10 497 Meeting of the Johnston County Board of Commissioners April 6 , 2015 10 00 am The Johnston County Board of Commissioners met in regular session Monday , April 6 , 2015 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Tony Braswell , Vice Chairman DeVan Barbour , Cookie Pope , Allen L Mims , Jr , Jeffrey P Carver , Ted G Godwin , and Chad M Stewart Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , Finance Officer and Assistant County Manager J Chad McLamb , County Attorney Jennifer J Slusser , and Paralegal Deputy Clerk to the Board Dana Cuddington Chairman Tony Braswell called the meeting to order at 10 00 am Commissioner Cookie Pope opened the meeting with a prayer Vietnam Veterans Association Chapter 990 led those in attendance in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Commissioner Cookie Pope asked to remove Item G – Resolution Requesting the North Carolina Department of Transportation to Approve and Fund the Havelock Bypass from the consent agenda and discuss it as a separate item Commissioner Pope stated she would like more information on the subject Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items with the exception of Item G Chairman Tony Braswell moved Item G to Agenda Item No 13A A Approval of Minutes – March 2 , 2015 10 00 am and 6 00 pm ; and March 6 , 2015 B Department of Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Maintained System Falling Oak Court , Oakton Drive , Timber Croft Drive and Twin Leaf Circle – Hunters Mill – Cleveland Township McDaniels Lane , Annadale Drive and Kylemore Place – McLemore Estates – Cleveland Township Northfield Drive , Broadhead Court , Gray Squirrel Drive and Fieldmouse Circle – Northfield – Pleasant Grove Township Saint Martin Way , Florence Drive , Marsala Drive , Genoa Lane , Torino Avenue , Sunflower Way , Salerno Drive , Sardina Lane , Naples Lane and Tuscan Ridge Road – Tuscany – Wilders Township C Proclamation – National Public Safety Telecommunicator’s Week – April 12 - 18 , 2015 The Board adopted the following proclamation declaring the week of April 12 - 18 , 2015 as National Public Safety Telecommunicator’s Week in Johnston County Page498 April 6 , 2015 – 10 00 am Continued National Public Safety Telecommunicator’s Week April 12 - 18 , 2015 WHEREAS , emergencies can occur at anytime that require police , fire or emergency medical services ; the E - 911 Communications Center was created to provide a vital contribution to the quality of life enjoyed by citizens and visitors to Johnston County ; and WHEREAS , when an emergency occurs , the access to a 911 center dramatically improves the prompt response of police officers , firefighters and paramedics , is critical to the protection of life and preservation of property ; and WHEREAS , the Telecommunicators are trained , prepared and ready ; the safety of our police officers , firefighters and EMS personnel are dependent upon the quality and accuracy of information obtained from citizens who telephone the Johnston County E - 911 Communications Center ; and WHEREAS , Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services ; and WHEREAS , Public Safety Telecommunicators are the single vital link for our police officers , firefighters and EMS personnel by monitoring their activities by radio , providing them information and insuring their safety ; and WHEREAS , Public Safety Telecommunicators of the Johnston County E - 911 Communications Center have contributed substantially to the apprehension of criminals , suppression of fires and treatment of patients ; and WHEREAS , each Telecommunicator has exhibited compassion , understanding and professionalism during the performance of their job ; and WHEREAS , National Telecommunicator’s Week will serve to recognize the Telecommunicators of Johnston County who provide a vital public safety service NOW THEREFORE BE IT RESOLVED , that the Board of Commissioners of the County of Johnston , hereby proclaim and declares the week of April 12 - 18 , 2015 as National Telecommunicator’s Week in Johnston County , in honor of the men and women whose declaring the month of May 2015 as Older Americans Month in Johnston County Older Americans Month 2015 A PROCLAMATION Whereas , Johnston County , North Carolina includes a thriving community of over 17,000 older Americans over age 65 who deserve recognition for their contributions and sacrifices to ensure a better life for future generations ; and Whereas , Community & Senior Services of Johnston County , Inc is committed to helping all individuals live longer , healthier lives in the communities of their choice for as long as possible ; and Whereas , since 1965 , the Older Americans Act has provided services that help older adults remain healthy and independent by complementing existing medical and health care systems , helping prevent hospital readmissions , and supporting some of life’s most basic functions , such as bathing or preparing meals ; and Whereas , these programs also support family caregivers , address issues of exploitation , neglect and abuse of older adults , Litter