissioners , addressed the Board and stated the purpose of their visit is to update the County on the activities and contributions by Johnston Health Mr Stewart introduced Johnston Health CEO Kevin Rogols and Johnston Health Director of Marketing and Community Relations Jim Perpich Mr Perpich submitted copies of the 2008 Annual Report for Johnston Health to the Board Mr Stewart noted the Annual Report is being mailed to all citizens in the County Mr Rogols stated the 2008 Annual Report was created in order to keep the residents of Johnston County informed of Johnston Health’s services Mr Rogols mentioned some of the recent ongoing expansions including the construction of the new patient tower in Smithfield , the site for the new in - patient hospice facility , and the site for the new Johnston Medical Center in Clayton He noted that Johnston Health is making a 144 million investment in health facilities throughout Johnston County in order to improve the health of the communities they serve Mr Rogols stressed that the expansions are focused on patient satisfaction , patient experience , and the quality of care He reported the Annual Report also focuses on Johnston Health’s contributions back to the economic well - being of the County Mr Administrative Plan Amendment HAPP Director Sandra Norris requested the Board’s approval of the proposed 2009 – 2010 streamlined annual plan Ms Norris noted there had been no changes to the plan Ms Norris also asked the Board to approve an amendment to HAPP’s Administrative Plan to allow direct deposit to pay landlords their monthly rental checks Upon a motion by Commissioner Cookie Pope , seconded by Commissioner W Ray Woodall , and carried by unanimous vote , the Board approved the 2009 – 2010 streamlined annual plan for the Housing Assistance Payment Program , as presented ; and further approved the amendment to the Administrative Plan allowing direct deposit to pay landlords their monthly rental checks Update on Waiting List Commissioner DeVan Barbour asked for an update on the current waiting list Page1302 April 6 , 2009 – 10 00 am Continued Ms Norris reported that the waiting list was opened in April 2008 for two weeks and the HAPP Office received over 700 applications during that period Ms Norris stated that HUD allocates funding for the local HAPP Office to provide assistance to 619 families She noted that each year , the HAPP Office sends letters to all those on the waiting list inquiring if they wish to remain on the list 9 Emergency Food and Shelter Board – Request to Restructure Board Guidelines Molly Parker , Chair of the Johnston County Emergency Food and Shelter Board , explained that currently , the Johnston County Board of Commissioners appoints the members of the local Emergency Food and Shelter Board EFSB Ms Parker recalled that the local EFSB was created in 1993 by the Board of Commissioners and the initial membership was appointed at that time for two year terms Ms Parker stated that since the majority of the positions on the local EFSB are mandated by the National Board , she would like to request that the Board of Commissioners consider allowing the local EFSB to follow the national guidelines for the membership appointments , rather than the Board of Commissioners appointing members every two years At the inquiry of Commissioner Cookie Pope , Ms Parker indicated there is sometimes a conflict with having enough time to properly advertise the notice of funds available and convene the Board to review the applications , with the appointment of potentially new members on the local EFSB by the Board of Commissioners Ms Parker stated it would be easier if the local EFSB could follow the National Board’s guidelines for membership rather than waiting on appointments by the Board of Commissioners Commissioner Allen L Mims , Jr asked how often the local EFSB meets Ms Parker stated they meet at least twice each year and have had no issues getting a quorum for their meetings She noted they may meet more during the year depending on the need Commissioner Jeffrey P Carver asked Ms Parker for an overview of the EFSB’s work Ms Parker reported the local EFSB receives an annual allocation of funding each year in Federal Emergency Food and Shelter Grants from the National Board The local EFSB advertises and receives applications from agencies requesting funding The local EFSB reviews the requests for funding and makes recommendations to the National Board who then allocates the funding The recipient agencies are required to file reports with the local EFSB on how the funding is spent which is also forwarded to the National Board to ensure the funds are spent properly She noted there are strict guidelines that each agency must follow when using the funds and the County’s overall allocation is based on the unemployment rate Chairman Wade M Stewart stated he did not quite understand how the appointment of members by the Board of Commissioners conflicted with local EFSB convening and carrying out their work Chairman Stewart acknowledged that are positions that are required by the National Board ; however , the Board of Commissioners over the years has appointed other members deemed appropriate to represent such agencies as Social Services , the Council on Aging , Community Action , Harbor , etc He asked how the delegation of the appointing authority would affect the local EFSB convening their meetings Ms Parker stated that it is sometimes difficult to follow the guidelines of the National Board as well as the appointment of other members by the Board of Commissioners with regards to the timeline of when the local EFSB meets Kim Robertson , Director of Emergency Services , informed the Board that the local EFSB is also responsible for disbursing the Unmet Needs Funds for disasters in the County such as tornados , hurricanes , etc Ms Robertson stated that when Hurricane Fran devastated Johnston County years ago , many organizations gave donations to the County for relief at that time The Emergency Services Department opened an account for the donations and designated it for unmet needs during times of disaster , with the local EFSB overseeing the funds She noted the account is continuously used for similar donations and disaster events to this day Commissioner Carver expressed concern with the possible duplication of assistance efforts by the local EFSB and County agencies