Personal Real Property 72557 Tax releases - Personal Real Property 69576 Motor Vehicle releases refunds 6,31748 Recommended by Tax Administrator Pat Goddard Approved by Finance Officer John R Massey 3 Public Comments None 4 Recognition of Nursing Home Adult Care Home Community Advisory Committee Chairman Wade M Stewart called on Mr Jimmy Parker , Chairman of the Johnston County Nursing Home Adult Care Home Community Advisory Committee CAC to address the Board Chairman Stewart stated the CAC is a very important group to Johnston County in that they serve as the ambassadors for the Board of Commissioners to ensure the nursing homes and adult care homes of Johnston County function properly Mr Parker thanked the Board of Commissioners for allowing the CAC to appear and discuss their purpose Mr Parker stated the CAC is comprised of very devoted members and he appreciated the opportunity for them to be recognized He informed the Board that currently there are 22 active members serving on the committee Mr Parker recognized two long serving members , Ms Irene Benson who has served 21 years , and Ms Harriett Creech who has served 17 years PagePage pageNumber7165 January 5 , 2009 – 10 00 am Continued Mr Parker reported in Johnston County , there are four nursing home facilities with a resident capacity of 570 , 11 assisted living facilities with a resident capacity of 574 , and two family care homes with a resident capacity of 12 for a total of 17 facilities with a total resident capacity of 1,156 He stated the CAC visits all of the assisted living facilities and nursing home facilities a minimum of four times each year and the family care facilities are visited annually Mr Parker stated a visit can be conducted at any time there is a concern over a specific facility Mr Parker added the purpose of the visits are to ensure that all the facilities maintain the intent of the residents ’ bill of rights and that quality care is being provided He noted that generally , the findings of the CAC are good and the interviews with the residents have indicated their satisfaction with the facilities Mr Parker reported the CAC has developed a strategic plan of improvement focusing on five key areas which are membership , community education , community involvement , effective visitations , and reports He noted the CAC is already experiencing positive outcomes from the plan Mr Parker stated the CAC has attended a number of events across the County in order to educate the citizens as to their purpose Mr Parker informed the Board of the new five - star rating system the State has implemented for nursing home facilities He noted that out of 419 facilities in the State of North Carolina , 119 facilities received a one - star rating , which is considered to be well below average on the star rating scale , while 68 facilities received a two - star rating In Johnston County , only two facilities received a one - star rating while two other facilities received a two - star rating Mr Parker stated the results were disturbing to the CAC and more study will be done in the future to get a better understanding of the star rating system Mr Parker ended his presentation by inviting the Board of Commissioners to attend one of the CAC’s upcoming meetings and thanked Chairman Stewart for his involvement with the group in the past Mr Parker stated the CAC serves as advocates for the adult care home and nursing home residents in the County and he encouraged anyone to contact any of the members with concerns they may have Chairman Stewart stated it is very reassuring to know that not only are there State inspectors overseeing the facilities , but there are local volunteers such as the CAC members providing extra oversight and he sincerely appreciated all their time and efforts Chairman Stewart also thanked Mr Parker for his leadership on the CAC Commissioner Cookie Pope pointed out that there are residents that do not have family members overseeing their affairs and the CAC is the voice for those without family Commissioner Pope expressed her appreciation to the CAC members for their work Mr Parker agreed with Commissioner Pope that the CAC members are the advocates for those that have no family and he recognized the CAC’s Ombudsman , Carmelita Karhoff of the Triangle J Council of Governments , for her work with the committee Mr Parker stated Ms Karhoff’s guidance has been invaluable in helping the CAC address legal issues involving patient care Chairman Stewart stated the CAC has the full support of the Board of Commissioners and he encouraged them to continue with their work After further discussion , the Board presented Certificates of Appreciation to each of the current members on the committee , as follows Irene Benson Josephine Lee Harriett Creech Pamela Maynor Diane Dolese Lea Moore Carolyn Fields James Parker Max Gardner Dicky Parrish