Commissioner Cookie Pope opened the meeting with a prayer VFW Post 5955 Selma led those in attendance in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner DeVan Barbour , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items as follows Commissioner Cookie Pope commented that although the proclamations for Employee Appreciation Week and National 4 - H Week are on the Consent Agenda , that does not mean they are to be taken lightly Commissioner Pope spoke on her Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Maintained System Celestial Drive , Callisto Way , Cressida Cove , Portia Court , Antila Court , Telesto Circle , and Phobos Place – Jordans Ridge – Cleveland Township Chesney Court – Heritage – Wilders Township Olivia Way – Olivia Fields – ONeals Township C Proclamation – Employee Appreciation Week – October 12 – 16 , 2015 adopted as follows JOHNSTON COUNTY EMPLOYEE APPRECIATION WEEK October 12 – October 16 , 2015 WHEREAS , Johnston County of the late Deputy Clendon Paul West , Sr to come forward along with Former Johnston County Sheriff Freddy Narron , Current Johnston County Sheriff Steve Bizzell , and Mr Durwood Stephenson Commissioner Jeffrey P Carver read aloud and moved the Board adopt the following resolution requesting the North Carolina Board of Transportation to name the Neuse River Market Street Bridge in memory of Deputy Clendon Paul West , Sr Commissioner Cookie Pope seconded the motion which carried by unanimous vote RESOLUTION OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS FOR THE DEPUTY CLENDON PAUL WEST , SR MEMORIAL BRIDGE Whereas , law enforcement officers are charged with protecting the rights and lives of the public and in fulfilling the numerous services and responsibilities of those duties , many courageous and noble law enforcement officers have made the ultimate sacrifice by giving their lives while in the line of duty ; and Whereas , the North Carolina Board of Transportation has allowed bridges throughout North Carolina to be named after fallen law enforcement officers as a fitting and proper way to honor them ; and Whereas , Deputy Clendon Paul West , Sr was born in Smithfield , Johnston County , North Carolina on February 2 , 1968 , was a graduate of Smithfield - Selma High School , joined the United States Marine Corps and after an honorable discharge returned to Johnston County where he later became a deputy with the Johnston County Sheriff’s Office ; and Whereas , Deputy Clendon Paul West , Sr was a loving father of two sons , husband , brother , son , grandson , and friend who spent countless hours working in his community to support the youth through coaching and volunteering ; and Whereas , on September 11 , 1995 Deputy Clendon Paul West , Sr was fatally wounded in the line of duty while serving the citizens of Johnston County ; and Whereas , the Johnston County Board of Commissioners desires to dedicate the bridge located over the Neuse River on Market Street in Smithfield in memory of Deputy Clendon Paul West , Sr Now , Therefore , Be It Resolved , that the Johnston County Board of Commissioners respectfully requests the North Carolina Board of Transportation to name the Neuse River Market Street Bridge in memory of Deputy Clendon Paul West , Sr as a way to signify and memorialize his contributions to Johnston County and the State of North Carolina ; and Be It Further Resolved , that upon said designation , the North Carolina Department of Transportation erect the proper signage to read as the “ Deputy Clendon Paul West , Sr Memorial Bridge ” to notify the general public about this important dedication th Adopted this the 5 day of October , 2015 Former Johnston County Sheriff Freddy Narron thanked the Board for adopting the resolution Sheriff Narron stated he had the pleasure and joy to work with Deputy West and the resolution means a great deal to everyone Sheriff Narron spoke on Deputy West and how he began his career first in the Johnston County Jail and then later becoming a Deputy noting he was an outstanding man and law enforcement officer Sheriff Narron thanked everyone who had a part in bringing the matter to the forefront stating each time he crosses the bridge he will do so with pride because Deputy West deserves this honor Johnston County Sheriff Steve Bizzell also thanked the Board of Commissioners for adopting the resolution Sheriff Bizzell spoke on the tragic day when Deputy West lost his life and his partner , Deputy Ronald Medlin , was seriously injured Sheriff Bizzell commented that Deputy West never knew that would be his last day on the job Sheriff Bizzell stated he is honored to be standing with the West Family and Former Sheriff Freddy Narron in support of the resolution Sheriff Bizzell reported there will be a cost associated with the signs to be placed on the bridge and he plans to accept the responsibility for that cost in his budget PagePage raised to be a good Christian man who always did the right thing She stated the resolution means so much to their family Angie West thanked the Board and County Manager Rick Hester for taking the time to meet with her She also thanked Sheriff Narron and Sheriff Bizzell for their support Durwood Stephenson , 1090 West Market Street , Smithfield , thanked the Board of Commissioners for devoting their time to the citizens of Johnston County Mr Stephenson stated he believes that adopting the resolution is a great action and he is pleased to report the Town of Smithfield plans to adopt a resolution at their Council Meeting tomorrow evening Mr Stephenson offered to personally hand - deliver the resolution to the North Carolina Board of Transportation 4 Public Comments A Recognition of County Finance Staff Assistant County Manager & Finance Director Chad McLamb announced the Johnston County Finance Office has once again received the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada Mr McLamb stated the certificate is the highest form of recognition in the area of governmental accounting and financial reporting and the County Finance staff has received the certificate for the last 5 years Mr McLamb recognized the Finance Staff members including Assistant Director of Finance Tyson Radford , Debt and Grant Management Analyst Martha Lasater , Accounting Specialist I April Wilkinson , Payroll Supervisor Brenda Guyton , Accountant Internal Auditor Kristy Edwards , Purchasing Agent Accountant Pam Radford , and Intern Reid Williams not present Mr McLamb praised the staff and stated the recognition would not be possible if it were not for their hard work The Board congratulated and commended Mr McLamb and the Finance Staff