10 450 Meeting of the Johnston County Board of Commissioners July 5 , 2011 10 00 am The Johnston County Board of Commissioners met in regular session Tuesday , July 5 , 2011 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Allen L Mims , Jr , Vice Chairman Jeffrey P Carver , with a prayer Commissioner DeVan Barbour led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Chairman Allen L Mims , Jr stated that Item D regarding the second vote on the 50 - 210 Fire Department first responder franchise request has been withdrawn , per the Fire Department’s request Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items as follows , with the deletion of Item D A Approval of Minutes – June 6 , 2011 10 00 am and 6 00 pm ; June 23 and 29 , 2011 B Department of Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Chad McLamb 3 Public Comments A ATV Complaint James Stephenson , 5581 Elevation Road , Benson , informed the Board of concerns that he and some of his neighbors have regarding noise and dust created by the use of ATVs on property located on Telfer Lane in Johnston County Mr Stephenson reported that the ATVs are in use daily and he is concerned that they are creating health hazards and environmental problems Mr Stephenson stated he has contacted the Sheriff’s Department several times about the matter and he requested any assistance the Board could provide in alleviating the issue Mr Stephenson presented copies of reports that he has filed with the Sheriff’s Department At the inquiry of Chairman Allen L Mims , Jr , Mr Stephenson stated he did not know if the property owners were charging outside ATV owners to ride on the property ; however , he stated that he is aware of other people bringing ATVs to the site to ride Chairman Mims explained the matter could possibly be a zoning violation if the property owners are operating a commercial business by charging people to ride Chairman Mims asked what had the Sheriff’s Department advised Mr Stephenson Page453 July 5 , 2011 – 10 00 am Continued Mr Stephenson reported the Sheriff’s Department told him that as long as the ATV riders stay on their own property , then there is nothing that can be done Mr Stephenson added that he is limited as to when he can put his livestock in his pasture because of all the dust Mr Stephenson stated the ATV riders have been seen riding on Telfer Lane , Elevation Road , and NC Hwy 50 Commissioner Tony Braswell asked Mr Stephenson if he had personally contacted the property owners and expressed his concerns Mr Stephenson responded that he has not contacted the property owners directly ; he has just called the authorities Commissioner DeVan Barbour commented that if the Sheriff’s Department has been involved , then the property owners have been made aware of Mr Stephenson’s concerns Chairman Mims stated he was unsure if the Board could do anything , but they would look into the matter B Recognition of West Johnston High School Envirothon Team Susan Woodard , Information Education Specialist with the Johnston County Soil and Water Conservation District , informed the Board that the West Johnston High School Envirothon Team won first place at the 2011 North Carolina State Envirothon Competition and has advanced to the Canon North American Envirothon to be held in Canada later this summer The West Johnston Team will be representing Johnston County as well as the State of North Carolina in the Envirothon Ms Woodard spoke on the accomplishments of the students and how dedicated they have been to the program Ms Woodard introduced the Team , as follows Frankie Johnson , Camille Brown , William Higgins , Thomas Lineberger , Casey Burns , and Team Advisor Melody Lineberger Frankie Johnson provided the Board with a brief background on the Envirothon and the work and future plans of her teammates The Board congratulated the Team on their State competition success and wished them well in the North American Envirothon 4 Economic Development – Request to Change Name of Industrial Development Corporation Allen Wellons , Chairman of the Johnston County Economic Development Advisory Board , reported that the parallel non - profit corporation of the Advisory Board , currently named the “ Johnston County Industrial Development Corporation , ” would like to change their name to the “ Johnston County Economic Development Corporation ” Mr Wellons explained that the Corporation discussed their name at their last meeting and decided to request the change to better reflect the purpose and mission of the Corporation He stated that over the years , the Corporation’s role has changed and the projects they recruit have broadened from just industrial clients Chairman Allen L Mims , Jr asked what would be involved with changing the name Mr Wellons stated the County Attorney would file the appropriate forms with the Secretary of State requesting the name change County Attorney David Mills stated the Corporation would need to give notice to hold a meeting to formally discuss the name change and take a vote to amend the Articles of Incorporation Once the meeting and vote have been held , the necessary paperwork could be filed with the Secretary of State Chairman Mims asked about costs associated with changing the name on letterhead , business cards , and other printed materials Mr Wellons stated the Corporation could wait to change Mims stated it was his understanding that the incentive grants , other than the projects that the County has partnered with the Towns on , are offered to industrial prospects and he asked what other type of projects would be recruited Mr Wellons responded that the term “ industrial ” was used back when the Corporation was formed in the 1960 ’ s He continued that today , when talking about economic development , it has become a broader scope such as