Sweep for April 18 , 2015 through May 2 , 2015 PROCLAMATION SPRING LITTER SWEEP 2015 WHEREAS , the North Carolina Department of Transportation organizes an annual spring statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the spring 2015 LITTER SWEEP roadside cleanup will take place April 18 through May 2 , 2015 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Correction inmates and community service 990 , thanked the Board for allowing the Veterans Associations across the County to attend the meetings and lead the Pledge of Allegiance to the American Flag He stated the Vietnam Veterans Association Chapter 990 began eight years ago with a couple of veterans meeting for breakfast twice a week who decided to officially charter a chapter Mr Baker continued that the late Johnston County Commissioner Wade M Stewart was a charter member of Chapter 990 and they have grown to 130 members 4 Public Hearing – Economic Development Incentive Grant Advertised – The Smithfield Herald – March 25 , 2015 Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner DeVan Barbour , and carried unanimously the Board voted to table the public hearing for economic development until the May 4 , 2015 10 00 am Board of Commissioners meeting 5 North Carolina Association of County Commissioners Chairman Tony Braswell thanked the representatives from the North Carolina Association of County Commissioners for attending the meeting and asked them to come forward Executive Director Kevin Leonard greeted the Board and expressed his appreciation for allowing the Association to attend the meeting Mr Leonard introduced the Association’s Chief Financial Officer Elizabeth Floyd and Outreach Associate Neal Emory in attendance with him Mr Leonard noted he has just recently assumed the position of the Executive Director and he is humbled by the opportunity to serve the counties in North Carolina and to represent the Association Mr Leonard called on Ms Floyd to address the Board Ms Floyd thanked the Board for allowing her to speak and stated Johnston County has always been a vital part of the North Carolina Association of County Commissioners She continued that the Association appreciates Johnston County’s strong membership and active participation at meetings , annual conferences , and service on committees Ms Floyd spoke on some of the programs initiated and offered by the Association noting Johnston County has participated in and benefitted from many of them such as the Debt Setoff Program and the EMS Medicaid Reimbursement Program Ms Floyd also mentioned that Johnston County should have received a check whereby the Association felt it was in a good enough place to return some of the funds back to the member counties Mr Leonard readdressed the Board and expressed greetings from the Association’s President Ronnie Beale of Macon County Mr Leonard stated the return of funds mentioned by Ms Floyd was an action taken byPagePage pageNumber6502 April 6 , 2015 – 10 00 am Continued the Association’s Board of Directors in October where they voted to return dividends to the member counties Mr Leonard stated he welcomes any ideas from the Commissioners that would help the Association better serve the counties and offered to answer any questions Chairman Tony Braswell stated he has a few questions ; however , he would first like to take a moment and recognize Clerk to the Board Paula Woodard who was installed as the North Carolina Association of County Clerks President recently at their annual conference held this year in Burlington , North Carolina Mr Leonard congratulated Ms Woodard on her appointment to President of the County Clerks Association Chairman Braswell asked about the status of legislation regarding sales taxes and the Association’s position on the issue Mr Leonard reported the sales tax legislation was sponsored by Senator Brown and he has met with and spoken many times with the Senator regarding the intent Mr Leonard also noted that Senator Rucho has introduced his own legislation regarding sales taxes Mr Leonard explained the legislation introduced by Senator Brown allows for the distribution of sales taxes on a per capita basis and according to this formula some counties would be winners and some would be losers Mr Leonard stated he believes Johnston County would be one of the winning counties according to the legislation as it is currently written with an increased sales tax distribution Mr Leonard continued that he understands what Senator Brown is trying to do and feels that the Senator is genuine in his actions Mr Leonard stated he appreciates Senator Brown starting the conversation on sales taxes noting that there are counties such as Jones and Onslow that are in a bind over sales taxes Mr Leonard stated the Association’s directive is to support solutions that will benefit all 100 counties and they are working with Senator Brown on trying to find a solution that will support all counties Mr Leonard went on to explain that the bigger issue with the sales tax legislation introduced by Senator Brown as well as the legislation from Senator