10 334 Meeting of the Johnston County Board of Commissioners April 4 , 2011 10 00 am The Johnston County Board of Commissioners met in regular session Monday , April 4 , 2011 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Allen L Mims , Jr , Chairman , Jeffrey P Carver , Vice Chairman , Cookie Pope , Wade M Stewart , W Ray Woodall , DeVan Barbour , and Tony Braswell Absent None Also Present Rick J Hester , County Manager , Paula G Woodard , Clerk to the Board , J Chad McLamb , Finance Officer , David F Mills , County Attorney , and Melissa A Daughtry , Paralegal Deputy Clerk Chairman Allen L Mims , Jr called the meeting to order at 10 00 am Commissioner W Ray Woodall opened the meeting with a prayer Commissioner Cookie Pope led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda There being no amendments , the Chairman declared the agenda approved as presented 2 Consent Agenda Items Commissioner DeVan Barbour asked for Item F – Human Resources , Adoption of Resolution , to be removed from the Consent Agenda to allow further time to research the request Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items as follows , with the exception of Item F which was removed A Approval of Minutes – March 7 , 2011 10 00 am and 6 00 pm ; and March 11 , 2011 B Proclamation – National Public Safety Telecommunicator’s Week – April 10 - 16 , 2011 The Board adopted the following proclamation declaring the week of April 10 - 16 , 2011 as National Public Safety Telecommunicator’s Week in Johnston County National Public Safety Telecommunicator’s Week April 10 - 16 , 2011 WHEREAS , emergencies can occur at anytime that require police , fire or emergency medical services ; the E - 911 Communications Center was created to provide a vital contribution to the quality of life enjoyed by citizens and visitors to Johnston County ; WHEREAS , when an emergency occurs , the access to a 911 center dramatically improves the prompt response of police officers , firefighters and paramedics is critical to the protection of life and preservation of property ; WHEREAS , the Telecommunicators are trained , prepared and ready ; the safety of our police officers , firefighters and EMS personnel are dependent upon the quality and accuracy of information obtained from citizens who telephone the Johnston County E - 911 Communications Center ; WHEREAS , Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services ; WHEREAS , Public Safety Telecommunicators are the single vital link for our police officers , firefighters and EMS personnel by monitoring their activities by radio , providing them information and insuring their safety ; WHEREAS , Public Safety Telecommunicators of the Johnston County E - 911 Communications Center have contributed substantially to the apprehension of criminals , suppression of fires and treatment of patients ; WHEREAS , each Telecommunicator has exhibited compassion , understanding and professionalism during the performance of their job ; WHEREAS , National Telecommunicator’s Week will serve to recognize the Telecommunicators of Johnston County who provide a vital public safety service ; THEREFORE BE IT RESOLVED , that the Board of Commissioners of the County of Johnston , hereby proclaim th th and declares the week of April 10 – 16 , 2011 as National Telecommunicator’s Week in Johnston County , in honor of the men and women whose diligence and professionalism keep our County and citizens safe Page335 April 4 , 2011 – 10 00 am Continued C Proclamation – Litter Sweep Spring 2011 – April 16 , 2011 through April 30 , 2011 The Board adopted the following proclamation declaring April 16 , 2011 through April 30 , 2011 as Litter Sweep Spring 2011 in Johnston County PROCLAMATION SPRING LITTER SWEEP 2011 WHEREAS , the North Carolina Department of Transportation organizes an annual spring statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the spring 2011 LITTER SWEEP roadside cleanup will take place April 16 through April 30 , 2011 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Correction inmates and community service workers , local government agencies , community leaders , civic and community organizations , businesses , churches , schools , and environmentally concerned citizens conduct annual local cleanups during LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the cleanup will increase awareness of the need for cleaner roadsides , emphasize the importance of not littering , and encourage recycling of solid wastes ; and rd WHEREAS , the 2011 spring cleanup will celebrate the 23 Anniversary of the North Carolina Adopt - Personal Real Property 69641 Tax releases - Personal Real Property 8641 Motor Vehicle releases refunds 11,51304 Recommended by Tax Administrator Pat Goddard Approved by Finance Director J Chad McLamb 3 Public Comments None 4 DSS Proclamation – Child Abuse Prevention Month Earl Marett , Director of the Department of Social Services DSS , requested the Board to adopt a proclamation declaring the