10 114 Meeting of the Johnston County Board of Commissioners March 23 , 2016 6 00 pm The Johnston County Board of Commissioners met in special session Wednesday , March 23 , 2016 at 6 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Tony Braswell , Vice Chairman DeVan Barbour , Cookie Pope , Allen L Mims , Jr , Jeffrey P Carver , Ted G Godwin , and Chad M Stewart Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , and County Attorney Jennifer J Slusser Chairman Tony Braswell called the meeting to order at 6 00 pm 1 Closed Session – NCGS 14331811 a 4 Location Expansion of Industry Commissioner Jeffrey P Carver moved the Board go into closed session for the purposes of consulting with an attorney employed by the board in order to preserve the attorney - client privilege , pursuant to North Carolina General Statute 143 - 31811 a 3 and for the purposes of discussing matters relating to the location or expansion of industries or other businesses in the area , pursuant to North Carolina General Statute 143 - 31811 a 4 Commissioner Allen L Mims , Jr seconded the motion which carried unanimously The Board went into Closed Session Commissioner Jeffrey P Carver moved the Board adjourn closed session and resume regular session Commissioner Allen L Mims , Jr seconded the motion , which carried by unanimous vote Commissioner DeVan Barbour read aloud the following resolution and moved for its adoption RESOLUTION OF SUPPORT FOR AN INTERMODAL TERMINAL IN JOHNSTON COUNTY We , the Johnston County Board of Commissioners , commit our support for locating an intermodal terminal in Johnston County We look forward to the opportunity to bring an intermodal terminal , and its subsequent public benefits , to Johnston County and to the state of North Carolina WHEREAS , the economic impacts of a major infrastructure project like an intermodal terminal represent a substantial opportunity for the long - term growth of Johnston County’s economy , with new well paying jobs , substantial new capital investments , increased economic activity , and the possibility of secondary industries locating to the surrounding area ; WHEREAS , existing large and small businesses , both statewide and within Johnston County , will benefit from lower shipping costs and access to national and global markets , increasing their economic competitiveness ; WHEREAS , an intermodal terminal has the potential to position Johnston County and North Carolina as a regional hub for logistics and industrial centers , representing a major economic catalyst for the state ; WHEREAS , the Board of Commissioners supports the assemblage and acquisition of the property needed for terminal construction and operations ; WHEREAS , the Board of Commissioners urges engagement with affected property owners prior to and throughout the process to work toward a beneficial outcome ; WHEREAS , the Board of Commissioners will work with residents , elected officials , business leaders and other stakeholders throughout the development process in order to bring an intermodal terminal to Johnston County ; NOW , THEREFORE , BE IT RESOLVED THAT THE JOHNSTON COUNTY BOARD OF COMMISSIONERS COMMITS ITS SUPPORT FOR AN INTERMODAL TERMINAL IN JOHNSTON COUNTY Page115 March 23 , 2016 – 6 00 pm Continued BE IT FURTHER RESOLVED THAT THIS RESOLUTION SHALL BE TRANSMITTED TO THE DELEGATION OF GENERAL ASSEMBLY MEMBERS REPRESENTING THE CITIZENS OF JOHNSTON COUNTY AND TO THE GOVERNOR rd Resolved , this the 23 day of March , 2016 Commissioner Ted G Godwin seconded the motion which carried by unanimous vote There being no further business , Commissioner Jeffrey P Carver moved the Board adjourn Commissioner Cookie Pope seconded the motion , which carried by unanimous vote The meeting adjourned at 6 45 pm Tony Braswell , Chairman Paula G Woodard , Clerk to the BoardPage