trying to increase sales tax revenues by recruiting shopping centers , national commercial companies , and pharmaceutical companies Mr Wellons stated with the change in the economy , the term “ industrial ” does not encompass what the Corporation does , which is to create jobs Chairman Mims commented that when he first looked at the request , he associated the term “ industrial ” with the incentive grants that the County has offered to industrial companies noting that the County does not typically offer grants for shopping centers and other retail establishments in that they choose to locate to the County because of the demographics Mr Wellons stated that economic development recruiting is sometimes needed for larger national chains In response to Commissioner Tony Braswell , Mr Wellons stated that “ economic development ” is more of the modern term He added that the Director’s title is officially “ Economic Development Director ” Commissioner Cookie Pope commented that she already refers to the Corporation as the Economic Development Corporation Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board approved for the Johnston County Industrial Development Corporation’s name to be changed to the Johnston County Economic Development Corporation 5 Sheriff’s Department – Request to Surplus and Auction Vehicles At the request of Sheriff Steve Bizzell , upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board declared the following vehicles surplus and approved for them to be auctioned to the public by Manheim of NC Auto Auction of Kenly Highway Safety Program GHSP , to be used in traffic enforcement initiatives throughout the County Sheriff Bizzell further requested the Board to approve for the motorcycles to be sold by private sale at a negotiated price , pursuant to NCGS 160A - 266 and 267 ; and placed at a Harley - Davidson dealership for sale on consignment at fair market value , to be negotiated with the dealer and the prospective buyer Sheriff Bizzell stated that according to the GHSP grant , the proceeds from the sale of the motorcycles , less the commission fee , are to be returned to the appropriate revenue line item to be used to further enforce traffic safety initiatives in Johnston County Commissioner Jeffrey P Carver asked if the proceeds could be used for the Teen Driving Safety Program PagePage Commissioner Wade M Stewart , Sheriff Bizzell stated that usually anytime there is a surplus sale of property that was originally purchased with grant funding , the proceeds from the sale must be used for the same purpose Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board declared the following two motorcycles surplus and Extension , informed the Board that Cooperative Extension is celebrating 100 Years of Family and Consumer Science Programs in North Carolina Ms McBurney reported that in 1922 , Ms Jane McKimmon was hired by North Carolina State University to deliver cutting edge research and guided programming to the women and families of rural North Carolina Ms McKimmon was the first Home Demonstration Agent in North Carolina and this year Cooperative Extension is celebrating 100 years of Home Demonstration Agents , the Home Economists that are now called Family and Consumer Science Agents Ms McBurney stated that in Johnston County , the first Home Demonstration Agent was Ms Sarah Wellons and she noted the work has always focused on three things including education , health , and economy Ms Stroud presented a recently published book titled Ordinary Women Extraordinary Service to the Board in appreciation of the support to Cooperative Extension and specifically the Consumer Science Programs The book is a pictorial and written history of the educational program in North Carolina for the past 100 years Ms Stroud stated there is a page dedicated to Johnston County as well as every other county in North Carolina Ms Stroud also presented a 60 second public service announcement describing how the work continues The Board thanked Ms McBurney and Ms Stroud as well as Johnston County Cooperative Extension for the presentation and for their work with the Consumer Science Programs 8 Johnston Ambulance Service – Contract Renewal Terms Jeff White , Vice President for Johnston Ambulance Service JAS , explained that in preparing to renew their contract with the County , JAS noticed this year there were changes to the contract that they would like to discuss further Mr White reported he has met with Emergency Services Director Kim Robertson , Emergency Medical Services Division Chief Lenny Hamilton , and County Manager Rick Hester regarding his concerns He stated JAS has no issues with the contract requirements pertaining to number of units required , response time requirements , reporting , transportation of all County residents regardless of their ability to pay , and the DOA transports for the County at no charge Mr White continued that the major concern is that in previous contracts JAS has had a primary provider relationship for basic life support services Mr White stated the contract requires JAS to have seven units in the County Monday through Friday three of those at the paramedic level and four at the EMT basic level ; however , JAS presently has in place ten units four at the paramedic level and six at the EMT basic level Mr White acknowledged that JAS did not turn in their quarterly response times , per the contract requirements , but stated that once they were prompted by the EMS Advisory Council , JAS did submit the reports to EMS Division Chief Lenny Hamilton Mr White stated JAS has two different contracts , one with Johnston Health which covers the Smithfield and Clayton Medical Centers and one with Johnston County Mr White stated that JAS has never said that they should have an exclusive franchise ; however , with the amount of service that is required and the requirements that JAS must meet for the County , they would prefer that the primary provider relationship language be put back into the new contract Mr White stated that with the addition of the Johnston Health Clayton Medical Center , it will necessitate JAS to staff another site in the Clayton area to handle the additional call volume Mr White alsoPagePage pageNumber7456 July 5 , 2011 – 10 00 am Continued informed the Board that JAS has no problems providing backup to the County EMS agencies and noted that JAS provided units during the April 2011 tornado event within 45 minutes of the tornado hitting the County Mr White concluded his remarks by stating that JAS has a great working relationship with the County He added that JAS has a long history in Johnston County and they want to continue providing service Chairman Allen L Mims , Jr stated he understands that JAS operates under the County EMS Medical Director , Dr Hartman , and he asked why the County has not had access to the training records and other necessary information Mr White stated that in December , JAS had to switch their computer software , but the new software would not allow the County staff to have access into the system ; therefore , JAS shut the system down in January with intentions of utilizing different software that would allow the County access Mr White reported that since January , JAS has been operating on paper and it is taking longer than anticipated to get the new software up and running He stated initial training has been completed in June and JAS expects to coordinate with Johnston and Wayne Counties sometime during July which should allow for the proper access by County staff Mr White added that he feels whenever information has been requested from JAS , that they have responded appropriately and immediately In response to questions from Chairman Mims , Mr White stated because JAS is a multi - county agency , they have to ensure the software is setup so that Johnston County can only view Johnston County’s information to remain in compliance with HIPAA requirements and he reiterated that it has taken longer than anticipated to get the system up and running Chairman Mims asked about JAS’s ability to get on the County’s radio system Mr White acknowledged that communication was difficult between JAS and the County during the April 2011 tornado events and that going forward JAS would have no issues working towards getting on the County’s radio system Chairman Mims stated that he has heard JAS did a great job providing mutual aid during the April tornado events ; however , he also heard that communication was difficult Mr White stated JAS is currently looking at other radio systems and will be working towards better communication Chairman Mims reported he has received a recommendation from the EMS Advisory Committee for the Board to approve a 90 - day provisional contract with JAS in order to work through some of the issues before a full contract is awarded Mr White stated he had no problem with a 90 - day provisional contract Commissioner Tony Braswell noted the County will be switching to the radio narrow - banding by 2013 and that it would be a prime opportunity for JAS to be included in with the system Commissioner Braswell stated he is concerned with JAS being the primary backup agency with no direct radio communication to the County Commissioner Braswell suggested that JAS personnel be included in the discussions regarding the radio narrow - banding project Commissioner Wade M Stewart commented that JAS has been in the County a long time and he appreciates the service they have provided ; however , he stated things change and that JAS is in the best position of anyone else He suggested JAS coordinate with the County EMS staff to work out their issues during the 90 - day provisional contract period Commissioner Stewart noted that there are other outside organizations that have expressed interest in providing service Commissioner Stewart encouraged JAS to sit down with the County staff and work out the details Commissioner Cookie Pope stated she too appreciates the past service from JAS , but she expressed concern that JAS is not providing the proper reports to the County staff that is required in the contract Mr White stated JAS is presently operating on two separate systems and it is just taking longer with the new software to get everything up and running Mr White reported JAS is in full compliance with their State reporting He stated JAS had to hire a temporary agency to manually load the reports in the State system to ensure compliance with the State Mr White offered that JAS could provide paper copies to the County staff until such time as the new software is online PagePage pageNumber8457 July 5 , 2011 – 10 00 am Continued Rudy Baker , Chairman of the EMS Advisory Committee , stated the EMS Advisory Committee’s recommendation for a 90 - day provisional contract is based on 1 the timeliness and accuracy of reporting ; 2 that the County EMS Training Officer be granted access to the training records ; and 3 the EMS Medical Director be granted access to the patient care records Mr Baker stated if JAS can begin providing the required data to the County within 90 - days , then a full contract could be considered Upon a question from Chairman Mims , Mr Baker confirmed that the EMS Advisory Committee agrees with the 90 - day provisional contract and they would monitor the situation and report back to the Board of Commissioners at the November 2011 meeting Billy Langston , Vice Chairman of the EMS Advisory Committee , President of the EMS Association , and EMS Division Chief for the Town of Smithfield , agreed that JAS has done a lot for the County However , Mr Langston stated that the