for their excellent work and service to the County B Update from Flowers Plantation Reid Stephenson , representing Flowers Plantation , provided the Board with an update on upcoming activities at Flowers Plantation including a concert series and various seasonal events Mr Stephenson also reported that Flowers Plantation was named the 2013 and 2014 Community of the Year at the Stars Awards by the North Carolina Home Builders Association and won four more awards at the 2015 Stars Awards including Best Newsletter ; Best Marketing , Advertising or Branding Project ; and Best Landscape Design Mr Stephenson also provided the Board with an update on upcoming building projects at Flowers Plantation 5 Public Hearing – Economic Development Incentive Grant Advertised – The Smithfield Herald – September 23 , 2015 The Chairman opened the public hearing for the purposes of soliciting public comment on a proposal for the County to provide certain economic incentives , pursuant to NCGS 158 - 71 , to a company that is considering the location and or expansion of facilities in Johnston County , North Carolina Economic Development Director Chris Johnson stated the proposal is an Economic Development Incentive Grant EDIG for an existing company that is considering an expansion of their current Johnston County operation Mr Johnson explained that Iowa 80 , located in Kenly , has a big presence in northern Johnston County and they currently employ approximately 190 people with hopes to increase that to over 250 Mr Johnson noted in addition to their building and equipment value , Iowa 80 adds a tremendous tax value in fuel sales Mr Johnson reported Iowa 80 is considering an expansion investment of approximately 4 million along with the anticipated increase in jobs He stated based on the proposed investment and job creation , the Economic Development Advisory Board recommends a three year incentive grant at 50 on any new investment for real and personal property Iowa 80 General Manager Ernie Brame presented renderings to the Board of the proposed expansion and spoke on their plans noting the increased square footage will be approximately 24,000 square feet bringing the total building size to 60,000 square feet Mr Brame confirmed Mr Johnson’s remarks that they hope to expand their employment to over 250 people Mr Brame thanked the Board for considering the incentive grant opportunity stating he is proud to be representing Iowa 80 PagePage pageNumber6794 October 5 , 2015 – 10 00 am Continued Upon a question from Chairman Braswell , Mr Brame reported the fast food restaurant expansion is located in the existing building and not a part of the expansion being discussed today Commissioner Ted G Godwin stated having been from the Kenly area , he can say that Iowa 80 is an outstanding corporate citizen and he commends them for all they have done in that part of Johnston County Commissioner Chad M Stewart thanked Mr Johnson and the Economic Development Advisory Board for putting together incentive packages for smaller projects noting that all job creations are important Commissioner Cookie Pope spoke on the expanded services and shopping that Iowa 80 offers noting it is not just fuel sales There being no further comments , the Chairman closed the public hearing Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Chad M Stewart , and carried by unanimous vote , the Board approved the Economic Development Incentive Grant terms for Iowa 80 of Kenly as outlined by staff in the project summary , authorized the County Attorney to finalize the grant agreement consistent with the material terms of the project summary , and authorized the Chairman to execute the final documents 6 JoCo Teen Drivers – National Teen Drivers Safety Week and Celebrate My Drive Campaign West Johnston High School Students Veronica McLean and Blair Wright presented an update to the Board on the recent and upcoming activities of JoCo Teen Drivers Miss McLean stated they will be holding a kickoff luncheon on October 12 , 2015 at the Johnston County Agriculture Center to welcome new and old members as well as listen to speakers talk about teen driving She stated Teen Drivers Safety Week will be th rd October 19 – 23 and they will be attending the State Fair during that time joining Governor Pat McCrory for a news conference to talk about the week Miss McLean spoke on activities that will be held at the various high schools during that week to bring awareness to teen driving safety Miss Wright thanked the Board of Commissioners for sending JoCo Teen Drivers to the National Student Safety Program conference this year which was held in Raleigh , North Carolina She stated they focused on teen safe driving , domestic violence , suicide awareness , and misuse of prescription drugs Miss Wright stated they visited the Museum of History and Science and participated in competitions She noted they also learned new ways to use social media to help prevent bullying as well as other issues that affect teens today Chairman Tony Braswell thanked the students on behalf of the Board for their dedication and work with the program Teen Driving Safety Committee Chairman Steve Matthews stated this past year has been an experience for him serving as Chair of the Committee Mr Matthews spoke on how he became involved after discussing it with County Manager Rick Hester Mr Matthews expressed his pride for the program and thanked the County staff who provides support to the East Clayton industrial use projections and identify that additional water supply is necessary in order to meet the peak day demand in 2019 Ms Coats stated recent hydrologic modeling indicates the County may be able to withdraw additional supply from the Neuse River at the current intake site and expansion of capacity at the existing plant is far less costly than undertaking the first phase of the Lower Neuse supply option Ms Coats stated in order to prepare for additional supply by 2019 and evaluate the County’s distribution system , staff recommends additional engineering and planning Corp only allows for 10 members and one of those positions is reserved for the hospital chief of staff ; therefore , not all the Hospital Authority members can automatically move up to the Service County Commissioners automatically serve on the Service Corp Chairman Braswell stated he intends to send a letter to the Hospital Authority that effective in December , he would like for the County Commissioner representative on the Authority to also automatically move up to the Service Corp Chairman Braswell commented there were talks about the Authority possibly reducing their membership to