month of April as Child Abuse Prevention Month Mr Marett presented statistics on child abuse cases in Johnston County and noted that last year DSS investigated 2,398 children and found abuse neglect in 551 with 90 of those situations involving substance abuse and domestic violence matters Mr Marett stated such situations make it difficult for children to develop properly which can lead to negative lifelong effects He stressed that prevention is the best method for protecting the children Commissioner Wade M Stewart stated that while adopting the proclamation is a good thing , he believed that everyone could agree that all twelve months should be declared Child Abuse Prevention Months Mr Marett agreed with Commissioner Stewart and commented that the effects of abuse and neglect on children are devastating and all efforts should be put towards prevention At the inquiry of Commissioner Stewart , Mr Marett explained that DSS receives reports of child abuse from schools , law enforcement , neighbors , family , and others He stated the majority of the reports come from schools in that teachers are with the children every day Commissioner Tony Braswell asked how many DSS staff members are dedicated solely to the child abuse neglect reports and investigations Mr Marett reported DSS has 55 child welfare workers , 10 investigators , and an additional 10 staff members that work with children who have been abused or neglected Mr Marett noted that DSS also has foster care and adoption workers that can devote their time to such cases when needed He added that DSS has various parenting programs that are aimed at prevention , such as the Adolescent Parenting Program , as well as others that help with substance abuse and domestic violence problems Mr Marett reiterated that prevention is the key Commissioner Braswell thanked Mr Marett and his staff for their work on protecting the children in the County Mr Marett stated the staff at DSS deserves all the credit and he spoke on the difficulty of the work and the obstacles they face as they try to make a difference Commissioner Cookie Pope noted that she recently read where Garner will be home to a new Emotional Treatment Center for children Mr Marett stated the Emotional Treatment Center for children is extremely important in that there are limited mental health treatment options for children Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board adopted the following proclamation declaring the month of April as Child Abuse Prevention Month PagePage pageNumber6339 April 4 , 2011 – 10 00 am Continued Child Abuse Prevention Month Proclamation Whereas , preventing child abuse and neglect is a community responsibility affecting both the current and future quality of life of a community ; Whereas , child maltreatment occurs when people find themselves in stressful situations , without community resources , and do not know how to cope ; Whereas , the majority of child abuse cases stem from situations and conditions that are preventable in an engaged and supportive community ; Whereas , child abuse and neglect not only cause immediate harm to children , but are also proven to increase the likelihood of criminal behavior , substance abuse , health problems such as heart disease and obesity , and risky behavior such as smoking ; Whereas , all citizens should become involved to provide safe , nurturing environments for children in all areas of their lives – at home , in school , and in the community – offering them the opportunity to grow up to be caring , contributing members of the community ; Whereas , effective child abuse prevention programs succeed because of partnerships created among citizens , social service agencies , schools , faith communities , civic organizations , law enforcement agencies , and the business community ; Now , Therefore , the Johnston County Board of Commissioners does hereby proclaim April as Child Abuse Prevention Month and calls upon all citizens , community agencies , faith groups , medical facilities , elected leaders and businesses to increase their participation in our efforts to support families , thereby preventing child abuse and strengthening the communities in which we live th Adopted this the 4 day of April , 2011 5 Public Utilities – Wilson’s Mills to Cleveland Water Transmission Mains Completion Strategy Chandra Coats , PE , Engineering and Construction Manager , explained that in June 2010 , the County submitted an application to USDA - Rural Development for a low interest loan for the following projects 1 Wilson’s Mills to Cleveland Water Transmission Mains – 3,886,800 Division 1 2 Wilson’s Mills to Cleveland Water Transmission Mains - 2,706,400 Division 2 3 East Clayton Industrial Area Water Transmission Main 741,900 4 1010 Replacement Booster Pump Station 529,200 5 City of Wilson Bulk Water Supply Allocation Purchase 4,313,300 Supplemental funding only to match EPA and Rural Center Grants Ms Coats stated that on February 28 , 2011 , USDA – Rural