10 499 Meeting of the Johnston County Board of Commissioners September 6 , 2011 10 00 am The Johnston County Board of Commissioners met in regular session Tuesday , September 6 , 2011 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Allen L Mims , Jr , Vice Chairman Jeffrey P Carver , Cookie Pope , Wade M Stewart , W Ray Woodall , DeVan Barbour , and Tony Braswell Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , Finance Officer J Chad McLamb , County Attorney David F Mills , and Paralegal Deputy Clerk Melissa A Daughtry Chairman Allen L Mims , Jr called the meeting to order at 10 00 am Commissioner W Ray Woodall opened the meeting with a prayer Commissioner DeVan Barbour led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Cookie Pope , seconded by Commissioner W Ray Woodall , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes – August 1 , 2011 10 00 am B Department of Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Maintained System Three Sisters Drive – Three Sisters Subdivision – Section 2 – Meadow Township C Proclamation – 2011 Fall Litter Sweep – September 17 through October 1 , 2011 adopted as follows PROCLAMATION FALL LITTER SWEEP 2011 WHEREAS , the North Carolina Department of Transportation organizes an annual fall statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the fall 2011 LITTER SWEEP roadside cleanup will take place September 17 through October 1 , 2011 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Correction inmates and community service workers , local government agencies , community leaders , civic and community organizations , businesses , churches , schools , and environmentally concerned citizens conduct annual local cleanups during LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the cleanup will increase awareness of the need for cleaner roadsides , emphasize the importance of not littering , and encourage recycling of solid wastes ; and rd WHEREAS , the 2011 fall LITTER SWEEP will celebrate the 23 Anniversary of the North Carolina Adopt - A - Highway program and its 5,760 volunteer groups that donate their labor and time year round to keep our roadsides clean ; and WHEREAS , the LITTER SWEEP cleanup will be a part of educating the children of this great State regarding the importance of a clean environment to the quality of life in Johnston County and North Carolina ; andPage500 September 6 , 2011 – 10 00 am Continued NOW , THEREFORE , THE JOHNSTON COUNTY BOARD OF COMMISSIONERS , does hereby proclaim September 17 through October 1 , 2011 as LITTER SWEEP time in Johnston County , and encourages all citizens to take an active role in making their communities cleaner th Adopted this the 6 day of September , 2011 D Proclamation – Child Passenger Safety Week and National Seat Check Saturday adopted as follows CHILD PASSENGER SAFETY WEEK 2011 PROCLAMATION WHEREAS , Children are our country’s most precious resource As parents and caregivers it is our responsibility to keep America’s children safe Every year , thousands of children are tragically injured or killed in motor vehicle traffic crashes For children age 3 and older , it is the leading cause of death It is hard to overstate the toll this takes on families Together we can put an end to this WHEREAS , Today , all 50 States , the District of Columbia , and our Territories have laws requiring the use of child safety seats and seat belts for children traveling in motor vehicles These laws were enacted because of the tremendous safety benefits they provide We know that child safety seats help save lives and reduce injuries We also know that they are most effective when installed and used correctly Sadly , nearly 3 out of 4 child safety seats are not used properly Starting now , working together , we must join forces to prevent these deaths and injuries WHEREAS , Johnston County is committed to working closely with our partners and safety advocates to help reduce the number of young lives lost on our roadways Our goal is to educate parents and caregivers on how to properly install and use child safety seats During Child Passenger Safety Week , there will be hundreds of free child safety seat inspection stations set up across the country We encourage all parents and caregivers to take advantage of this service and ensure that their children are getting the very best protection To locate an inspection station in your area , please go to wwwnhtsagov NOW THEREFORE , We , the Commissioners of Johnston County , do hereby proclaim September 18 through September 24 , 2011 , as Child Passenger Safety Week and September 24 , 2011 , as National Seat Check Saturday We urge everyone to help reduce injuries and the tragic loss of life by buckling up themselves and every child on every trip , every time th Adopted this the 6 day of September , 2011 E Resolution – Firefighters Week in Johnston County – September 11 - 17 , 2011 adopted as follows RESOLUTION PROCLAIMING FIREFIGHTERS WEEK IN JOHNSTON COUNTY Whereas , fighting fires is one of the most hazardous professions requiring physical strength , stamina , extensive training , courage , and selfless concern for the welfare of others ; and Whereas , firefighters provide valuable services to the citizens of Johnston County , their communities , and the County ; and Whereas , firefighters make sacrifices to protect the lives and financial interests of the citizens of Johnston County ; and Whereas , firefighters respond to emergencies without hesitation when the call of duty arises ; and Whereas , firefighters work with public safety officials and law enforcement officers to protect the integrity of crime scenes , which is necessary to resolve arson cases ; and Whereas , firefighters reside in the community in which they serve and have a great appreciation for protecting their communities ; and