addressed the Board Ms Carroll read from the following prepared statement Mr Chairman , and Members of the Board , Since our last report there have been both highs and lows for our working group and for all citizens of the County regarding teen driving The lows have come with the news of the deaths of two more of our teens on County roads Our heartfelt condolences go to the families of Kyle Kozlowski of Clayton High School and Hayden Peedin of North Johnston High School The highs have come with news of the approval of the long awaited funding of a grant from the Governor’s Highway Safety Program in the amount of 20,000 We were notified of this grant approval on December 7 , 2010 The funding will implement a pilot , one - year , peer - to - peer safe teen driving program in all ten County high schools which fulfills Item # 2 – Teen Involvement under the recommendations we made to you , our Commissioners , when we reported to you on May 3 , 2010 On December 11 , 2010 , Mr Russell Henk , Director of the Texas Transportation Institute’s Teens In The Driver Seat Program , was in Johnston County to lead a workshop by training 39 students representing each of the County high schools at the Johnston Medical Mall Auditorium These student leaders , chosen by their principals earlier this year , were given materials and training to take back to their schools to educate their peers to create ongoing safety campaigns on positive driving habits The Teens In The Driver Seat Program is a good match for Johnston County because it targets five areas of driving dangers nighttime driving ; distracted driving ; seatbelt usage or the lack thereof ; alcohol use as it relates to driving ; and speeding It is my opinion that Mr Henk , an Engineer and Researcher , is the premier leader in teen driving issues in the country and we are very fortunate to have him and his knowledge close at hand Also in attendance at the training in December were six high school principals , State Senator David Rouzer , County Commissioner Wade Stewart , Board of Education Member Keith Branch , Sheriff Steve Bizzell , Chief Deputy Bengie Gaddis , and County Manager Rick Hester On February 3 , 2011 , last week , a press conference was held to formally announce the awarding of the 20,000 grant from the North Carolina Governor’s Highway Safety Program Five student leaders spoke , along with the North Carolina Governor’s Highway Safety Program Assistant Director Don Nail , County Commissioner Tony Braswell , School Superintendent Dr Ed Croom , Representative Leo Daughtry , State legislative level We have received the newest Crash Data Report from the North Carolina Department of Transportation which includes 2010 information The data for 2010 shows that three teens lost their lives Although these numbers are lower than any of the numbers since 2005 , when the data is compiled in five year periods , Johnston County still ranks # 2 in fatalities overall statewide We appreciate the support we have been given by you , our Commissioners , and the law enforcement agencies of this County , our school system , and our legislators It is an exciting time as we launch Teens In The Driver Seat , Johnston County There is much more to follow We believe we are organized and dedicated to reducing the number one killer of teens in our society , car crashes There are many more initiatives to follow that we will report on at a later date A teen driving public service announcement PSA was produced by one of our high school seniors in late 2010 as part of her graduation project The PSA includes a student at every high school campus giving out a safety message The video is 60 seconds I will end my comments with a presentation to the Board of this video that is currently being used in our high schools to promote teen driving safety Commissioner Tony Braswell thanked Ms Carroll , Mr Charlie Parrish , and all the Committee members for their work He stated the Board was impressed by the number of students voluntarily involved in the initiative now versus when the campaign began Chairman Allen L Mims , Jr stated as he understands , the Committee’s Chairperson is Mr Charlie Parrish Chairman Mims noted the Board has seen the amount of work that Ms Carroll has also devoted to the effort Chairman Mims appointed Ms Carroll as Vice Chair of the Teen Driving Safety Committee , and the Board agreed by consent Chairman Mims expressed the Board’s appreciation to the Committee for their work He commented that teens must be taught that seatbelts are vital and if more teens would wear their seatbelts , then more lives could potentially be saved Ms Carroll agreed and stated that targeting seatbelt usage is one of the peer - to - peer program initiatives Ms Carroll thanked the Board for their support and she recognized fellow Committee members Lu Hickey , Robin Gurgainus , and Kim Robertson in the audience 5 Public Hearing – 10 15 am – Clayton Downtown Redevelopment Incentive Grant 104 N Fayetteville Street Project - Advertised in The Smithfield Herald – January 26 , 2011 The Chairman opened the public hearing Bruce Naegelen , Clayton Downtown Development Coordinator , asked the Board to consider the retroactive approval of a Clayton Downtown Redevelopment Incentive Grant CDRIG for the major rehabilitation of 104 N Fayetteville Street Mr Naegelen explained that the project began in August 2008 and was completed in March 2009 The tax value of the property when the project began was 218,550 and increased to 257,910 when completed Mr Naegelen stated that when the Town of Clayton approved the 104 N Fayetteville Street Project , they were not aware that the County had to also hold a public hearing and give a similar approval Mr Naegelen asked for the Board to approve a parallel CDRIG with the Town of Clayton for the project He added that the project was an older residential structure that has been completely restored and converted to commercial use Mr Naegelen stated the project has made a positive economic impact in downtown Clayton through the increase in tax value as well as the creation of additional jobs