Deborah Gibbs Martin Pfinsgraff Patrick Goodrow Gladys Pilkington Ronald Hailey Brenda Shaw Dianne Heritage George Smith Eloise Cofield Hilliard Chad Thompson Paula Johnson Amanda Thompson Edna Keene Deborah Wall 5 “ State of the County ” Address by Chairman Wade M Stewart Chairman Wade M Stewart presented the following “ State of the County ” address PagePage pageNumber8166 January 5 , 2009 – 10 00 am Continued Good morning It is my privilege to provide the annual State of the County Address I would like to begin with mentioning some Board accomplishments during 2008 The Board has worked for many months on a Comprehensive Land Use Plan and we are expecting final adoption in early 2009 The Commissioners established the Veterans Services Advisory Board to better serve the needs of the nearly 12,000 military veterans of our County At very little cost to the taxpayers , we increased the number of courtrooms from five to seven As a result of the passage of the 2007 recreation bond , this year we are now seeing many positive results in community recreation The County received another bond rating upgrade from Standard & Poors in July 2008 In addition , the Board adopted Financial Policy Guidelines , which determine how we budget and plan for the future financially Finding ways to reduce and hopefully eliminate teenager driving injuries and deaths was a high priority of the Board in 2008 and will continue to be addressed in 2009 at a second public forum to be held in February or March of this year As a result of the Commissioners revising the bond sale schedule , the Cleveland and Corinth Holders area high schools are being built simultaneously They will be complete and opened on schedule in August of 2010 To show our continued support of Johnston Community College , we paved a significant portion of their deteriorating parking lot In 2008 , the Board approved mutual aid water agreements with Wilson County , Harnett County , and the City of Raleigh The County accepted the management and operation of the Benson and North Johnston EMS units at their request Now that I have covered some of the highlights of 2008 , I would like to move forward to 2009 We have been , and continue to be , in a nationwide recession and Johnston County citizens have been affected Many have lost jobs in the past year and are struggling to pay their bills Revenue from the property tax , sales tax , and permits are down and will continue to decline through this fiscal year County government will need to be leaner than ever before The County Manager presented financial adjustments in December 2008 , which we agreed to in order to prepare for the upcoming shortfalls in revenue I am afraid that it will not be enough I am asking every department in Johnston County to find ways to Conserve , Conserve , Conserve Preparation of the Fiscal Year 2009 - 2010 budget will be the toughest we have ever faced Why Residential construction is down 50 Growth in the ad valorem tax base is expected to be 3 , down from the normal 55 At the same time , depending on how we structure the existing debt service , that obligation could grow by 25 to 35 million It will be difficult to fund all of the requests in this County That includes County Government , Johnston County Schools , Johnston Community College , and the many non - profits we have supported in the past But , as always , we will consider each request seriously , and will do the very best we can I am optimistic about the future of Johnston County There is no doubt in my mind that we will continue to see growth in the commercial and industrial sectors I also believe that by mid - 2009 , we will see a bump in residential construction We have always been and will continue to be a business - friendly County , because we want Johnston County to grow PagePage pageNumber9167 January 5 , 2009 – 10 00 am Continued Johnston County is a great place to live , work , play and raise a family I have no doubt that it will be even better in 2009 as we continue to invest in job creation and education Together , we will help to make Johnston County a better place for our children and grandchildren The citizens of Johnston County deserve nothing less 6 Johnston County Schools – Current Expense Funds for FY 08 - 09 Chairman Wade M Stewart explained that the Board of Education , in making their budget request to the County Commissioners and in adopting their budget for Johnston County Schools for FY 2008 - 2009 , voted to move 1,351,727 from capital outlay to current expense Chairman Stewart indicated that the motion to adopt the County’s budget by the Board of Commissioners did not include the request by the Board of Education and therefore , the Board of Education is now formally requesting the County to begin sending the 1,351,727 in current expense funds to Johnston County Schools on a monthly basis Art Stanley , Director of Finance for Johnston County Schools , offered to answer any questions by the Board Commissioner DeVan Barbour moved the Board formally approve for the County to begin sending the 1,351,727 in current expense funds to Johnston County Schools on a monthly basis Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote 7 Johnston County Schools – Request to Designate ADM Funds Chairman Wade M Stewart stated the Board had received a request from Johnston County Schools to designate State Average Daily Membership ADM funds for the Smithfield - Selma High School Band Room Auditorium Renovation project and also the Smithfield - Selma High School Aquatic Center Ann Williams , Associate Superintendent of Facility Services for Johnston County Schools , offered to answer any questions by the Board Commissioner DeVan Barbour moved the Board designate 184,76836 in State ADM funds to the Smithfield - Selma High School Band Room Auditorium Renovation project ; and further to designate 600,00000 in ADM funds to the Smithfield - Selma High School Aquatic Center Commissioner Tony Braswell seconded the motion , which carried by unanimous vote 8 Johnston County Schools – Discussion Concerning Traffic Improvements Near New School Site on Polenta Road Commissioner Cookie Pope noted that a traffic accident involving teenagers had recently occurred on Matthews Road at Polenta Road Commissioner Pope commented that with the construction of the new Cleveland high school on Polenta Road , she would encourage the Board of Education along with her fellow Commissioners to work diligently with the Department of Transportation on traffic improvements in the area Ann Williams , Associate Superintendent of Facility Services for Johnston County Schools , reported the plans for the traffic improvements at the new Cleveland high school on Polenta Road have been submitted to the Department of Transportation She stated that deceleration lanes along with turn - lanes are planned for the school and she noted the speed limit will be decreased on Polenta Road once the school is opened Ms Williams stated there may be some problems with vehicles trying to turn on to Polenta Road from the smaller surrounding roads and they are still in discussions with the DOT Commissioner Pope reiterated the need to ensure that everything possible is done to help avoid future traffic accidents Commissioner Tony Braswell expressed his concerns over students traveling from Barber Mill Road to the new Cleveland high school site and asked Ms Williams if she anticipated an increased volume of traffic coming from Barber Mill Road once the school opens on Polenta Road Ms Williams responded that until the school district lines are drawn it is difficult to project the anticipated volumes of traffic associated with new schools opening She noted that she does not anticipate there will be many problems due to the fact that many of the students are already traveling in the direction of the new Cleveland high school because they currently attend the West Johnston High School Ms Williams expressed her concerns with traffic issues on Cleveland Road Page0168 January 5 , 2009 – 10 00 am Continued Commissioner Allen L Mims , Jr asked if any other traffic studies had been performed with regards to improvements at the surrounding intersections near the new Cleveland high school other than the previously discussed deceleration lanes and turn lanes Ms Williams reported the DOT has proposed round - abouts to be installed ; however , she feels this is unacceptable Mr Williams stated Johnston County Schools has requested traffic signals be installed instead of round - abouts and discussions are ongoing 9 Emergency Services – Medicare Allowable Billing Rates Scott Blecke , EMS Division Chief for Johnston County , reported that on December 19 , 2008 , the Emergency Medical Services Advisory Board voted to recommend the Board of Commissioners approve for the County to begin charging 120 of the Medicare Allowable Billing Rates for EMS fees Mr Blecke explained that the EMS Advisory Board felt 120 was a more appropriate level rather than the recommended charges of 125 by EMS Management and Consultants , the County’s billing contractors for EMS charges Mr Blecke offered to answer any questions Commissioner Cookie Pope moved the Board approve for the County to begin charging 120 of the Medicare Allowable Billing Rates for EMS charges , effective January 1 , 2009 Commissioner Tony Braswell seconded the motion , which carried by unanimous vote 10 Social Services – Drop Out Grant and Positions Request Earl Marett , Director of Social Services , stated the Department of Social Services DSS has received a Dropout Prevention Grant in the amount of 150,000 from the Department of Public Instruction to provide additional funding for the Adolescent Parenting Program Mr Marett reported