Whereas , it is appropriate to recognize the duties and services that firefighters perform by observing Firefighters Week in Johnston County Now Therefore Be It Resolved by the Johnston County Board of Commissioners that all firefighters deserve to be honored for the invaluable service they provide to the County , its citizens , and communities The Board of Commissioners encourages the citizens of Johnston County to observe the week of September 11 - 2012 budget He stated the College received a 15 million cut in funding from the State , but due to good planning by the College last year , they will survive Dr Johnson reported enrollment continues to be good with this year’s numbers remaining consistent with last year Dr Johnson thanked Chairman Allen L Mims , Jr for his representation and work on the Community College Board of Trustees He invited the Board of Commissioners to attend the new Library’s grand opening on November 3 , 2011 At the inquiry of Commissioner Wade M Stewart , Dr Johnson reported the College is looking for grant funds to help support the development of the old library space into a virtual hospital Dr Johnson stated the project is estimated to cost approximately 4 million and he noted that there are fewer grants available in support of brick and mortar so the College is having some difficulty finding money to pay for the renovation Upon a question by Commissioner Tony Braswell , Dr Johnson stated enrollment in all of the vocational technical programs at the College is full He added the nursing program as well as all the allied health programs continues to be well - enrolled Dr Johnson stated the College is continuing to enroll students in the emergency services program which began last year and they hope to have a new fire science curriculum in place by the fall of 2012 Commissioner Cookie Pope asked about the truck driver training school enrollment Dr Johnson reported the truck driver training program is full Commissioner Stewart complimented the improved aesthetics of the College noting he makes it a point to takes visitors by the campus when he gets the chance D Teen Driving Safety Committee – Kick - in and stated that she believed they ran an ad in the newspaper as well as put the notice on their website Mr Stephenson stated he was unaware of the Benson public drop - in and he would like to review the information that pertains to Benson Ms Lee stated Mr Stephenson could receive copies of all the documents and she would take his suggestions under advisement for the next update Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Jeffrey P Carver , and carried by unanimous vote , the Board adopted the following resolution adopting the Comprehensive Transportation Plan for Johnston County RESOLUTION ADOPTING THE COMPREHENSIVE TRANSPORTATION PLAN FOR JOHNSTON COUNTY , NORTH CAROLINA WHEREAS , the Town of Archer Lodge , Town of Benson , Town of Clayton , Town of Four Oaks , Town of Kenly , Town of Micro , Town of Selma , Town of Smithfield , Town of Wilson’s Mills , Johnston County , Capital Area Metropolitan Planning Organization , Upper Coastal Plain Rural Planning Organization , and Transportation Planning Branch of the North Carolina Department of Transportation have actively worked to develop a transportation plan for Johnston County ; and WHEREAS , Johnston County and the Department of Transportation are directed by North Carolina General Statutes 136 - 662 to reach agreement for a transportation system that will serve present and anticipated volumes of traffic in and around the County ; and WHEREAS , it is recognized that the proper movement of traffic within and through Johnston County is a highly desirable element of the comprehensive plan for the orderly growth and development of the County ; and WHEREAS , Johnston County is directed by North Carolina General Statutes 136 - 662 to have a qualifying land development plan that can be a policy statement that expresses a jurisdiction’s vision for the development of land within that jurisdiction ; and WHEREAS , it is recognized that the vision described in the 2030 Comprehensive Plan is still valid for the areas within Johnston County’s planning jurisdiction , and will serve as a qualifying land development plan ; and WHEREAS , after full study of the plan and the supporting documents presented , the Johnston County Board of Commissioners feel it to be in the best interests of Johnston County to adopt a plan pursuant to General Statutes 136 - Communications – Update to Board on Future Communication Needs Director of 911 - Communications Jason Barbour presented the following updates to the Board A Hurricane Irene Mr Barbour thanked Emergency Services Director Kim Robertson and staff for their assistance and backup provided to the 911 - Communications Center during the recent earthquake and hurricane events Mr Barbour stated during the events , the 911 backup center was utilized to help handle the tremendous amount of calls that were received He noted Emergency Services helped with answering calls regarding downed trees which allowed the local Fire Departments to be free to assist citizens with fire related calls Page0518 September 6 , 2011 – 10 00 am Continued B Johnston County 911 - Communications Honored for Achieving Status as an Accredited Center of Excellence Mr Barbour informed the Board that Johnston County 911 - Communications recently achieved the status of an Accredited Center of Excellence in three protocols with those being medical , police , and fire dispatch He reported that Johnston County is the first 911 Center in North Carolina to receive the accreditation in all three protocols and the fifth worldwide Mr Barbour recognized his staff for their work and efforts to achieve the status Mr Barbour provided the Board with a brief overview of how the