Rucho is that it takes the 2 county levy and turns it into a statewide tax Mr Leonard stated that piece of the legislation was not evident at first and when the Association became aware , it was concerning because of what has happened with the lottery distributions Mr Leonard noted he spoke to Senator Brown regarding the issue and told the Senator that he needs to understand that it could be the perception of the counties that these funds are being taken away from the counties to be put into the State coffers and possibly could be held back in the future He stated Senator Brown stressed to him that it would be put into the legislation that the funds would go back to the counties Mr Leonard reiterated to the Senator that some of the Counties will still have concerns with those monies being possibly withheld Mr Leonard stated the Association’s position is that they cannot support taking the 2 county levy and they are working with Senator Brown on a solution Chairman Braswell agreed that the counties would be nervous because when the lottery was passed it was promised that those funds would be distributed to the counties to be used for debt service to build schools Chairman Braswell stated Johnston County has 44 new or remodeled schools with more coming and the funds to build those schools were borrowed on the promise that the lottery funds would be distributed to the counties Chairman Braswell stated the counties budgeted for that debt service based on the anticipated lottery revenues which have been withheld by the State Mr Leonard assured the Board that the Association is working hard on both the sales tax legislation and the lottery funds issue Commissioner Cookie Pope spoke on the importance of agriculture and asked the Association to make sure the Cooperative Extension Offices are funded Mr Leonard agreed on the importance of agriculture and stated the Cooperative Extension Offices and the Association are long time partners and the Association is highly supportive of Cooperative Extension At the inquiry of Commissioner Allen L Mims , Jr , Mr Leonard stated he would check on the status of the fuel tax legislation and send him an update Commissioner DeVan Barbour asked how the legislation regarding limiting bond referendums to even numbered years passed without anyone being aware of it PagePage pageNumber7503 April 6 , 2015 – 10 00 am Continued Mr Leonard responded the bond referendum legislation was passed in 2013 and when the Association learned of it , it was too far along to stop Mr Leonard stated there is a movement to try and repeal the legislation but he noted it will be difficult at this point He assured the Board that the Association is working on the issue because they know it does impact the counties Commissioner Barbour stated it is difficult for counties that have had schedules in place regarding future bond referendums that strategically work with debt capacities Chairman Braswell thanked Mr Leonard , Ms Floyd , and Mr Emory for attending the meeting He stated in another effort to highlight Johnston County , he wished to recognize Health Director Dr Marilyn Pearson in the audience who was named State Health Director of the Year for North Carolina 6 Department Spotlight – Buildings & Grounds Buildings & Grounds Director Daniel Clifton reviewed the following PowerPoint Presentation with the Board providing an overview of the department During the presentation , Mr Clifton spoke on the various facilities managed by Buildings & Grounds noting what is done at each building He thanked County Manager Rick Hester for his leadership and guidance Commissioner Allen L Mims , Jr , Mr Clifton stated the Smithfield Fire Department takes care of the landscaping at the Smithfield EMS Station since the buildings are joined Upon a question by Commissioner Ted G Godwin , Mr Clifton stated the Buildings & Grounds Department is located in the middle of the Johnston Street parking lot across from the Courthouse Chairman Tony Braswell and the rest of the Board thanked Mr Clifton and the entire Buildings & Grounds Department for their excellent work County Manager Rick Hester stated the County gets a lot of compliments from citizens regarding the County buildings and grounds upkeep Mr Hester also thanked Mr Clifton and his staff for all their work helping to clear the sidewalks and steps around the courthouse recently during the winter weather events 7 HAPP – Approval to Open Waiting List HAPP Director Randy Smale requested the Board to approve opening the Johnston County HAPP Waiting List from April 27 , 2015 until May 1 , 2015 with applications being accepted via US Mail only Mr Smale explained he is requesting the Board to approve accepting applications via US Mail only in an effort to avoid long lines that have typically been seen in the past He reported last time HAPP accepted over 600 applications over three days and there were elderly and disabled citizens that stood in line for hours with some families lining up the night before ; therefore , staff hopes by accepting applications in the mail it will help