Earl Marett , Social Services Director , explained there is a system in place that ensures no duplication of assistance in between the local EFSB funding and the County agencies to the end users Mr Marett stated that he believes the point Ms Parker is making is that the National Board from time to time establishes new guidelines for required members and it can be difficult to get those positions filled by the Board of Commissioners in time to convene and meet over the annual allocation of funds Page2303 April 6 , 2009 – 10 00 am Continued Commissioner DeVan Barbour noted there are other positions on the local EFSB that are not mandated by the National Board , but rather have been appointed over the years by the Board of Commissioners He stated perhaps the Board of Commissioners could allow the local EFSB to follow the national guidelines for the mandated positions and the Board of Commissioners could continue to make the appointments for the other at - large members Commissioner Mims stated that the National Board should allow more notice for any new required positions so that the Commissioners could have adequate time to advertise and fill those positions At the inquiry of Chairman Stewart , Chad McLamb , Finance Director , stated the County Finance Office administers the banking account for the local EFSB ; however , he clarified that the funds in the account are not considered a part of the County’s General Fund or budget Motion Commissioner Tony Braswell moved the Board grant the request and delegate the appointment authority to local EFSB Commissioner DeVan Barbour seconded the motion Further Discussion Commissioner Braswell stated that if delegating the appointment authority helps to resolves the timing issues by the local EFSB and makes the transition of funds simpler , then he could approve the request Commissioner Mims questioned if the local EFSB begins appointing its own membership , will the Board in effect be dissolved , and if so , what happens to the other members not required by the National Board County Attorney Mark Payne stated as he understands the request , the Board of Commissioners would only be delegating the appointing authority to the local EFSB Mr Payne advised that the current local EFSB would not be dissolved and would still ultimately belong to the Board of Commissioners He noted the local EFSB would need to establish their own policy on appointing at their next meeting and provide that information to the County Commissioner Braswell stated his motion would not change the along with Dr Patricia Harris , Neuse Charter School Director , to present the annual update Mr Johnson spoke on the need to continually educate the public regarding the Charter School He reported the current enrollment stands at 211 students in grades K - 6 and 267 students have been accepted for the 2009 – 2010 school year Mr Johnson reminded everyone that the Neuse Charter School is not a private school , but a free public school in Johnston County He noted that the school hopes to add more classes and grades in the future to accommodate more students Mr Johnson submitted a handout to the Board containing statistics from the school Mr Johnson informed the Board that they do not receive any bond money , lottery funds , or capital outlay He reported there have been occasions where parents have taken out personal loans to bridge from one year to the next any shortages in funding as well as fundraising activities are ongoing Mr Johnson stated a number of parents volunteer on any given day for the school Dr Patricia Harris informed the Board that as a charter school , they are required to have students take the standard end - of - year tests ; however , they are free to develop and teach their own curriculum She reported the school has enlisted staff from other countries in an effort to offer a broader learning environment Dr Harris stated they currently offer language classes in both Spanish and Chinese and the area of cultural arts is alsoPage3304 April 6 , 2009 – 10 00 am Continued encouraged Dr Harris further stated that the school has a strong emphasis on communication and critical thinking skills with high academic standards and innovative approaches to teaching Dr Harris reported that last year’s test scores indicated an 82 proficiency rate in Writing and 72 in Reading and Math Dr Harris stated for a first year , she felt good about the scores ; however , they are hoping for higher results this year She noted that the pre - tests have indicated scores as high as 85 Dr Harris indicated that future plans are to expand to add a high school for the 2011 – 2012 school year Jimmy Lloyd , 3208 Golden Nugget Drive , Clayton , a parent from the Neuse Charter School , spoke in support of the school noting that it has offered an environment that has allowed his child to flourish He thanked the Board of Commissioners for their support to the school Mr Johnson informed the Board that their long range vision plan is to find a site of approximately 50 acres to house a K – 12 Neuse Charter School Campus He stated the effort is all about partnerships and he recognized the support the school has received from the Arts Council through the Artists - In - The Schools Program Mr Johnson thanked the Board for allowing the opportunity to present the update Commissioner Tony Braswell commented on the enrollment expected for 2009 – 2010 and asked if the school could accommodate the increase Mr Johnson reported that with the addition of a new modular unit , the school will be able to accommodate 300 students Dr Harris reminded everyone that the school does not have a cafeteria or a transportation system so each student brings their lunch and parents are responsible for getting their children to and from school Dr Harris noted the school is funded directly by the per pupil allocation Commissioner Cookie Pope asked about an athletic program Mr Johnson stated they are looking at adding a sports program next year Chairman Wade M Stewart thanked the representatives for the update 11 Johnston County Arts Council – Annual Report and Funding Request Susan Lassiter , President of the Johnston County Arts Council , gave the 2008 – 2009 Annual Report for the Arts Council Ms Lassiter also introduced Executive Director Zilphia Adcock and Board Members Betsy Whittington and Ginny Smith in the audience Ms Lassiter reported that the current