911 Jason Barbour , and Sheriff Steve Bizzell along with their employees for their outstanding performance during the recent snow event Director of Emergency Services Kim Robertson reported that she worked closely with Progress Energy throughout the weather event and she complimented David Lasater of Progress Energy stating he did an excellent job staying in contact with the County officials and providing assistance Sheriff Steve Bizzell recognized his staff for their work during the event , as follows Chief Deputy Bengie Gaddis , Captain Buck Pipkin , Captain David Daughtry , Captain Chris Strickland , Assistant Jail Administrator Captain Brian Murphy , and Detective Lieutenant Ryan Benson Sheriff Bizzell spoke on the coordination and work involved with helping to get the 911 dispatchers and jailers to work safely He also noted that his staff worked with Johnston Health providing assistance helping the hospital staff arrive to work in the hazardous conditions Sheriff Bizzell also recognized the efforts of County Manager Rick Hester for assisting the departments in their work Director of Communications - 911 Jason Barbour informed the Board that the 911 Center received a large volume of calls throughout the weather event and he thanked his staff for their work as well as the assistance they received from the Sheriff’s Department and the Emergency Services Department County Manager Rick Hester thanked the Public Utilities Department for their work in keeping the water sewer solid waste operations running smoothly throughout the hazardous weather Chairman Allen L Mims , Jr spoke on the amount of work and organization that is involved with keeping the County safe and operational during weather events and he thanked everyone involved C Introduction of New Employees at Johnston County Emergency Services Assistant Director of Emergency Services Chris Perry introduced two new employees with the Emergency Services Department ; Lenny Hamilton , EMS Division Chief and Darrell Alford , Emergency Management Coordinator The Board welcomed the gentlemen to the County 4 “ State of the County ” Address by Chairman Allen L Mims , Jr Chairman Allen L Mims , Jr presented the following “ State of the County ” address PagePage pageNumber6225 January 3 , 2011 – 10 00 am Continued 2011 State of the County Address Johnston County , North Carolina I would like to start with a special thanks to Commissioner Wade Stewart for the excellent job he did chairing this Board for the past two years I am sure it was not always easy to get a bunch of independent thinkers on the same page , but as I have witnessed , it was the details that were difficult and not the big picture , which is what is best for Johnston County and its citizens Thank you Mr Stewart 2010 was a successful year in Johnston County We hired Peggy Anderson , on a contractual basis , to serve as our Economic Development Director and with her years of experience at the North Carolina Department of Commerce , it has reaped benefits for Johnston County Johnston County is a great place to live , work , do business and get an education That is also why Talecris , Novo Nordisk , Northeast Foods , Becton Dickinson and Company , Bartlett Milling and Structural Steel Products all announced expansions new locations in Johnston County this past year These announcements totaled an investment of 4152 million and 597 new full time jobs I would add that Becton Dickinson is to be the first tenant in the new Four Oaks Business Park Plans for a new 20 ” water main from the Johnston County Water Plant to the Cleveland area will dramatically help with the delivery of water to our growing population during times of high use A contract was entered into with Blue Source to develop a gas to electricity project at our Landfill This will bring in additional revenues to the County for years to come A new 12 - substantial changes that may be requested by the City of Raleigh , in that Raleigh has not yet approved the amendment Chairman Allen L Mims , Jr asked if the City of Raleigh extends water to the area in the future would they be allowed to purchase the Johnston County lines Mr Broome stated the interlocal agreement stipulates that the City of Raleigh would be allowed to take over the Johnston County lines at no cost because the County received 100 grant funding to construct the infrastructure At the inquiry of Commissioner Jeffrey P Carver , Mr Broome reported that staff has not received any requests other than the ten presented He added that the City of Raleigh suggested approving a blanket request so that any future residents would be allowed to tap onto the line ; however , Johnston County staff advised against a blanket approval due to concerns from Wake County Upon a question by Commissioner Wade M Stewart , Mr Broome stated the County would be adding 35 new customers from Wake County including the ten presented , if approved , and the customers in Hialeah Subdivision Upon a motion by Commissioner Tony Braswell , seconded by Commissioner Jeffrey P Carver , and carried by unanimous vote , the Board approved the amendment to the Johnston County -