avoid that type of situation Mr Smale stated they have not taken any new applications since 2011 and they are now down to approximately 170 families on the waiting list so now would be a good time to accept new applications Chairman Tony Braswell stated the Commissioners also witnessed the long lines last time and parking is already an issue around the courthouse Mr Smale stated staff is anticipating receiving approximately 1,000 applications this time based on the phone calls and citizen inquiries they have been receiving since the last time the waiting list was opened Upon questions by Chairman Braswell and Commissioner Ted G Godwin , Mr Smale stated HAPP currently serves 619 Pearson explained the North Carolina Division of Public Health has been awarded funding from the Prevention and Public Health Fund for initiatives to prevent obesity , diabetes , heart disease , and stroke ODHDSP The Division of Public Health is funding five local health departments in thePage3509 April 6 , 2015 – 10 00 am Continued State who will work across their regions to implement strategies locally Dr Pearson stated due to the success of the previous Community Transformation Grant project , the Johnston County Health Department has been asked to be the lead agency for this grant for Region 7 Franklin , Granville , Halifax , Johnston , Nash , Vance , Wake , Warren , and Wilson Counties Dr Pearson requested the Board’s approval to accept the grant funds which would support one Worksite Coordinator , one Community Health Systems Coordinator , and one half of a Fiscal Manager for the duration of the grant She noted these positions are currently being funded through a previous grant that will be ending Dr Pearson added the goal of this grant is to create healthier communities by working with worksites , the faith community , and health systems to implement strategies to promote health , reinforce healthful behaviors , and improve the quality of health care delivery by linking prevention efforts with health care systems She reported the ODHDSP Grant is a five year grant beginning April 1 , 2015 with approximate funding for Year 1 at 117,333 and the remaining annual appropriation would be 352,000 until the end of the grant in Year 5 Dr Pearson offered to answer any questions Commissioner Jeffrey P Carver asked if the project would be for a specific age group , noting that Dr Atkeson in Smithfield is hoping to promote something similar and asked if the two the upcoming “ Bike Rodeo ” to be held on April 18 , 2015 at the East Clayton Community Park She invited the Board to attend and reminded everyone to wear a helmet when biking Dr Pearson also provided the Board with a list of other upcoming events and invited everyone to attend Dr Pearson thanked the Board for their attendance at the events and for their continued support to the Health Department 10 Public Utilities – Bulk Water Purchase Agreement with Town of Benson Director of Utilities Chandra Coats , PE reported the Town of Benson has requested to modify the bulk water supply purchase agreement between the Town and County She explained the previous agreement requires Benson to reserve 500,000 gallons per day of water capacity for Johnston County from their Dunn supply and requires Johnston County to reserve 200,000 gallons per day of water capacity for Benson However , in order to comply with the State Local Water Supply Plan for their 50 year water supply , the Town has requested to maintain the capacity previously allocated to the County Ms Coats stated since the County has secured an additional 25 MGD capacity from Harnett County , the supply from Benson is not necessary on a regular basis and furthermore , the County cannot purchase the full capacity from both sources without an inter -Page4510 April 6 , 2015 – 10 00 am Continued basin transfer IBT approval from the State , since the Harnett County and Dunn supplies are from the Cape Fear River Basin Ms Coats reviewed the revised agreement terms as follows • Reserves 10,000 gallons per day for the County hereinafter referred to as “ County ” or “ second party ” RECITALS WHEREAS , the County and the Town entered an agreement on June 5 , 2006 , for bulk water supply , and WHEREAS , circumstances have changed due to projected growth and development in both the Town and County water systems , and WHEREAS , the Town and County desire to void the June 5 , 2006 agreement , including Amendment No 1 and Amendment No 2 dated July 30 , 2012 and enter a new agreement NOW , THEREFORE , in consideration of the mutual covenants herein , it is agreed TERMS 1 Town Reserve The Town agrees to reserve a 10,000 gpd gallons per day water supply allocation in its water supply allocation from the City of Dunn for the exclusive use of the County 2 County Reserve The County agrees to reserve a 90,000 gpd water supply allocation for the exclusive use of the Town 3 Purchase Terms The County shall receive and purchase water up to 10,000 gpd on a monthly average basis as its system demands require The Town the privilege to receive water from the County at a