10 150 Meeting of the Johnston County Board of Commissioners November 1 , 2010 10 00 am The Johnston County Board of Commissioners met in regular session Monday , November 1 , 2010 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Wade M Stewart , Chairman , Allen L Mims , Jr , Vice Chairman , Cookie Pope , Jeffrey P Carver , DeVan Barbour , W Ray Woodall and Tony Braswell Absent None Also Present Rick J Hester , County Manager , Paula G Woodard , Clerk to the Board , J Chad McLamb , Finance Officer , David F Mills , County Attorney , and Melissa A Daughtry , Paralegal Deputy Clerk Chairman Wade M Stewart called the meeting to order at 10 00 am Commissioner W Ray Woodall opened the meeting with a prayer Commissioner Tony Braswell led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Cookie Pope , seconded by Commissioner W Ray Woodall , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items At the request of the Chairman , Commissioner W Ray Woodall read aloud the Veterans Day Proclamation and Commissioner Cookie Pope read aloud the National Farm City Week Resolution Chairman Wade M Stewart referenced the Veterans Day Proclamation and reminded everyone that the annual Veterans Day Service would be held at the Smithfield Selma High School on November 11 , 2010 beginning at 11 00 am with a meal following He invited and encouraged everyone to attend the service Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner W Ray Woodall , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes – October 4 , 2010 10 00 am and 6 00 pm ; October 18 , 2010 Special Meetings B Department of Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Maintained System Apache Drive – Northfort Subdivision – Section 9 – Wilders Township C Veterans Day Proclamation adopted as follows PROCLAMATION VETERANS DAY - 2010 WHEREAS , for decades America has paused on the 11th of November , the anniversary of the armistice that concluded World War I , to remember and to honor our veterans of military service in proud and grateful recognition of the hardships and sacrifices by the millions of men and women who have defended our land in war and in peace ; and WHEREAS , the freedoms we enjoy have been purchased and maintained at a high price , as Americans have been willing , throughout our history , to fight and die to preserve their individual rights as guaranteed in the United States Constitution and the Bill of Rights ; and WHEREAS , Americans owe a great debt to all those who have served in defense of this nation throughout the generations ; for their sacrifices , often resulting in permanent injury or death , which have preserved our unique form of government dedicated to human right and respect for the individual , and preserved our freedoms and agriculture has always been a cornerstone of Johnston County’s way of life , we acknowledge dedicated farmers improve our well being by working to ensure a healthy and abundant agriculture supply To During National Farm - City Week , we recognize the importance of this cooperative network to the success of the agriculture industry WHEREAS , farming was America’s first industry and continues today Tax Administrator Pat Goddard Approved by Finance Director J Chad McLamb 3 Public Comments A Health Department Accreditation Dr Marilyn Pearson , Director of Public Health , thanked everyone for their assistance with the accreditation process that the Public Health Department recently completed Dr Pearson stated that the State Department of Public Health site team representatives have recommended the County for full accreditation ; however , the State Accreditation Board of Health would be meeting in December on a final decision Recognition of Retiring Health Department Employees Dr Pearson recognized employees Carol Edwards , Rebecca Pittman , and Cynthia Toudle for the dedication and service that they have provided to the Health Department and acknowledged that each one would be retiring at the end of the month Dr Pearson spoke on the excellent work that each employee has done at the Health Department over the years and stated they would be greatly missed The Board wished the employees well in their upcoming retirement and thanked them for their service B Recognition of Derrick Duggins , Emergency Management Coordinator Director of Emergency Services Kim Robertson informed the Board that Emergency Management Coordinator Teen Driving Safety Coordinator Derrick Duggins would be leaving the County this month to accept employment in the private sector Ms Robertson expressed her appreciation to Mr Duggins for his service and dedication during his employment with Johnston County The Board expressed their appreciation to Mr Duggins and wished him well with his future endeavors 4 Public Hearing – 10 15 am – Economic Development Incentive Grant Advertised in The Smithfield Herald – October 20 , 2010 The Chairman opened the public hearing and called on Economic Development Director Peggy Anderson to address the Board Ms Anderson stated the purpose of the hearing is to consider an Economic Development Incentive Grant EDIG agreement between the County and Bartlett Milling Company , a flour milling operation located in Wilson’s Mills Ms Anderson explained the company plans to purchase new equipment for the Wilson’s Mills operation with an estimated total cost of 94 million Ms Anderson reported the Economic Development Advisory Board Incentive Committee has recommended the Board of Commissioners consider approving an Economic Development Incentive Grant for Bartlett Milling whereupon the company would receive grant funds in an amount equal to 50 of their annual ad valorem tax payment for the new investment for five years Ms Anderson those funds collected by the County and escrowed in amounts sufficient to fund the grant Ms Anderson introduced Chuck Neely , Legal Counsel for Bartlett Milling Company Mr Neely thanked Ms Anderson for her work on the project Mr Neely provided the Board with a background on Bartlett Milling Company stating that they are one of the largest milling companies in the United States He explained that Bartlett Milling Company would like to expand their operation in Johnston County and he noted a large part of their raw material is purchased locally Mr Neely reported Bartlett Milling employs 18 people and they anticipate adding one new position with approximately 6 indirect jobs created within the trucking industry as a result of the expansion He stated the company offers an excellent benefit package with good paying jobs and he asked the Board to approve the EDIG Commissioner