Development provided the Letter of Conditions for the first four project elements listed above ; however , funding for the bulk water purchase was not available Ms Coats reported that construction of the first project Wilson’s Mills to Cleveland Area Transmission Main – Division 1 was bid in July 2010 and a contract was awarded on September 6 , 2010 , to Monroe Roadway Contractors The project consists of approximately 26,000 lf of 24 ” water main from Wilson’s Mills to Little Creek Church Road She stated that it was urgent that the pipeline segment be in operation by May 2011 in order to meet seasonal high water demand USDA allowed the County to proceed with this project on an emergency basis without jeopardizing subsequent loan funding Ms Coats informed the Board that it is equally urgent to have the Wilson’s Mills to Cleveland Water Transmission Mains – Division 2 project constructed and operational by May of 2012 to meet projected water demands Division 2 consists of 6,100 lf of 24 ” water main on Little Creek Church Road and approximately 18,000 lf of 16 ” connecting mains to SR 1010 and Steel Bridge Road USDA - Rural Development is requiring the County to bid the three remaining project elements at the same time Although the Wilson’s Mills to Cleveland – Division 2 project is ready for bidding , easement and land acquisition most likely will delay bidding of the 1010 replacement booster pump station and the East Clayton Industrial Area water main for over 90 days Ms Coats noted this could jeopardize completion of Wilson’s Mills to Cleveland – Division 2 water mains by May 2012 , and further , pipeline construction bid prices are rising due in most part to pipe material price increases Ms Coats stated the Wilson’s Mills to Cleveland Division 1 project cost is under the loan amount The budget underrun for the Division 1 project could fund construction of part of the Wilson’s Mills to Cleveland Division 2 project , specifically the 6,100 lf of 24 ” water main segment She reported the Division 1 contractor has agreed to accept a change order to complete the 24 ” water main portion of the Division 2 project at the same unit prices as in the Division 1 contract , with the condition that the installation price per linear foot for 24 ” pipePagePage pageNumber7340 April 4 , 2011 – 10 00 am Continued be adjusted for the difference in pipe material cost from July 2010 until March 2011 Construction of the 24 ” main on Little Creek Church Road by change order will improve the chance of completing the Division 2 water mains prior to May 2012 and will facilitate a project contingency in the event costs exceed estimates for the other project elements Ms Coats stated USDA - Rural Development has agreed to the change order for the Division 1 contract , as long as sufficient documentation is provided by the pipe manufacturer and supplier for the increase in pipe material cost Ms Coats stated staff requests the Board’s approval of the change order on Contract Division 1 of the Wilson’s Mills to Cleveland Area Water Transmission Mains in the approximate amount of 573,00000 for Monroe Roadway Contractors She reported the amount is based on set unit prices and estimated quantities required to complete the work and that when the work is completed , a final adjusting change order will identify the exact final contract cost Upon a question by Commissioner DeVan Barbour , Ms Coats stated that an exact time frame on the construction of the 24 ” water main segment has not been negotiated ; however , she anticipated it would take approximately 90 days , under the change order She stated that it should be completed by the time staff is ready to bid the next portion of the project County Manager Rick Hester noted the importance of the construction project to help offset the water supply demands during the summer months Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner W Ray Woodall , and carried by unanimous vote , the Board approved the change order on Contract Division 1 of the Wilson’s Mills to Cleveland Area Water Transmission Mains in the approximate amount of 573,00000 for Monroe Roadway Contractors , with the understanding that when the work is completed , a final adjusting change order will identify the exact final contract cost 6 Public Hearing – 10 15 am – Community Development Block Grant – Public Utilities Advertised in The Smithfield Herald – March 23 and March 30 , 2011 The Chairman opened the public hearing Chandra Coats , PE , Engineering and Construction Manager , explained that North Carolina’s Community Development Block Grant CDBG Housing Development HD Program supports projects that create additional units of affordable housing for low and moderate income LMI households A portion of the program funds has been set aside to be used in conjunction with 2010 or 2011 Low - Income Housing Tax Credit and or Rental Production Program RPP applications to the North Carolina Housing Finance Agency NCHFA Johnston County has developed a