10 66 Meeting of the Johnston County Board of Commissioners August 16 , 2010 12 00 pm The Johnston County Board of Commissioners met in special session Monday , August 16 , 2010 at 12 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Wade M Stewart , Chairman , Allen L Mims , Jr , Vice Chairman , Cookie Pope , W Ray Woodall , and Tony Braswell Absent Jeffrey P Carver and DeVan Barbour Also Present Rick J Hester , County Manager , Paula G Woodard , Clerk to the Board , and Melissa A Daughtry , Paralegal Deputy Clerk Chairman Wade M Stewart called the meeting to order at 12 00 pm and the following business was transacted 1 Department of Transportation – Adoption of Resolution for the Four Oaks Business Park Chairman Wade M Stewart stated the Department of Transportation DOT has asked the Board to adopt a resolution formally requesting the participation of the DOT to construct industrial access improvements at the Four Oaks Business Park to accommodate the new investment and economic development at the park Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board adopted the following resolution Resolution of Request for North Carolina Department of Transportation Participation in Construction of an Industrial Access for Four Oaks Business Park To be located via I - 95 off of Hockaday Road WHEREAS , Johnston County and the Town of Four Oaks are in agreement that the identified opportunity for new development and the creation of quality new jobs through proposed new investment in land directly adjoining Hockaday Road is an asset for the County and Town ; and WHEREAS , adequate road access is an essential part of the infrastructure necessary to support new development , new investment , and expansion of the employment base ; and , WHEREAS , the North Carolina Department of Transportation promotes the economic development of communities across the State by providing new roadways , improvements to existing roadways , roadway maintenance , and public transportation ; and , WHEREAS , the North Carolina Department of Transportation requests Johnston County and the Town of Four Oaks to each adopt a resolution supporting the construction of roadway improvements to Four Oaks Business Park NOW , THEREFORE , BE IT RESOLVED that the Johnston County Board of Commissioners does hereby request the participation of the North Carolina Department of Transportation to provide safety and congestion mitigation improvements in support of major new investment , development , and creation of high quality sustainable employment for the citizens of Johnston County , North Carolina th Adopted this day of 16 day of August 2010 There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner W Ray Woodall seconded the motion , which carried by unanimous vote The meeting adjourned at 12 05 pm ____________________________ Wade M Stewart , Chairman Paula G Woodard , Clerk to the BoardPage