Mr Naegelen stated the project was also a statewide award winning project by receiving the Best Historical Rehabilitation Project Award from the North Carolina Main Street Program Chairman Allen L Mims , Jr noted that the County’s share of the CDRIG over the life of the grant is approximately 1,07453 He added that he has visited the site and the property has been greatly improved County Attorney David Mills clarified that in regards to a retroactive approval as has been requested by Mr Naegelen , the Johnston County Board of Commissioners approved the CDRIG program the County providing a parallel incentive grant under the Clayton Downtown Redevelopment Incentive Grant Program for the 104 N Fayetteville Street Project Commissioner Tony Braswell seconded the motion , which carried by unanimous vote 6 Public Utilities – Proposed Landfill Building Additions Tim Broome , PE , Director of Utilities and Engineering , explained that for some time the landfill has needed a conference training room which can accommodate all the staff He reported that currently , staff conferences are held in an unconditioned maintenance storage bay and no facilities are available for formal training and instruction for even smaller groups Mr Broome stated staff included funding in this year’s budget for planning and design of an addition to the existing landfill office building for a meeting space , and a lean - to structure addition to an existing shelter for housing equipment and tools that are currently stored in a maintenance bay in the rear of the office building which would be eliminated Mr Broome stated in July bids were received for closure of the Phase 4 landfill cell He reported the amount of 1,700,000 was budgeted for the project , and the total project cost based on the low bid is 1,470,000 , thus a 230,000 savings has been realized Mr Broome stated that given the savings and the current extremely competitive commercial bidding market , staff requested pricing from area contractors on the building additions under an informal bid procedure Ten 10 bids were received on January 21 , 2011 and on the basis of the lowest responsible bid , complaints were filed resulting in a collection of 45,60044 As of January 31 , 2011 , the Tax Department has collected 9312 of the real and personal levy for 2010 , and 7947 of the motor vehicle levy Through the NC State Debt Setoff Program , 70 accounts have been paid for a total of 6,69076 as of January 31 , 2011 The next foreclosure sale date is February 23 , 2011 Mr Woodward also reported that Comments A Adoption of Resolution Opposing the Privatization of the ABC System Chairman Allen L Mims , Jr presented a draft resolution for the Board’s consideration opposing the privatization of the ABC System Upon a motion by Commissioner Tony Braswell , seconded by Commissioner Wade M Stewart , and carried by unanimous vote , the Board adopted the following resolution RESOLUTION IN SUPPORT OF NORTH CAROLINA’S CURRENT PUBLIC ALCOHOLIC BEVERAGE CONTROL SYSTEM WHEREAS , Chapter 18B of the North Carolina General Statutes addresses the regulation of alcoholic beverages in our State ; and WHEREAS , current North Carolina law establishes a uniform system of control over the sale , purchase , transportation , manufacture , consumption and possession of alcoholic beverages in North Carolina ; and WHEREAS , local government control is central to the current alcoholic beverage control system ; it is a local decision to establish and operate ABC stores , and local government , acting through an appointed local ABC Board , balances the control , profits and availability of spirits in its jurisdiction ; and WHEREAS , when local voters approved liquor sales for off - premises consumption , the voters did not vote to allow liquor to be sold in private retail establishments , but only through publicly controlled local ABC stores ; and WHEREAS , current law provides that profits from ABC store sales are returned to local government , and this revenue stream is a critical source of local government funding ; and WHEREAS , it is a priority to maintain current sources of noted that Wake County and the City of Raleigh have expressed their opposition to the Tan Corridor option during their regular meetings Chairman Mims reported that he along with the County Manager have attended meetings regarding the Tan Corridor and have learned that it would impact 14 more homes and businesses in Johnston County versus an alternative corridor that was previously reserved several years ago Chairman Mims asked his fellow Commissioners if they would authorize him to send a letter to the Turnpike Authority opposing the Tan Corridor , considering the disruption that the Enrollment Event At the request of Commissioner Tony Braswell , Mr Rudy Baker , Chairman of the Veterans Services Advisory Board , informed everyone of an upcoming opportunity for Veterans to enroll in the VA Health Care System Mr Baker reported that on February 22 , 2011 from 10 00 am until 3 00 pm representatives from the Durham VA Medical Staff will be on hand at the Johnston County Land Use Center Conference Room to enroll former service members in the VA Health Care System Mr Baker explained that Veterans can attend the event on a walk - in basis and must either bring copies of their DD - 214 Forms or other proof of service to be enrolled Mr Baker asked the Board to help spread the word to all Veterans so they can be enrolled Commissioners Tony Braswell and Wade M Stewart urged any Veterans that have not previously enrolled in the system to attend the event and register It was noted that even if the Veteran does not currently need care , they may in the future , and enrolling in over the weekend with the passing of Wilson’s Mills Fire Department Chief Ricky Barbour Commissioner Braswell commented that Chief Barbour was instrumental in the creation of the Fire Focus Group as well as he was a tremendous resource each time Commissioner Braswell called on him for assistance Commissioner Braswell expressed his appreciation for all that Chief Barbour did for the fire services