Housing Development Program application to assist Carolina Community Developers , LLC that have submitted a Housing Tax Credit and Rental Production pre - application to the NCHFA to develop Brookside Landing , a planned community located near the intersection of Glen Road and Cleveland Road in Johnston County , North Carolina Ms Coats stated that a full application can be submitted to the NCHFA during May If approved , Carolina Community Developers , LLC , Brookside Landing will contain 54 duplex units with an estimated 9,502,266 development cost The duplexes will be rented and or leased to families with household incomes that are 80 or less than Johnston County’s median household income Johnston County’s CDBG - HD Program Application seeks a 250,000 grant 100 of Housing Development Public Infrastructure Costs to construct the following public infrastructure Public Infrastructure Estimated Cost 6 ” Water main with appurtances – 1,250 LF 80,750 8 ” Sanitary Sewer on - site with appurtances – 1,400 LF 92,700 8 ” Sanitary Sewer Outfall – 1,000 LF 76,550 Total 250,000 Ms Coats stated Johnston County would own , operate and maintain infrastructure funded all or in part with CDBG - HD program funds Ms Coats further stated that the 54 duplex units are in addition to a 48 unit seniors independent living facility on Glen Road for which Carolina Community Developers , LLC has already secured funding Under the County’s current sewer service policy , the development could be served with a new wastewater pump station However , the Utilities Department recommends a new gravity sewer outfall to serve the proposed and future development in the Cleveland Road Glen Road Pierce Road area Ms Coats stated that since the proposed sewer outfall will eliminate the need for at least two new wastewater pump stations and allow for the abandonment of one existing problematic private pump station Glen Road Townhomes , staff would like to facilitate construction of the outfall The grant funds would aid in funding the outfall by reducing thePagePage pageNumber8341 April 4 , 2011 – 10 00 am Continued County’s portion of the project She reported that if the Board continues to support the project , staff will submit a resolution for adoption in May to the Board that would authorize the submittal of a full application She stated the grant will require a Performance Agreement between Johnston County and the developer to ensure the program requirements are met The Performance Agreement will include items such as affordability measures , fair housing plan requirements , and equal opportunity plan requirements Ms Coats introduced Ms Maida Renson from Carolina Community Developers Ms Coats also noted that Skip Green , Grant Consultant , was on hand to answer any questions Maida Renson , President of Carolina Community Developers , informed the Board that the CDBG funds would be extremely helpful in making the housing more affordable She noted that the CDBG funding does come with some income and rent restrictions Ms Renson stated the income of the families living in the housing may not exceed 80 of the Johnston County median income and she noted that in 2010 , Johnston County’s median income was 77,700 Ms Renson reported the rents , including utilities , may not exceed 87400 for a one - bedroom unit , 1,050 for a two - bedroom unit , and 1,212 for a three - bedroom unit The housing is not subsidized , so there is no rental assistance Ms Renson stated Carolina Community Developers is hoping to reduce the rent to a maximum of 55000 for a one - bedroom unit , 65000 for a two - bedroom unit , and 75000 for a three - bedroom unit Additional funding from the North Carolina Housing Finance Agency will also impose restrictions and they will be monitoring the compliance of the development Ms Renson presented architectural plans for the development as well as photos of similar developments At the inquiry of Commissioner Tony Braswell , Ms Renson confirmed the rental amounts do include utilities Upon a question by Commissioner Wade M Stewart , Ms Renson reported that the housing is considered affordable housing with no rental assistance provided At the request of Commissioner Cookie Pope , Ms Coats noted the location of the project on a map for the Board The Chairman asked if there were any others in the audience that wished to speak on the proposed project There being no further comments , the Chairman closed the public hearing Commissioner Tony Braswell moved the Board approve the project as presented by staff and approve for a full CDBG application to be submitted in May Commissioner Jeffrey P Carver seconded the motion , which carried by unanimous vote 7 Juvenile Crime Prevention Council – Proposed Budget for FY 2011 - 2012 The Honorable Judge Addie Rawls , Juvenile Crime Prevention Council JCPC Chairperson , presented to the Board the Council’s proposed budget for FY 2011 – 2012 and requested its approval The State’s allocation for FY 2011 – 2012 is anticipated to