year’s operating budget for the Arts Council is 215,912 and as of March 2009 , their income for the year was 167,44930 She noted they are hoping to receive funds from the State of North Carolina for the Grassroots Arts grants and they have just completed a successful fundraising golf tournament Ms Lassiter stated the Arts Council recently adopted a budget for fiscal year 2009 – 2010 which was reduced by almost 10 from the current fiscal year She noted the office has one full time staff member and their offices are provided rent - free which includes free utilities provided by the Town of Clayton Approximately 67 of the Arts Council budget is allocated to program expenses for Fiscal Year 2009 – 2010 The Board thanked Ms Lassiter and representatives from the Arts Council Chairman Wade M Stewart stated the Board would consider the request for funding during the upcoming budget discussions 12 Health Department – State of the County Health Report Health Director Dr Marilyn Pearson stated that Cynthia Toudle , Johnston County Health Education Supervisor , would be presenting the State of the County Health Report Dr Pearson asked the Board to consider adopting a proclamation declaring the month of April 2009 as Public Health Month in Johnston County , upon the conclusion of Ms Toudle’s presentation Commissioner Tony Braswell commended Dr Pearson and the Health Department staff for their work , specifically mentioning the “ Parents As Teachers ” Program and commenting on its effectiveness Dr Pearson explained that the Health Department is charged with developing an annual health report along with the development of a community health assessment every four years Dr Pearson called on Ms Toudle to present the report Ms Toudle informed the Board that the Health Department , as a part of the Living Well Partnership , will be conducting “ A Walk through History ” on April 18 , 2009 in Smithfield to promote health in the community Ms Toudle reported approximately 150 people will be participating and she invited the Board to attend She also reported the Health Department has utilized grant funding to hold wellness clinics which are free to the citizens of Johnston County Ms Toudle stated the Health Department has completed the 2008 State of the County Health Report SOTCH which is a tool created by the Health Education Section to inform the Johnston County community of current health updates The SOTCH includes updated information on priority issues identified by the Community Health Assessment , new initiatives , and emerging issues that affect the health status of Johnston County Ms Toudle presented and reviewed with the Board statistics on the County’s health priorities , specifically pointing out the increase in accidental transport deaths among 15 – 19 year olds Ms Toudle concluded her presentation by reporting on the following health community concerns identified by the 2002 – 2006 Community Health Assessment Survey 1 Health Insurance Coverage Uninsured 2 Affordable Medicine 3 Elderly Healthcare 4 Diabetes 5 Obesity Lack of Physical Activity 6 Access of Health Care 7 Dental Health 8 Communicable Disease Chairman Wade M Stewart voiced his appreciation to Ms Toudle , Dr Pearson , and the Health Department for their efforts greatest cause of improved health status and increased life expectancy for North Carolina’s residents ; and WHEREAS , public health plays a critical role in eliminating health inequities and preventing chronic diseases and injuries , resulting in improved productivity and decreased health care costs for all North Carolinians ; and WHEREAS , a continued focus on prevention has resulted in a 20 percent decline in heart disease since 2000 , a 32 percent decline in stroke deaths since 2000 , and a 17 percent decline in the teen pregnancy rate among minorities since 2000 ; and WHEREAS , day of April , 2009 Adopted this the 6 The Board took a five minute recess 14 Green Infrastructure Project Update Leslie Moorman , Urban Forestry Program Coordinator with the North Carolina Division of Forest Resources , presented an update to the Board concerning the Green Infrastructure Project Ms Moorman st reported there was a good turnout at the March 31 public workshop on the initiative She noted a Steering Committee has been formed as well as a Working Committee made up of land resource managers , County Planning staff , Municipal Planning staff , as well as other interested stakeholders A website is being developed for the effort and they are currently compiling Geographic Information System layers which will identify priority areas Ms Moorman asked the Board of Commissioners to consider allowing the County’s GIS staff as well as Planning Department staff to work with her on the initiative She noted that their participation is critical in order to identify areas in Johnston County that would work well in the Green Infrastructure Project st County Manager Rick Hester reported he attended the public workshop on March 31 and stated that perhaps eventually the initiative could be used as a guide Mr Hester stated that he along with the County’s GIS staff and Planning Department staff would be glad to assist Ms Moorman and her group Commissioner Allen L Mims , Jr stated that Planning Director Berry Gray has indicated his staff could help Commissioner Mims noted that he felt the County’s GIS staff would also be willing to assist in the effort Chairman Wade M Stewart stated he would leave the decision up to County Manager Rick Hester in that Mr Hester is more aware of the staff’s time constraints At the request of the Board , Ms Moorman introduced Allen Moore , Regional Urban Forestry Specialist , who will be taking over the project for her while she is on leave later this year Ms Moorman also recognized North Carolina Forest Service County Ranger Charles Massey Mr Massey approached the Board and informed them that he would be retiring at the end of the month Ms Massey stated he sincerely appreciated all the assistance he has received from the Board of Commissioners over the years and he hopes the Board will continue to support the Forest Service Mr Massey noted he has worked in Johnston County in various capacities of the Forest Service since 1974 and has enjoyed every moment The Board thanked Mr Massey for his service and wished him well on his upcoming retirement 15 Finance – Resolution Providing for Issuance of up to