DSS has served hundreds of young women and their children since the Adolescent Parenting Program began in 1993 He stated that in 1993 at the program’s inception , there were 45 participants of which 16 went on to graduate , 3 drop outs and two second pregnancies He noted last year , there were 147 participants with 36 graduates , 12 dropouts , and five second pregnancies Mr Marett explained that the program provides childcare and transportation to allow the participants to continue attending school Mr Marett stated many of the graduates are moving on to post - education studies as well Mr Marett explained that in order to continue the program and in conjunction with the receipt of the 2008 Dropout Prevention Grant funding , DSS is requesting the Board’s approval of two additional social work positions for the Adolescent Parenting Program He stated when the grant funding is depleted , DSS will use available Temporary Assistance for Needy Families TANF funding to cover the expenses TANF funding is 100 Federal funding and requires no county match Mr Marett noted the request was presented and approved by the DSS Board on Tuesday , December 16 , 2008 Commissioner Tony Braswell commented that there appears to continue to be a problem with teen pregnancies , noting the increase mentioned by Mr Marett Commissioner Braswell inquired if Johnston County Schools offers a similar program Mr Marett agreed that the number of teenage pregnancies has increased ; however , he noted the population has also significantly increased since the program’s inception in 1993 Mr Marett stated he believes the Adolescent Parenting Program is one of the better programs that DSS offers in that it allows the teenage mothers to continue to go to school and go on to better things in life He noted that some of the graduates from the program have gone on to become attorneys , nurses , and dental hygienists Mr Marett reported approximately 60 of those that graduate go on to college and the program helps to prevent people from going into poverty He stated DSS works very closely with Johnston County Schools on the program Commissioner DeVan Barbour questioned why DSS has not been utilizing TANF funding all along to cover the additional needed positions Mr Marett responded that TANF funding is used for a variety of programs and can be applied to the two additional positions once the Dropout Prevention Grant funds are expended Commissioner Cookie Pope commented that even though Mr Marett reported TANF funding does not require a local County match , the program is funded by federal monies which are paid for with federal taxes that are paid by the citizens Page1169 January 5 , 2009 – 10 00 am Continued Chairman Stewart agreed with Commissioner Pope ; however , he noted that if the County does not take advantage of the Dropout Prevention Grant funds , those monies would be lost to the County and awarded to another area Commissioner Jeffrey P Carver stated that he sits on the DSS Board and he originally voted against recommending the two new positions ; however , he agreed with the Chairman that if the grant funds are not accepted to cover the two new positions in Johnston County , then they would be allocated to another County Commissioner Carver noted at times he has seen some overlapping of services and he encouraged DSS to continue to work with Johnston County Schools and the Partnership for Children on such initiatives Commissioner Jeffrey P Carver moved the Board approve two new social worker positions for the Adolescent Parenting Program to be funded with the Dropout Prevention Grant funds and once those funds are expended , to be covered by TANF funding Commissioner Tony Braswell seconded the motion , which carried by the following vote Ayes Commissioners Wade M Stewart , Allen L Mims , Jr , Jeffery P Carver , W Ray Woodall , and Tony Braswell Nays Commissioners Cookie Pope and DeVan Barbour 11 Social Services – Alice J Arnold Funding Earl Marett , Director of Social Services , stated in 1999 , the Johnston County Board of Commissioners awarded 30,000 to each of the Human Service Agencies from the Alice J Arnold Memorial Trust Fund The Department of Social Services DSS developed a policy as to how these funds would be utilized to assist rural poor school children of the County Mr Marett noted that DSS has been able to provide services to children under this policy that might have otherwise fallen through the cracks of the regular programs and services He reported the funding was exhausted prior to the close of FY 2007 - hospital ” that provides a state - of - the art training atmosphere along with high fidelity manikins allowing future healthcare workers to experience real life patient centered simulated scenarios in a safe environment Ms Smith outlined the following points for the Board Concept of a Virtual Hospital VH A “ mini -
