H Week Proclamation and spoke on the importance of 4 - H and how it impacts the youth in Johnston County Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes - September 6 , 2016 10 00 am and 6 00 pm B Department of Transportation - Additions to System The Board concurred with the Department of Transportation's recommendation to add the following roads to the State Maintained System Greenbriar Court - up for Alzheimer's Disease Awareness and Caregivers Month Proclamation Community & Senior Services Director Neal Davis thanked the Board for adopting the Alzheimer's Disease Awareness and Caregivers Month Proclamation Mr Davis invited the Board to attend an event recognizing the initiative to be held on November 3 , 2016 at 6 00 pm in the Courthouse Atrium Mr Davis stated Cullen Browder from WRAL is scheduled to be the Master of Ceremonies for the event The Board thanked Mr Davis for the invitation Chairman Tony Braswell also thanked Registrar of Deeds Craig Olive in the audience for his work with the cause C 911 - Communications - P - 25 Update Director of 911 - Communications Jason Barbour reported the County has officially made the P - 25 radio conversion as of October 1 , 2016 and so far everything seems to be running smoothly Mr Barbour reported all fire , EMS , and law enforcement in the County are operating on the new system and although there have been a few minor issues , they are being dealt with as they come up The Commissioners spoke on how long the transition has been in the works and thanked everyone for their efforts PagePage pageNumber5383 October 3 , 2016 - 10 00 am Continued D Register of Deeds Office - Update to the Board Registrar of Deeds Craig Olive provided the Board with an update concerning his office Mr Olive stated the Register of Deeds Office has issued 3,671 passports since the program's inception in his office in July of 2014 Mr Olive stated the combined revenue generated from the passport program totals 128,120 Mr Olive also announced a new program the Register of Deeds Office will begin offering on November 1 , 2016 called the " Thank A Vet " program He explained that the Register of Deeds Office is charged with st recording the Certificates of Discharge DD214 forms for veterans He stated beginning November 1 , in addition to recording the DD214 forms , the Register of Deeds Office will begin offering to issue photo ID cards to veterans who bring their DD214 forms in to the office for recording Mr Olive stated the card , when presented , will entitle veterans to discounts or incentives from participating businesses within Johnston County Mr Olive noted that many veterans are not eligible for a VA card or any other type of military ID and must carry their DD214 form around with them which is unsafe and can lead to identity theft or damage Mr Olive stated this additional service is an effort to show veterans that their service is appreciated He stated more information can be obtained by contacting the Register of Deeds Office Mr Olive commended Veterans Services Officer Robert Boyette and his staff for their assistance with the program The Board thanked Mr Olive and his staff along with Mr Boyette and his staff for working together to offer the service to our veterans E Emergency Services - Update to the Board Emergency Services Director Kim Robertson thanked the Board for their support to Emergency Services as it relates to establishing a logistics site for EMS Ms Robertson stated EMS is in the process of th setting up a logistics site in Four Oaks and they are hoping to have everything operational by October 17 Ms Robertson spoke on how the logistics site will greatly enhance their services and she thanked Building & Grounds Director Daniel Clifton and his staff for their assistance Ms Robertson also spoke on the approaching Hurricane Matthew She stated staff is closely monitoring the storm and will begin meeting with all the appropriate partners to discuss initial preparations if they are needed Ms Robertson reminded everyone that Johnston County is a shelter site for eight coastal communities so even if Johnston County does not receive a direct hit from the storm , staff may have to open shelters for the residents in those coastal areas 4 JoCo Teen Drivers - National Teen Drivers Safety Week Chairman Tony Braswell noted that when Commissioner Cookie Pope was Chairman , she asked him to assist her with starting a new program aimed at teen driver safety Chairman Braswell commented on how great the program is , how far it has come , and stated it will be one of things he remembers most when his time as a Commissioner is done later this year West Johnston High School Student Gavin Brundidge and Johnston County Middle College Student Hannah Prosser presented an update to the Board on the recent and upcoming activities of JoCo Teen Drivers Miss Prosser thanked the Board for letting them speak and for supporting JoCo Teen Drivers Miss Prosser th nd stated October 16 - 22 is National Teen Driver Safety Week to raise awareness of the tremendous risks teens face on the roads She continued that JoCo Teen Drivers , at each high school in the County , will be reminding teens about the risks of the road and to think " safety first " before getting behind the wheel Miss Prosser stated despite the fact that the JoCo Teen Drivers Program has done an excellent job at reducing teen fatalities and traffic accidents , it is not a subject that can be eased up on because there are new licensed drivers entering the roads every day Miss Prosser informed the Board of the various activities that will be conducted during the week to remind teens of highway safety laws , encourage safe driving practices , and help inform the community of ways they can encourage teens to be safer drivers Mr Brundidge reported on activities being held at West Johnston High School to also encourage safe driving practices He stated on the last day of the week , students plan to hold a " Grim Reaper Day " to symbolize that teens die every 56 minutes in the United States due to car crashes Mr Brundidge stated they will also be releasing balloons at half - time during the football game to remember all the lives that have been lost to car crashes He stated all throughout the week , teens will take safe driving surveys in the hopes these initiatives will get teens talking about