10 323 Meeting of the Johnston County Board of Commissioners August 1 , 2016 10 00 am The Johnston County Board of Commissioners met in regular session Monday , August 1 , 2016 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Tony Braswell , Vice Chairman DeVan Barbour , Cookie Commissioner Cookie Pope opened the meeting with a prayer American Legion Post 405 Pine Level led those in attendance in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Chad M Stewart , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Ted G Godwin , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes – July 5 , 2016 – 10 00 am and 6 00 pm B Department of Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Maintained presented a framed portrait of the late former County Commissioner Adron Harold Morgan who served as a County Commissioner from 1924 until 1926 and as Chairman in 1925 after the death of then Chairman JW Jones in August of that year Mel Thompson , grandson of Mr Morgan , donated the picture used for the portrait and was present along with family members for the presentation Mr Thompson stated that his grandfather was elected to the County Commissioners as a Republican which was unheard of during that time Chairman Tony Braswell thanked the family for attending the meeting and working with staff on framing the portrait Chairman Braswell stated the framed portrait will be placed in the County Administration Office , Former County Commissioners Conference Room B Industry Appreciation Award – Bailey Feed Mill of Selma , North Carolina The Board of Commissioners and the Johnston County Economic Development Advisory Board recognized the Daniels Family and Bailey Feed Mill of Selma for their commitment to Johnston County by honoring the company with the County’s Industry Appreciation Award which is presented to Johnston CountyPage325 August 1 , 2016 – 10 00 am Continued industries quarterly Director of Economic Development Chris Johnson introduced Economic Development Advisory Board Chairman and Selma Mayor Cheryl Oliver for remarks Mayor Oliver stated Bailey Feed Mill was founded in 1952 in Bailey , North Carolina by Thomas Daniel as a custom feed mill and grain elevator and expanded to Selma in 1991 under the direction of Mr Daniel’s son , Al Daniel Mayor Oliver stated today , there are three key management members of the business including Albert Daniel , Douglas Daniel , and Jennifer Bachman She introduced both Albert and Douglas Daniel in the audience Mayor Oliver recognized the Daniels Family and spoke on their success in Selma and provided everyone with an overview of the products that are moved through the operation Mayor Oliver stated the Daniels Family is not just interested in their product , but they are interested in people and Selma is grateful for their presence Both Albert and Douglas Daniel expressed their appreciation for the award and stated they look forward to future growth The Commissioners thanked the Daniels Family for their continued operations in Johnston County C Johnston County Junior Civitan The Chairman recognized members from the Johnston County Junior Civitan in the audience and welcomed them to the meeting It was noted that this year’s Junior Civitan was recognized nationally as an Honor Club of Distinction which only three clubs within the district received Members from the group introduced themselves and provided the Board with a brief background on their activities including work with the Johnston County Sheriff’s Office , Foster Care Children , the Elder Abuse Awareness Walk , and other events D Update from Geographic Information Services Department GIS Director Rhonda Norris updated the Board on a new application from the GIS Department called Mapclick Mobile which can be accessed from smartphones through Johnston County’s GIS website Ms Norris provided the Board with a quick overview of the application and instructions on how to access it from the website E Citizen Comments – Rev Dr Wendy Ella May Rev Dr Wendy Ella May of 1577 Davis Homestead Road , Selma , North Carolina , addressed the Board and stated Johnston County should be very proud of its representation recently at both the Republican and Democratic National Conventions Dr May stated Johnston County , being one of 100 counties in North Carolina , received one of the highest ratings at both conventions which she was pleased to see Dr May also took a moment to commend law enforcement , emergency medical services , and fire services personnel in the County F Citizen Comments – Ken Taylor Ken Taylor of 1755 Gordon Road , Clayton , North Carolina , addressed the Board regarding his concerns with the County Tax Department and how they value antique vehicles Mr Taylor reported on information that he has received from the Department of Revenue and the Division of Motor Vehicles stating that he does not believe the County’s Tax Department is correctly valuing antique vehicles Following discussion with Mr Taylor , Chairman Tony Braswell stated the County’s Tax Department is aware of concerns with how antique vehicles are valued and