Schedule Grant Year 1 – 2019 Grant Year 2 – 2020 Grant Year 3 – 2021 Grant Year 4 – 2022 Grant Year 5 - 2023 ? The Project o The Project consists of the expansion of operations at Facility the manufacturing plant located at 3250 Highway 70 , Johnston County , North Carolina The Company will expand the building to the desired levels , add new machinery , equipment , and other business personal property , and hire and train employees to fulfill new office and production jobs to manufacture innovative components and products for the fluid handling operations market with a net new total capital investment committed at not less than 70 million The Company expects the Project to require the creation of 80 net new jobs ? Investment by Company o Net New Capital Investment for the Project of not less than 70 million o 80 net new full - time employees hired for the Project with an average salary at or above the Johnston County average wage o Retention of those facility improvements , business property and net new jobs counts through Grant Year 5 ? Other Incentives for Completion and Operation of Investment by Company o Payment and performance of incentives by County are conditional on Company not being in default of any obligation to County , including the taxes and contracts o Company to begin its receipt of monetary incentives in Grant Year 1 o Incentives for investment in business property are cash payments for 5 years equivalent to 390 per 1,000 in assessed value of business property on January 1 of the year immediately preceding Grant Year 1 ? Incentives for investment in business property will be adjusted for then - current economic trends in Johnson County , correlated dollar for dollar to changes in the County’s ad valorem tax rate Ms Slusser requested the Board to authorize the Chairman to enter into an economic development incentive grant agreement on behalf of the County to grant incentives on terms not materially inconsistent with the project summary as outlined in exchange for the commitment by the company to invest 7 million in new machinery , equipment , and other business personal property ; employ 80 new full - time workers ; and operate the facility and employ that number of full - time workers for a term of not less than five years Commissioner Ted G Godwin asked if by starting the grant in 2019 , would depreciation negatively impact the incentive grant Ms Slusser responded that starting the grant in 2019 is not really a delay in that the 7 million investment will be made in 2018 She stated there is the potential for additional investment by the company throughout the grant , but the grant period will not extend beyond five years Ms Slusser stated it is in thePagePage pageNumber644 December 4 , 2017 – 10 00 am Continued company’s best interest to make their investment as soon as possible , but certainly the County can offer them the flexibility to make additional investments throughout the grant term Upon a question by Commissioner Chad M Stewart , Ms Slusser confirmed that with the expansion , the company’s employment will increase by an additional 80 jobs for a total of 285 jobs Mr Johnson readdressed the Board and stated this was a highly competitive project that had Johnston County competing with other States for the expansion He reiterated that even though the grant agreement calls for the job creation to be 80 additional employees , the company believes that number will be higher Mr Johnson introduced the Project Consultant on behalf of OPW as Ms Lynne Rooker from The Harvest Group Ms Rooker thanked the Board for their consideration of the economic development incentive grant She stated the project has been a long process and the support from Johnston County definitely factored into the decision making process by OPW There being no further comments , the Chairman closed the public hearing Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Cookie Pope , and carried unanimously , the Board authorized the Chairman to enter into an economic development incentive grant agreement on behalf of the County to grant incentives on terms not materially inconsistent with the project summary as outlined in exchange for the commitment by the company to invest 7 million in new machinery , equipment , and other business personal property ; employ 80 new full - time workers ; and operate the facility and employ that number of full - time workers for a term of not less than five years 7 Tax Appeal – Lucille M Stevens Estate Jocelyn S Andrews , Executrix Tax Administrator Sheila Garner presented to the Board a request from Jocelyn Andrews for refund of property tax pursuant to NCGS § 105 - 381 Ms Garner explained that she received the request from the taxpayer for refund of property taxes paid in the current and prior fiscal years Pursuant to NCGS § 105 - 381 b , “ Action of Governing Body ” provides that “ upon receiving a taxpayer’s written statement of defense and request for a release or refund , the governing body of the taxing unit shall within 90 days after receipt of such request determine whether the taxpayer has a valid defense to the tax imposed or any part thereof and shall either release or refund that portion of the amount that is determined to be in excess of the correct liability or notify the taxpayer in writing that no release or refund will be made ” Ms Garner stated although no public hearing is required , she did notify the taxpayer that the appeal would be heard by the Board of Commissioners today Ms Garner reported the taxpayer has requested a refund for tax years 2012 - 2016 She stated in this case , the taxpayer claimed that the Tax Office overstated the acreage on this account for years Ms Garner reported denial of this application for refund would result in no reduction in monies from the County and the Brogden Fire Department Approval of this request would result in a reduction of monies from the County and the Brogden Fire Department for the total of all refund years in the amount of 41811 Ms Garner stated she has reviewed the request submitted by the taxpayer and recommends denial on the basis that the taxpayer has failed to provide sufficient evidence that the tax is an illegal tax or one which was imposed through a clerical error on the part of the Tax Office At the inquiry of Commissioner Allen L Mims , Jr , Ms Garner explained that she believes once the estate was opened , some of the family members looked at the GIS maps and noticed the acreage discrepancy She stated the Tax Office then looked back through all the records to determine if a clerical error was made where the numbers could have been transposed and she determined that no