safe driving practices and the importance of using good judgement whenPagePage pageNumber6384 October 3 , 2016 - 10 00 am Continued driving or riding in a vehicle Mr Brundidge invited the Commissioners to attend the JoCo Teen Drivers th Program's annual kick - off luncheon at the Johnston County Agricultural Building on October 17 to include guest speakers and activities He thanked the Board for their continued support Chairman Braswell thanked the students for their continued hard work and dedication The audience applauded the students Commissioner Ted G Godwin stated each year there are new students leading the JoCo Teen Drivers Program and he is always impressed with the quality of the students as well as their leaders 5 Cleveland Fire Department - Request for Tax Exempt Loan Status Cleveland Fire Department Chief Chris Ellington appeared before the Board to request tax exempt loan status so the fire department can borrow up to 1,214,91200 for the purchase of a 2017 Pierce Velocity Fire Truck Chief Ellington stated the Cleveland Fire Department would like to finance the truck with First Citizens Bank at an interest rate of 244 over a 180 month term Chief Ellington explained the truck is a 100 ' aerial platform ladder truck Chief Ellington continued that in the McLemore Fire District , there are over 17,000 residences which does not count daily traffic and business owners He reported they have approximately 300 businesses , seven 3 - story buildings , one 4 - story building , eight apartment complexes townhomes developments , several large commercial structures , and five educational facilities with one new middle school being built which has led the Fire Department to this purchase Chief Ellington offered to answer any questions and stated the purchase will not affect the district tax rate Chairman Tony Braswell stated it is not the Board's job to approve the actual purchase , but rather to approve the tax exempt loan status for the financing ; however , he asked Chief Ellington if the Fire Department had considered purchasing a used truck versus a new one Chief Ellington stated they considered purchasing a used truck , but historically they have found that when another department is selling a used truck , it is usually because of age or underlying problems Commissioner Chad M Stewart asked if the Fire Department's Board of Directors had voted on the purchase and what is the makeup of that Board Chief Ellington stated the Board of Directors for the Fire Department is made up of three members from the Fire Department and six members from the community at - 17 is 3,691,49929 Ms Garner stated the Board of Equalization & Review will meet on October 25 , 2016 to hear property appeals Commissioner Jeffrey P Carver reported on a situation recently where he tried to renew his vehicle registration , but due to an error within the vehicle inspection system regarding his vehicle identification number , he was unable to do so Commissioner Carver stated he then asked the Division of Motor Vehicles if he could go ahead and pay his County taxes portion of the registration bill and get the vehicle identification number problem within the inspection system fixed at a later date so that his taxes would not be delinquent Commissioner Carver stated he was told by the Division of Motor Vehicles that he could not pay his taxes separately from his registration renewal fees Commissioner Carver stated citizens should be able to pay their taxes on vehicles if they are asking to do so and there should be a way within the system to allow for it Following discussion with Ms Garner on the issue , Ms Garner stated she would report the problem to the State as they have requested to be notified of such issues in order to remedy such situations 15 Manager Reports and Comments A Capital Projects for Johnston County Schools County Manager Rick Hester updated the Board regarding a recent meeting with the Local Government Commission to discuss financing the 30 million capital needs package from Johnston County Schools that was presented in September Mr Hester stated the meeting went very well and he appreciated Commissioner Jeffrey P Carver along with Finance Staff Chad McLamb and Martha Lasater attending Mr Hester also thanked Johnston County Schools for their representation at the meeting Mr Hester stated the financing willPage7395 October 3 , 2016 - 10 00 am Continued be delayed somewhat because the Local Government Commission requires the County to submit its audit before approving financing and the audit will not be available until January Therefore , he recommended the County front funds for some of the smaller projects on the capital needs list submitted by Johnston County Schools with the understanding that the County would be paid back later with financing proceeds Mr Hester stated this would allow Johnston County Schools to begin some of the work on the smaller projects He stated many projects on the list are 250,000 or less and could be completed with approximately 25 million in total Mr Hester reported that staff will work with Johnston County Schools to identify those smaller projects and bring them back to the Board for approval , hopefully in November Commissioner Ted G Godwin expressed concerns with how much some of the projects are estimated to cost stating it appears to him that some of the projects seem to be very expensive Mr Hester explained that he believes once the actual bids come in for the projects , those costs will be less than projected since it is likely that contingencies have been built in to the estimates Commissioner Jeffrey P Carver noted the Local Government Commission also stated they wanted to see firm numbers on the construction projects versus rough estimates Commissioner DeVan Barbour commented that the actual scope of the work needs to be the focus and agreed that many times contingencies are built in to the initial estimates B Intern in the County Manager's Office County Manager Rick Hester introduced Johnathan Wiles who will be interning with the County Manager's Office every Monday until December as part of his classes at Campbell University The Board welcomed Mr Wiles 16 Board Reports and Comments A Lunch with the Library Chairman Tony Braswell announced the Board would be having lunch with the Library following the meeting 17 Closed Session -