accreditation process was carried out Mr Barbour expressed his appreciation to the Board of Commissioners for their support to 911 and noted that without the Board’s support , the accreditation would not have been possible Chairman Allen L Mims , Jr expressed the Board’s appreciation to Mr Barbour and his staff on the accomplishment and thanked them for their work C Narrow - Banding Radio Upgrade Project Mr Barbour informed the Board that a nationwide mandate has been issued regarding the communications dispatch equipment and the narrow - banding of radio frequencies from analog to digital effective January 2013 He explained that the mandate affects the way 911 notifies the fire and EMS personnel through their pagers Mr Barbour stated the current equipment and technology used by 911 will no longer work after January 1 , 2013 Mr Barbour reported he has discussed the issue with Johnston County Fire Marshal Chris Perry who informed the Fire Chiefs ’ Association and the Fire Focus Group Mr Barbour noted that Commissioner Tony Braswell has also been involved in the discussions Mr Barbour reported 911 has received the endorsement of the Chiefs ’ Association to proceed with updating the technology to transmit data in both digital and analog He stated the preliminary estimates to upgrade are approximately 800,000 Mr Barbour noted he submitted a request to the State 911 Board to use 911 revenue to pay for the project and was denied Mr Barbour requested direction from the Board on proceeding with updating the technology Mr Barbour stated he hopes to begin researching proposals for the narrow - banding radio upgrade project with further approvals to be brought back to the Board in December January Mr Barbour indicated he hopes to have the new system in place this time next year in order to have enough time to get used to the new system before the January 2013 deadline Commissioner Tony Braswell stated Mr Barbour has put a lot of work into the issue and he also thanked the Fire Focus Group and the Fire Chiefs ’ Association for their input Commissioner Braswell stated he wished the County did not have to spend money for the project ; however , it is an unfunded mandate that must be addressed Chairman Allen L Mims , Jr stated that he has spoken with Mr Barbour about the matter and the reason why the County must upgrade to handle both analog and digital communications is so the fire departments can continue to have the voice communications to avoid reading text messages on their pagers while trying to drive Chairman Mims stated planning for both analog and digital does have extra cost involved ; however , he believes it is necessary for safety reasons until such time as a better solution can be found Mr Barbour explained that there will be another narrow - banding upgrade in the future in which the analog communications will cease and the system will be digital only He stated the new system will be able to handle the additional narrow - banding upgrade at that time Commissioner Braswell commented the upgrade project will create an additional expense for the fire departments because they will have to purchase new equipment in order to communicate with the 911 Center Mr Barbour agreed with Commissioner Braswell , stating that the preliminary 800,000 estimate to upgrade does not include the new pagers that would have to be purchased by the fire and EMS units D McGee’s Crossroads Coverage Issues Mr Barbour informed the Board that in - building radio communication coverage issues exist at the McGee’s Crossroads area Mr Barbour explained in an effort to improve coverage , 911 had engineers fine - tune the existing antenna system in the area which has helped ; however , he noted the area is still challenged Mr Barbour stated that he has applied to acquire additional radio frequencies for that area and if successful , he would come back before the Board at a later date to request approvals on the next steps Mr Barbour noted thePage1519 September 6 , 2011 – 10 00 am Continued County is fortunate that the McGee’s Crossroads water tank is tall enough to be utilized for installing the necessary equipment instead of having to construct a new tower Authorization to Proceed with Researching Proposals for the Narrow - Banding Project Granted Commissioner Jeffrey P Carver moved the Board authorize the 911 - Communications staff to proceed with researching proposals for the narrow - banding radio upgrade project with further approvals to be brought back to the Board at a later date Commissioner Tony Braswell seconded the motion , which carried by unanimous vote The Board took a five minute recess 7 Health Department – Request for Positions Health Director Dr Marilyn Pearson stated the Johnston County Health Department is requesting approval for two Public Health Nurse II positions and two Interpreter positions for the Care Coordination for Children CC4C and Pregnancy Care Management PCM Programs to be funded by the North Carolina Division of Medical Assistance Dr Pearson explained that the North Carolina Division of Medical Assistance , through a partnership with Community Care of North Carolina and the Division of Public Health , developed these programs to address needs of at - risk children and to improve birth outcomes The CC4C Program focuses on connecting families with services and supporting children in reaching their developmental potential The PCM Program focuses on pregnant women at risk of poor birth outcomes by providing support and developing a care plan to address the risk factors Dr Pearson reported that the Johnston County Health Department’s new monthly payment from Medicaid of 58,000 is based on a per member per month fee to cover the programs This determination is based on demographics consisting of the number of children aged 0 – 5 and women aged 14 -