has met with numerous antique vehicle owners regarding the statutes which govern the process by which antique vehicles are valued Chairman Braswell stated he along with Tax Administrator Sheila Garner met with many antique vehicle owners and the majority of those stakeholders were satisfied after the meetings In reference to Mr Taylor’s comments about State recommendations , Tax Administrator Sheila Garner stated she would contact the State for more information Mr Taylor also expressed his concerns with the new Mapclick Mobile feature stating while the new application sounds good , he can see problems with it because it could potentially make it easier for stalkers to access and abuse information Mr Taylor also questioned why the County’s website address is “ wwwJohnstonNCcom ” instead of “ wwwJohnstonNCgov ” Page326 August 1 , 2016 – 10 00 am Continued 4 Health Department – Approval of Updated Fee Schedules Assistant Health Director Steve Strickland requested the Board to approve the updated Behavioral Health Fee Schedule , Preventive Health Fee Schedule , and the Environmental Health Fee Schedule for the Johnston County Health Department Mr Strickland stated there are no changes in the Environmental Health Fee Schedule He explained there are only customary changes of increases and decreases in the Behavioral Health and Preventive Health Fee Schedules based on Medicaid and Medicare rates primarily Mr Strickland stated the Board of Health approved the fee schedules at their July 12 , 2016 meeting Mr Strickland also noted the Board of Health has asked staff to perform a comparison of the fee schedules with surrounding counties which they will begin soon Upon a motion by Commissioner Ted G Godwin , seconded by Continued 5 Emergency Services – Approval and Acceptance of Grant Funds EMS Division Chief Josh Holloman reported that Johnston County EMS has been selected to receive a grant from the Federal Emergency Management Agency FEMA Assistance to Firefighters Grant AFG and has been awarded a total of 427,728 Mr Holloman stated the total costs of the project are projected at 470,50000 He explained the grant includes funding for the purchase of EMS heart monitors defibrillators that will allow for one consistent type of heart monitor defibrillator across the system , to include the contract EMS agencies of Selma , Four Oaks and 50 - 210 EMS The funding will also allow staff to provide training that consists of a defensive tactics course and train - the - trainer course , along with needed equipment to offer the training in - house Mr Holloman stated the funding will also allow attendance of four personnel each to the EMS World Expo in Louisiana in October 2016 and EMS Today 2017 in Utah The grant requires Johnston County to provide matching funds in the amount of 42,772 and these funds were included in the Fiscal Year 2016 - 2017 budget Mr Holloman introduced EMS Captain and Training Officer Dale Johnson who is the designated grant writer for EMS Mr Holloman noted that Mr Johnson has been able to bring in over 600,000 in Federal grant monies to Johnston County since 2013 Commissioner Ted G Godwin commented on the defensive tactics course and asked if violence towards the EMS staff has been a problem Mr Holloman stated EMS has had instances of violence towards the staff which has resulted in physical injuries , threatening situations , and there have been occasions where patients have been in possession of weapons Commissioner Allen L Mims , Jr asked what would happen to the old equipment that would be replaced PagePage pageNumber9331 August 1 , 2016 – 10 00 am Continued Mr Holloman stated most of the old equipment would be surplused ; however , staff would keep some as spare equipment to assist during times of maintenance or breakdowns Commissioner Chad M Stewart moved the Board approve and accept the grant from the Federal Emergency Management Agency Assistance to Firefighters Grant in the amount of 427,728 for the purposes as outlined by staff Commissioner Cookie Pope seconded the motion which carried by unanimous vote 6 Budget Revisions At the Chairman Tony Braswell reminded everyone that the Board would be having lunch at the Johnston County Workforce Development Center located at 135 Best Wood Drive , Clayton immediately following the meeting with representatives from Novo Nordisk Following the lunch , the Board will tour the construction site of the Novo Nordisk expansion 11 Closed Session – NCGS 14331811 a 5 – Acquisition of Property Commissioner Chad M Stewart moved the Board go into closed session to establish or instruct staff concerning the negotiation of the price and terms of a contract concerning the acquisition of real property , pursuant to North Carolina General Statute 143 - 31811 a 5 Commissioner Cookie Pope seconded the motion which carried unanimously No action was taken Commissioner Allen L Mims , Jr moved the Board adjourn closed session and resume regular session Commissioner Chad M Stewart seconded the motion , which carried by unanimous vote There being no further business , Commissioner