rate of 200,000 gpd Peak withdrawals by the Town shall not exceed 250,000 gpd The Town and County each reserve the right to deny emergency water service in the event that water cannot be practicably furnished to the other party without negatively impacting the providing party , as determined in the reasonable opinion of the providing party Such circumstances include but are not limited to periods of water shortage , or periods when depletion of water reserves could endanger the providing party’s ability to provide for its customers ’ needs 5 Charges The Town shall charge the County a bulk rate which shall be based on the bulk rate charged by the City of Dunn plus the actual cost of booster pumping and booster disinfection chloramination The County shall charge the Town a bulk rate which shall be the same rate as charged to all other municipalities it serves st The respective rates may be adjusted July 1 of each year water facilities construction in the Town’s water service area , the Town shall not include in its bulk rate calculations any amount or allowance for water transmission through the Town’s distribution system for the Dunn booster station to points of delivery 14 Water Quality The Town and County shall each strive to provide water meeting all Federal and State regulations with a chemical composition forms will be April 24 , 2015 by 5 00 pm 13A Resolution Requesting the North Carolina Department of Transportation to Approve and Fund the Havelock Bypass item was previously removed from the Consent Agenda Commissioner Ted G Godwin explained that as the Board is aware , Johnston County is a member of the US 70 Corridor Commission He stated the purpose of the Corridor Commission is to promote the improvement of Hwy 70 from Johnston County to Morehead City primarily driven by economic development reasons Commissioner Godwin continued that along the corridor there are a couple of major bottlenecks with gaining access from the port area to Interstate 95 ; one being around Goldsboro in which a bypass is under construction at the moment and the other at Havelock He noted in Havelock there are quite a few stoplights and a lot of congestion through that area as well as the military aspect in the area is another consideration Commissioner Godwin stated the Department of Transportation has been working diligently on a southern bypass and it involves the Croatan National Forest ; therefore , there are a lot of environmental issues being dealt with He reported most of the government entities between Johnston County and Morehead City have adopted resolutions to support the Havelock Bypass to try and move the project along Commissioner Godwin stated he currently chairs the Corridor Commission and he would like for Johnston County to adopt the resolution Commissioner Godwin noted there is no monetary consideration involved with the request At the inquiry of Chairman Tony Braswell , Commissioner Godwin stated the people in Havelock are in support of the bypass from what he understands He stated there is always going to be questions about bypasses and how it affects local businesses , but in that area , the traffic congestion is stifling the businesses Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Chad M Stewart , and carried by proposals that have been discussed with regards to solid waste disposal funding Mr Hester reported at the Board’s March 6 , 2015 annual work session he presented a proposal that consisted of keeping and gradually raising the decal fees , a declining General Fund contribution that would begin in Fiscal Year 2015 - 2016 starting at approximately 940,000 , and implementing a 1000 recycling fee on all County residents both inside and outside of the towns for all improved properties Mr Hester reiterated this proposal would maintain the decal program and he stated no action was taken on that proposal Mr Hester continued that over the past couple of weeks another proposal has been discussed that would involve implementing a 500 recycling fee on all County residents both inside and outside of the towns for improved properties and implementing an additional 4600 solid waste fee on County residents for improved properties outside of the towns and for those in town that do not currently offer trash services Mr Hester noted this proposal would eliminate the decal program and little or no General Fund contribution would be required once the program is fully in place Mr Hester also noted that neither of the proposals addresses the landfill closure at the end of its projected lifespan Upon a question by Chairman Braswell , Mr Hester stated the County has not had to use a County General Fund contribution towards solid waste to date , but he is in the process of preparing the Fiscal Year 2015 - 2016 proposed budget and in the budget he is proposing a General Fund allocation for solid waste Mr Hester stated if either proposal is adopted by the Board , staff would recommend implementation for Fiscal Year 2016 - 2017 to allow time for proper notice to the citizens and to purchase and install any additional