be 264,454 , and the JCPC is requesting 39,000 from the County for the upcoming year Judge Rawls stated that just as with last year’s requested allocation from the County , the JCPC will note in their application to the State that the local allocation has been requested , but not yet approved , pending the final adoption of the County’s FY 11 - 12 budget Judge Rawls also reported that the JCPC plans to hold 20 of their FY 11 - 12 budget as unallocated funds in anticipation of the State taking some of the funds back She noted that in FY 10 - 11 , the JCPC had to revert 5 of their funding back to the State and it is their understanding the Governor , in her budget , will be requesting a 10 reversion during FY 11 - 12 The JCPC has been advised by their consultant to hold 20 of their funding as unallocated to account for a possible higher reversion by the State Judge Rawls reported that even with the reversion of funds , Johnston County Youth Services have modified their programs in an effort to continue operations She noted some of those modifications include requiring parents to help provide transportation for the youths as well as possible fund raising opportunities Judge Rawls stressed the importance of making sure the services continue Judge Rawls clarified that their request from the County is revised to 39,000 for FY 11 - 12 versus 37,000 as was previously reported in the agenda packet Chairman Allen L Mims , Jr asked for more information on the reversion of funding during FY 10 - 11 PagePage pageNumber9342 April 4 , 2011 – 10 00 am Continued Judge Rawls reported that in FY 10 - 11 , the JCPC held 10 of their funding allocation from the State as unallocated funds in anticipation of a reversion from the State She noted that in FY 10 - 11 , the State required 5 of those funds to be reverted Judge Rawls stated the JCPC expects a larger reversion of funding for FY 11 - 12 ; however , she noted that whatever funds are not reverted back to the State would then be allocated back to the programs County Manager Rick Hester reported the County did not change the local allocation for FY 10 - 11 after the JCPC reverted some of its funding to the State He noted the requested 39,000 local allocation is consistent with the JCPC’s requests over the last few years and he has accounted for the funds in his preliminary budgeting estimates Commissioner Tony Braswell asked about the future of the programs during the struggling economic times Judge Rawls stated that she is pleased with the progress of the programs Judge Rawls noted that she works in other counties , and she feels Johnston County is fortunate to have two programs that provide guided growth opportunities She stated the Structured Day Program is very useful and she complimented Ms Deborah Bolin , the Director of the Structured Day Program , for her work Judge Rawls spoke on mentoring opportunities that she and the JCPC are coordinating for the youth in the County Commissioner Braswell thanked Judge Rawls and the JCPC membership for their work and dedication Judge Rawls reiterated that the JCPC will note in their application to the State that the local funding allocation in the amount of 39,000 has been requested , pending the adoption of the final County budget for FY 11 - 12 Commissioner Wade M Stewart stated that the JCPC does not often make headlines ; however , he stressed that they are serving a very useful purpose with all their programs by helping the youth in the County Upon a motion by Commissioner Wade M Stewart , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the Juvenile Crime Prevention Council’s proposed budget and took the 39,000 County allocation request under advisement , pending the final adoption of the County budget for FY 11 - 12 8 HAPP – Proposed FY 11 - 12 Streamlined Annual Plan Waiting List Capital Budget Needs Streamlined Annual Plan HAPP Director Sandra Norris briefly reviewed the proposed 2011 – 2012 streamlined annual plan and asked for the Board’s approval She noted there have been no changes to the thirteen elements of the plan that describe how the program operates Waiting List Ms Norris also requested the Board’s approval to open the Waiting List on June 14 , 2011 to be closed on June 16 , 2011 She noted the event will be advertised and placed on the County’s website and applications will be taken daily from 8 30 am until 4 30 pm Ms Norris stated they anticipate a large crowd in that it has been over three years since the last time the Waiting List was opened She noted that over 700 applications were taken three years ago At the inquiry of Chairman Allen L Mims , Jr , Ms Norris reported the list , in three years , has decreased to 250 and during the three days in June , the HAPP Office will take as many applications as they can Capital Budget Funds Finally , Ms Norris requested the Board’s approval to earmark 550,000 of reserved money into capital funds , in conjunction with the Annual Five Year Plan that was approved last year Ms Norris