EMS agencies are also JAS’s backup on occasion He spoke on an instance where Smithfield EMS was called by a local nursing home for a convalescent non - emergency pickup where a resident had fallen and needed hospital assistance and JAS was busy and unable to respond within a timely manner Mr Langston stated that the EMS agencies in the County have to be ready and available to respond to emergencies and considering that JAS is asking for a primary provider relationship with the County , alternatives need to be available to the nursing homes and other citizens of the County for convalescent calls so that if JAS is busy , another service can be called , thereby leaving the EMS agencies available to handle emergencies At the inquiry of Commissioner Braswell , Mr Langston stated such occurrences are not frequent , but they have happened Mr Langston added that he is studying the call volume from the nursing homes to determine what can be done to alleviate such situations Mr Langston stated such instances are unique to Smithfield EMS because the majority of the nursing homes in the County are located in Smithfield Commissioner Stewart commented that he would think JAS would prefer to have control over when and what secondary providers are called during times when they are busy and unavailable to respond to a convalescent transport Mr Langston reported the emergency helicopter services coordinate their responses much the same way as mentioned by Commissioner Stewart which works well , so long as the patient is put first Commissioner Stewart agreed that the patient should always be put first and he spoke on the importance of JAS coordinating with the County staff on such matters Upon a question by Chairman Mims , Mr Langston clarified that if a call from one of the nursing homes were an emergency such as a heart attack , then the EMS agencies should and would be called through 911 ; however , he stated the nursing home staff is supposed to be educated so as to know when 911 or JAS should be called Mr White stated he is not familiar with the specific instance that Mr Langston referenced , but he noted that education is key and he suggested going out to the nursing homes as a team to educate the staff on when to call which agency Kim Robertson , Emergency Services Director , informed the Board that the County has had a great relationship with JAS over the years ; however , she reported that she requested required documentation from JAS in August 2010 and has yet to receive that information Ms Robertson stated she has spoken with other counties that JAS operates in and those counties have been able to get their reports Ms Robertson stressed that the County holds the EMS agencies to their contracts with regards to the submittal of required reports and she feels that JAS should be held to the same standard Ms Robertson noted that she has received inquiries from other outside agencies that have asked to provide services in Johnston County and those agencies have indicated to her that they can provide the required documentation to the County Ms Robertson stated the priority is making sure that the citizens are being provided with the best service At the inquiry of Commissioner Jeffrey P Carver , Ms Robertson confirmed that she initially requested the reports from JAS in August of 2010 She noted that staff did receive some documentation ; however , the data was in a format that could not be understood Commissioner Stewart asked how JAS charges for their Approval to Purchase Ambulance Kim Robertson , Emergency Services Director , requested the Board to approve the purchase of a G4500 Type III ambulance from Select Custom Apparatus , Inc in an amount up to 150,000 The County would be “ piggybacking ” off of a recent bid coordinated by The Florida Fire Chiefs ’ Association , Florida Sheriffs Association , & Florida Association of Counties , and thereby , waiving the bid procedures of NCGS 143 - 129 Ms Robertson stated the purchase is proposed to be financed with BB & T at 169 over a 24 month installment period She stated if the Board approves the purchase , staff requests the Board adopt a resolution approving the financing from BB & T Chairman Allen L Mims , Jr asked where the additional ambulance would be placed Ms Robertson reported the new ambulance would be placed with the Benson unit Upon a question by Commissioner Tony Braswell , Ms Robertson stated the new ambulance would help offset the response times in the area Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the purchase of a G4500 Type III ambulance from Select Custom Apparatus , Inc in an amount up to 150,000 , and adopted the following resolution approving the financing from BB & T Resolution Approving Financing Terms WHEREAS Johnston County , North Carolina “ County ” has previously determined to undertake a project for the lease purchase of one 1 2011 Chevrolet G4500 Type II Ambulance “ the Project ” , and the Finance Officer has now presented a proposal for the financing of such Project BE IT THEREFORE RESOLVED , as follows 1 The County hereby determines to finance the Project through Branch Banking and Trust Company “ BB & T ” , in accordance with the proposal dated May 31 , 2011 The amount financed shall not exceed 150,00000 , the annual interest rate in the absence of default or change in tax status shall not exceed 169 , and the financing Notification System Darrell Alford , Emergency Management Coordinator , requested the Board to approve a three year contract with Code Red Notification Systems to replace the existing Reverse 911 notification system Mr Alford explained that in the week following the April 2011 tornado , the County used the current Reverse 911 system to notify citizens of locations for food and clothing and in two of those attempts the system