Allen L Mims , Jr inquired about the depreciation schedule associated with the new equipment to be purchased , specifically asking how quick the equipment would depreciate Mr Neely responded that the majority of the equipment is heavy milling equipment with a long - life of at least 10 years and in some cases longer There being no further comments , the Chairman closed the public hearing Commissioner DeVan Barbour moved the Board approve the Economic Development Incentive Grant Agreement between the County and Bartlett Milling Company , as recommended by the Economic Development Advisory Board Incentive Committee Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote Commissioner Mims asked staff in the future to obtain a copy of the proposed equipment to be purchased along with depreciation schedules for the Tax Administrator to review ahead of time 5 Teen Driving Safety Committee – Update to the Board Derrick Duggins , Teen Driving Safety Coordinator , addressed the Board with an update on the Teen Driving Safety Committee’s Work Mr Duggins briefly spoke on his upcoming departure from Johnston County to accept private employment and he thanked the Board for allowing him the opportunity to have been a part of the Committee as well as the Emergency Services Department Mr Duggins stated that while teen fatalities are still a problem , they are decreasing in Johnston County and he believes that the Board of Commissioners ’ initiative through the Committee’s work has helped Mr Duggins introduced and recognized Committee Members Charlie Parrish and Lynda Carroll , as well as Cheryl Leonard of the North Carolina Governor’s Highway Safety Program and praised their work with the Committee Mr Duggins presented the following updates from the initial recommendations of the Committee that were provided to the Board in May 2010 Recommendation 1 – Get Organized A steering committee has been established which has broken off into smaller working groups that are actively meeting and continuing to monitor all progress The Committee is continuing to communicate with Johnston County Schools and a website has been established along with a blog site Recommendation 2 – Teen Involvement The Committee recognizes that teen involvement is the key to a successful initiative ; therefore , the Committee has established a program called the JoCo Teen Drivers in which each high school in the County can develop a leadership team to promote awareness and campaigns that they create themselves to each other JoCo Teen Drivers also has a website where teens can blog to each other as well as find useful information and promote the effort The Teens in the Driver’s Seat Program continues to progress with the help of a grant from the North Carolina Governor’s Highway Safety Program Under the direction of Lynda Carroll with the Recommendation 3 – Identify and Improve the Roadways in Johnston County The Committee is meeting regularly with Jimmy Hawley of the North Carolina Department of Transportation in an effort to monitor and improve road conditions in the County Public Service Announcements are being made to encourage people to contact the Department of Transportation with concerns over the roadways Recommendation 4 – New Training Methods The Committee , through the leadership of Charlie Parrish , is continuing their research into driving simulators and training tracks that could be used in Johnston County to promote better driving practices Recommendation 5 – Reorganize and Standardize Driver’s Education The Committee has met with representatives from the Governor’s Highway Safety Program , the Department of Transportation Secretary , the North Carolina Highway Patrol , the Department of Motor Vehicles Commissioner , the Crime Control and Public Safety Secretary , District Attorney Susan Doyle , Representative JH Langdon , Representative Leo Daughtry , Senator David Rouzer , and the Department of Public Instruction Superintendent June Atkinson in an effort to review the Driver’s Education Program Mr Duggins concluded the update by stating that the Johnston County Teen Driving Safety Committee is leading the initiative in North Carolina to eliminate teen vehicle fatalities and he believes that other parts of the State are watching the Committee’s work and progress Mr Duggins stated the Committee has been able to successfully get teens involved and excited about the initiative and he stressed that without their involvement , the effort would fail Mr Duggins commented that it is the hopes of the Committee , through the teen involvement , to make it “ cool ” to drive safely in Johnston County Mr Duggins stated that without the support from the Board of Commissioners , the Committee would not be successful and he thanked them for making it an important issue in the County Commissioner Tony Braswell expressed his appreciation to Mr Duggins and asked him to remain involved with the Committee as a volunteer Commissioner Braswell stated that he along with Commissioner Cookie Pope , who began the initiative with him , recognizes the excellent job that Mr Duggins , Mr Parrish , Ms Carroll , as well as all the Committee members have done to promote awareness and their efforts are sincerely appreciated Commissioner Cookie Pope echoed Commissioner Braswell’s comments and stated that she could not think of one other initiative that the Board has created that would top the work of the Teen Driving Safety Committee Commissioner Pope also reiterated earlier statements that one of the most important elements of the program is teen involvement Chairman Wade M Stewart stated that teen driving safety is a top priority of the Board and he commended the Committee for taking the matter seriously and moving forward with the program Chairman Stewart stated the effort is showing results and he is proud of the teenagers in the County for recognizing that driving safely is a very serious subject and that they are getting involved with their high school leadership groups Chairman Stewart also thanked Ms Leonard and the North Carolina Governor’s Highway Safety Program for their contributions and asked Ms Leonard to let everyone at the State level know that Johnston County will continue to make the issue a high priority Chairman Stewart also thanked Mr Duggins for his work with the Committee and wished him well with his future endeavors Mr Parrish thanked the Board of Commissioners for allowing the Committee to move forward with their work and he noted that Mr Duggins will be missed Mr Parrish encouraged everyone to remain focused on the effort and he