reported that HAPP has no immediate plans for the funds ; however , they would like to set them aside to be ready in the future , if and when needed County Manager Rick Hester stated that HAPP is 100 funded by the Federal Government with no funding from the County Page0343 April 4 , 2011 – 10 00 am Continued Ms Norris explained that HAPP receives two separate federal funding distributions each month ; one is HAPP funding which is used solely for rental assistance , and the other is administrative funding which is used for office operational costs Ms Norris stated the HAPP Office has built up the reserves from the administrative funding over several years by being very conservative Ms Norris reported the HAPP Office recently received an e - 210 – Andy Mack Penny , Mark Knox and Sidney E Sauls were reappointed PI - LE – James Edward Lawhon , Jr , Greg Johnson and Kevin D Butts were reappointed Nahunta – Donald B Edwards was reappointed Selma – Thomas E White and Ernest S Ward were reappointed Shoeheel – Larry C Hodge was reappointed Smithfield – Bobby W Bryant , Mark Lane and Mike Whitley were reappointed Thanksgiving – Gary Price , Anthony Ladd and James W Tyndall were reappointed West Johnston – Travis Parrish , Jimmy Wilkins and Timmy Godwin were reappointed B Juvenile Crime Prevention Council – Reappointed Judith C Kolcum , Gregory Rodell Edwards , Endra Pugh , and Royal D Williams for two year terms to expire on April 30 , 2013 Ms Kolcom and Ms Pugh were granted waivers in the length of service policy C Library Board of Trustees – Reappointed Debbie Armstrong Cobb for a three year term to expire on June 30 , 2014 D Johnston County Area Mental Health Board – Appointed Karen Evans Watkins and Toshiko Preston for three year terms to expire on October 31 , 2014 E Johnston County Planning Board – Appointed Nicole M Hackler for a three year term to expire on February 28 , 2014 F Criminal Justice Partnership Advisory Board – Appointed Gracie Wells Chamblee for a term to expire on December 31 , 2013 Other Appointments G Johnston County Tourism Authority Following a brief discussion on the applicants for the Tourism Authority position , the Board tabled the appointment until the 6 00 pm meeting in order to confer with the Tourism Authority on a possible recommendation Note At the 6 00 pm meeting , by a unanimous vote show of hands , the Board appointed Karen Henthorn to fill an unexpired term ending October 31 , 2011 Page4347 April 4 , 2011 – 10 00 am Continued 11 Delinquent Tax Collection Report Tax Administrator Pat Goddard reported on the collection of delinquent taxes for the month of March 2011 She noted in addition to garnishments and bank attachments , eight foreclosure complaints were filed resulting in a collection of 31,39309 As of March 31 , 2011 , the Tax Department has collected 9686 of the real and personal levy for 2010 , and 8504 of the motor vehicle levy Through the NC State Debt Setoff Program , 1,095 accounts have been paid for a total of 102,03429 as of March 31 , 2011 The next foreclosure sale date is April 27 , 2011 Ms Goddard briefly discussed the ongoing 2011 revaluation with the Board and the status of appeals 12 Manager Reports and Comments A Recognition of Technology Services Employees County Manager Rick Hester recognized Director Terry Ellis and Dennis Cooper from the Technology Services Department for their recent work on a severed fiber optic line that supports the Department of Social Services Mr Hester reported that the line was repaired the same day allowing Social Services to quickly resume their operations Director of DSS Earl Marett also thanked Mr Ellis and Mr Cooper as well as the Town of Smithfield for their assistance in repairing the line Mr Marett noted that the Town of Smithfield employees showed no hesitation in helping to repair the line and he appreciated their cooperation B Recent Household Hazardous Waste Collection Event At the request of the County Manager , the Director of Utilities and Engineering Tim Broome , reported nd the recent Household Hazardous Waste Collection Event held on April 2 was a success Mr Broome stated the event was a collaborative effort between Public Utilities , Cooperative Extension , and the Sheriff’s Office and he thanked everyone involved for their hard work Mr Broome briefly reported on the approximate amount of hazardous waste and pharmaceuticals that were received and noted that these items can now be disposed of properly instead of being incorrectly discarded and impacting the environment Mr Broome also noted that staff is evaluating the initiative to determine if multiple events need to be held during the year 13 Board Reports and Comments None There being no further business , Commissioner Jeffrey P Carver moved the Board adjourn Commissioner DeVan Barbour seconded the motion , which carried by unanimous vote The meeting adjourned at 11 10 am ____________________________ Allen L Mims , Jr , Chairman Paula G Woodard , Clerk to the BoardPage