billing software that would be needed Commissioner DeVan Barbour asked Mr Hester how much he anticipates transferring from the County General Fund to solid waste for next fiscal year Mr Hester responded at the present , he is proposing 940,000 from the General Fund to solid waste for next fiscal year Upon a question by Chairman Braswell , Mr Hester reported the funds that have been used to offset the deficit in the convenience center sites recycling programs within solid waste have been coming from the Landfill reserves Mr Hester stated those programs at one time were self - supporting but over time there has been a shortfall of funds that the Landfill reserves had to cover , and those reserves are now dwindling At the inquiry of Commissioner Allen L Mims , Jr , Mr Hester reported in the past budgets , the Public Utilities Enterprise Fund has made annual contributions to the General Fund for services provided to them such as Human Resources , etc Chairman Braswell recalled the Board held a public hearing several months ago , but it did not generate as much interest as he would have liked ; therefore , if there are no objections he would like to schedule anotherPage1517 April 6 , 2015 – 10 00 am Continued public hearing for the May 4 , 2015 6 00 pm meeting to receive citizen comments on recent proposals as well as any others that may be brought forth Chairman Braswell stated after that public hearing he would like for the Board to take some kind of action as to whether the County will keep the decal program or not He stated this issue has been discussed for 10 or 12 years and the Board needs to move forward He asked if anyone had an th objection to holding a public hearing on May 4 Commissioner Barbour asked if the Board takes some kind of action , would it require an amendment to the Solid Waste Ordinance County Attorney Jennifer Slusser responded any amendment to the Solid Waste Ordinance would depend on what specific action the Board takes She stated with regards to funding proposals staff has discussed amending the ordinance in such a way that if the fees change in the future no additional ordinance amendments th would be required Ms Slusser advised that the Board consider combining the May 4 public hearing for the purposes of receiving public comment on the proposals as well as any possible related ordinance amendments Chairman Braswell stated he would like for the public hearing to be held prior to the rezoning and th special use petition public hearings also scheduled for May 4 Commissioner Mims stated he is a firm believer in user pay programs Commissioner Mims equated putting a solid waste fee on the tax bill to requiring all those that do not use County water to still have to pay the base fee so those people on well systems are then subsidizing a system they do not use Commissioner Mims stated he believes solid waste should be an enterprise fund and operate as such He also stated that he wants the Board to fix the problem on day one and not put a band aid on the situation or spread it out over many years Commissioner Mims noted on the proposal that involved a fee on the tax bills , the one thing he did see in that proposal that he could support was the creation of two road crews that would be used to help clean up the roadways in the County in that it would benefit everyone Mr Hester pointed out that on the proposal that involved eliminating the decals and putting a solid waste fee on the County tax bills , if that proposal were adopted , it could generate more use at the convenience center sites ; therefore , the Board may want to consider adding a few extra dollars to the fee to cover possible convenience center site upgrades that may be needed due to heavier use He stated staff has not evaluated what type of improvements would be required , but he just wanted the Board to be aware that additional funds for capital improvements could be needed Commissioner Chad M Stewart stated he wanted to make sure that whatever proposal is adopted , that the fees would be set at an adequate amount to cover all costs so the Board would not have to annually revisit raise fees With no objections , Chairman Braswell scheduled the public hearing to be held on May 4 , 2015 at the th 6 00 pm meeting prior to the rezoning and special use petition public hearings also scheduled for May 4 15 Manager Reports and Comments County Manager Rick Hester noted that since the Teen Driving Safety Committee’s creation , it has been led by Chairman Charlie Parrish and Vice Chair Lynda Carroll Mr Hester informed the Board that Mr Parrish and Ms Carroll have asked to step down as Chair and Vice Chair to allow others the opportunity to offer their leadership and guidance to continue the program Mr Hester reported he has spoken with Steve Matthews of Clayton who has expressed interest in Chairing the Committee Mr Hester stated he will share more information with the Board as it becomes available and he would like to recognize Mr Parrish and Ms Carroll perhaps at the June Board of Commissioners meeting for their volunteered time and service