failed He stated also during the same week , the County again experienced severe weather with the threat of additional tornados and staff again attempted to use the current notification system ; however , that notification call took four hours to reach the citizens Mr Alford stated following the failures of the current system , staff began to search for another system and spoke with several companies He reported staff recommends the Code Red Notification System and feels it will best fit Johnston County’s needs Mr Alford also noted that Public Utilities was involved in the selection process because they are a frequent user Mr Alford reported Code Red Notification has been in business for over a decade and they are currently the most common utilized system in North Carolina with approximately 40 counties receiving their service He stated Code Red has built in redundancy measures to ensure that calls are completed during time sensitive situations Mr Alford spoke on the ease of use of the system and noted that Code Red already has approximately 70 of Johnston County’s citizen phone numbers in their system and staff could import the 911 data to finish building the system Code Red , if chosen , would provide several free calls to notify and encourage citizens to register their numbers as well Mr Alford stated Code Red could also provide automatic weather warnings to the citizens of Johnston County as an additional feature The weather warnings service would be free to the citizens and only those that are directly in the path of an impending storm would receive the warning Mr Alford stated the contract is for three years ; however , the County Attorney has reviewed the document and is satisfied that it does offer an opt - out clause at anytime that the County felt it could no longer , financially , keep the service He stated the weather warning feature would be free to the County the first year , but would have an annual cost thereafter Chairman Allen L Mims , Jr and Commissioner Wade M Stewart asked about the total cost of the service over the three year period of time Mr Alford explained the cost of the Code Red Notification System would be 37,500 each year The additional weather warning feature would be free to the County the first year ; however , would cost an additional 18,750 per year thereafter Mr Alford reported that Emergency Services and Public Utilities can jointly cover the cost of the system the first year ; however , it will require additional funding for the weather warning system in the second and third year County Manager Rick Hester noted there are a couple of options available to the County such as contracting just for the notification system in the beginning and possibly adding the weather warning feature at a later date Commissioner Stewart stated it would be interesting to know how much advance notice the people in Four Oaks and Micro received before the April 2011 tornados , if any Commissioner Stewart commented that he believed those people in the future would like to have as much notice as possible Commissioner Tony Braswell noted that he uses one of the television station weather warning systems that sends him text messages for free ; however , he stated that not all citizens have access to that technology Commissioner Stewart added that some of the weather warning notifications systems through the news stations charge a fee Mr Hester reported that if the Board approved the contract , the service would not begin until the Fall Mr Alford agreed and stated that Code Red would first have to train the County staff as well as begin an advertising campaign to notify the systems of the new service Mr Hester also noted that time would be needed to bring in the towns so they could use the system to notify citizens of boil water notices , etc He stated the Town of Clayton currently uses Code Red , although they would merge with the County , subject to Board approval Commissioner Jeffrey P Carver commented on the references provided by Code Red and asked about other counties that may be comparable to Johnston County Page1460 July 5 , 2011 – 10 00 am Continued At the inquiry of Commissioner Braswell , Mr Alford stated he has spoken with other Code Red users , including Wilson County , the Town of Clayton , and the Town of Apex who are all satisfied Mr Hester asked , out of the counties in North Carolina that use Code Red , how many use the weather warning feature Mr Alford reported that only six counties in North Carolina use both the notification system and the weather warning feature at this time He noted there were more counties ; however , some of them had to cancel the weather warning feature due to budget constraints Commissioner Stewart asked how Code Red charges for its services Mr Alford explained that Code Red’s fee schedule is based on the population of the area being served He stated once the County locks in on the contract , no matter how much the County grows , the price would not increase Commissioner Stewart noted the Town of Clayton currently pays for the system ; however , if they opt - in with the County , they would no longer have that cost because the County would be paying for the service Commissioner Carver commented that according to the proposed contract there would be extra charges if the County used over 175,000 minutes Mr Alford stated Code Red has assured staff that the 175,000 minute bank is three times more than the County would ever use Commissioner Carver stated he would like to know how much the current Reverse 911 system is utilized for emergency notifications and separately for Public Utilities notifications Tim Broome , Director of Utilities & Engineering , reported Public Utilities utilizes approximately 40 of the total use of the current system Mr Alford clarified that the weather warnings would not be included in the 175,000 per year minute bank He noted only staff notices for boil water advisories , shelter openings , etc would count towards the 175,000 minute bank Upon a question by Commissioner Braswell , Mr Hester reported the 911 funds could not be used towards the service Motion Commissioner Wade M Stewart moved the Board approve a three year contract , including the weather warning addendum , with Code Red Notification Systems Commissioner Cookie Pope seconded the motion Further Discussion Commissioner Jeffrey P Carver expressed concerns with the additional funding needed for the service , given that the County has just adopted the FY 11 - 12 budget Commissioner Carver stated he would vote to support the motion because there is an opt - out clause in the contract ; however , he would like for staff to provide data to in 1978 , with the wetwell and pumps replaced in 1987 Mr Broome reported the standby power generator set and much of the electrical controls are now over 30 years old and the equipment maintenance is costly He stated replacement of the generator and controls are necessary to improve reliability and to serve larger , higher horsepower pumps which are needed to handle increasing wet weather flows Mr Broome noted additional improvements consisting of variable speed drives for the Swift Creek wastewater pump station are also needed in that this station serves a major part of the I - 40 NC Hwy 42 interchange Mr Broome reported the bid advertisement and opening procedures were consistent with statutory requirements to the best of staff’s knowledge A base bid was requested for the Buffalo Creek station improvements and an add alternate bid was requested for the Swift Creek wastewater pump station improvements The low base bid was submitted by JL Britt Electric Inc of Goldsboro , NC in the difficult year for collecting property taxes but fortunately , our County tax collections remain strong Our thanks go in large part to the citizens of Johnston County for paying their taxes To achieve this level of collections , the entire tax collections staff has been dedicated to making citizen contacts to get taxes paid as soon as possible in the collections cycle An additional challenge this year is the amount of taxes protected from enforcement actions The increase in the amount of taxes under bankruptcy protection coupled with the one appeal at the property tax commission represents 4785 of the unpaid balance of real and personal property taxes As you know , County tax base growth remained slow The increase in levy was 327 percent last year but only 143 percent this year and for the third year the motor vehicle levy has decreased from the prior year As in previous years , the collection of the motor vehicle tax remains one of our most difficult challenges This year we have experienced a drop in the percent of citizens paying their motor vehicle tax bills before the delinquency date th As of June 30 , 8020 of May and 6361 of June motor vehicle bills had been collected but it is too early in the collections cycle to begin enforced collections for those two months The unpaid balance for May and June was 442,538 of the total 780,139 unpaid for 2010 - 2011 or 5672 Ultimately most of these taxes will be collected The low “ voluntary ” collection rate coupled with the monthly billing cycle is the reason a 90 collection rate for motor vehicles is exceptional for any North Carolina county This is our third year to collect over 91 According to the State Treasurer’s previous fiscal year 2009 totals , Johnston County moved up to a nd tie with Durham County for second 2 best overall collection rate among counties with a th population of greater than 100,000 Last year we were fourth 4 best overall However , the most significant news for us in the State Treasurer’s report is Johnston County again ranked first 1st in collection of real and personal property in our population range This is our third year in the top spot For motor vehicle collections , we ranked second behind Buncombe County with the highest collection rate for registered motor vehicles RMV for counties in our population range While that is great news , our audit calculations show our RMV collection rate at 9188 not 9220 as stated by the State Treasurer’s Office Regardless the ranking , our RMV collection rate is excellent The Johnston County Tax Office Employees and the Citizens of Johnston County are due all the credit for accomplishing this remarkable collection rate It requires everyone’s best effort from placing values on property , to answering the phone , to assisting taxpayers , to collecting the tax whether voluntary or enforced to achieve this goal Page7466 July 5 , 2011 – 10 00 am Continued All County employees in the tax administration office remain dedicated to the fair and equitable treatment of the citizens of Johnston County With the increased amount to collect and the County’s dependency on the property tax for funding of necessary services , the challenge is to continue to collect at these levels while maintaining outstanding customer service By collecting the taxes owed , the tax rate in subsequent years remains lower for all taxpayers I recognize , appreciate , and am sincerely thankful , for the dedicated day to day work of the tax collections staff in accomplishing this remarkable tax collection rate I thank each of you for your continued support of me and the tax office staff Without your support in collecting taxes in difficult situations this high level of achievement , which saves all taxpayers money , would not be upon all real property of the respective taxpayers in Johnston County , and this order shall be a full and sufficient authority to direct , require , and enable you to levy on and sell any real or
