Commissioner Ted G Godwin opened the meeting with a prayer Commissioner Chad M Stewart led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Cookie Pope , seconded by Commissioner DeVan Barbour , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes – February 2 , 2015 10 00 am and 6 00 pm ; and February 9 , 2015 B Sheriff’s Office – Approval of Jail Health Plan Per the request of Sheriff Steve Bizzell the Board approved the Jail Health Plan as is required annually by the North Carolina Jail Inspector C Order to Advertise Tax Liens Pursuant to NCGS § 105 - 369 a and b1 , the total amount of unpaid real estate taxes for 2014 is 4,473,32640 as of January 31 , 2015 am Continued Board is appreciative of his talents , skills , and abilities Commissioner Pope commented on a personal note that she is related to Mr Stephenson and she spoke on their time together growing up in Johnston County Mr Stephenson thanked the Board for the recognition and shared a brief history of his life in Johnston County Mr Stephenson then entertained everyone with a musical performance and poetry reading The Board and audience gave Mr Stephenson a standing ovation Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Ted G Godwin , and carried by unanimous vote , the Board adopted the following resolution honoring Shelby Stephenson Resolution Honoring Shelby Stephenson North Carolina’s Poet Laureate WHEREAS , The Governor of North Carolina appoints the State’s Poet Laureate ; and WHEREAS , North Carolina’s Poet Laureate serves as an ambassador of the State’s literature , using the office as a platform to promote both the written word and North Carolina writers ; and WHEREAS , Governor Pat McCrory recognized that Shelby Stephenson , a retired English professor , magazine editor , and member of the North Carolina Literary Hall of Fame will represent the literary greatness of our State ; and WHEREAS , Mr Stephenson is a resident of Johnston County , a graduate of the University of North Carolina at Chapel Hill , and has published North Carolina The Board of Commissioners and the Johnston County Economic Development Advisory Board recognized Atkinson Milling Company of Selma as part of the Industry Appreciation Award Program Director of Economic Development Chris Johnson reported the program recognizes an existing Johnston County industry every quarter Mr Johnson stated Atkinson Milling Company is owned by the Wheeler Family and has been in business for over 200 years He added they continue to provide quality products today Mr Johnson recognized Economic Development Advisory Board Chairman Allen Wellons and Selma Mayor Cheryl Oliver Selma Mayor Cheryl Oliver thanked Atkinson Milling Company for their continued presence in the County and she spoke on their success over the years Mayor Oliver stated she is proud that Atkinson Milling is located in Selma and it is a joy to recognize them Mayor Oliver continued that Atkinson Milling Company is working on building a new mill and once completed , they propose to use the old mill as a museum She thanked them for their past , present , and future contributions Owner Ray Wheeler along with his wife Betty and their family thanked the Board and the Economic Development Office for the recognition Mr Wheeler stated they are blessed to have had success in the milling industry Mr Wheeler introduced the Wheeler Family present including his oldest son Glenn Wheeler who is the company President along with family members Andrew Wheeler , Joseph Wheeler , and Austin Wheeler The Board expressed their appreciation to Atkinson Milling Company for their longtime presence in the County Page423 March 2 , 2015 – 10 00 am Continued B Emergency Services – Appreciation of Support Emergency Services Director Kim Robertson thanked the Commissioners along with County Manager Rick Hester for their help and support with recent emergency preparations needed due to inclement weather Ms Robertson noted the Red Cross has been struggling recently with getting enough volunteers to help and Emergency Services has been working to assist them meet all the needs She thanked Director of Social Services Tina Corbett along with Robert Tarpey , Allison Smith , Tony Harris and all the DSS staff for their assistance with opening shelters Ms Robertson recognized Fire Marshal Emergency Management Coordinator Paul Whitehurst and EMS Division Chief Josh Holloman for their hard work as well as the Sheriff’s Office for their assistance Ms Robertson also recognized Rev Lee Colbert and the Smithfield First Baptist Church for their assistance with opening shelters Ms Robertson stated Rev Colbert is often the first call she receives offering help during inclement weather or other emergencies Ms Robertson stated without everyone’s help , they would not be able to meet the needs of the citizens during inclement weather and other emergency related events Rev Colbert spoke on his and the Church’s mission to help others noting it is a privilege to serve people in Johnston County Rev Colbert also thanked all those mentioned by Ms Robertson and stated they are excellent at their work C Citizen Comments – JCATS Ms Minnie Feaster , 212 Parkside Village Drive , Clayton , North Carolina , addressed the Board regarding funding for JCATS Ms Feaster submitted petitions to the Board signed by others who support her initiative of asking the County Commissioners to take actions necessary to address denied rides to citizens needing JCATS Ms Feaster pointed out one letter she received in particular from a citizen asking about JCATS buses that are used to pick up students at Smithfield Selma High School and stated she hoped a response could be given to that letter Ms Feaster encouraged the Board to contact other counties who are having success with their transportation services and find out how they manage their systems Chairman Tony Braswell thanked Ms Feaster for addressing the Board stating he appreciates her concerns Chairman Braswell noted that although JCATS is an independent service , the Board has requested JCATS Director Neal Davis to attend the Commissioners ’ annual work session on Friday , March 6 , 2015 at Johnston Community College to discuss the matter D Four Oaks Mayor Linwood Parker Four Oaks Mayor Linwood Parker spoke on the Atlantic Coast Pipeline project scheduled to cross Johnston County and its importance for the future of the economy and economic development efforts He encouraged the Board to attend upcoming public hearings on the project Mayor Parker spoke on the Four Oaks Business Park noting natural gas is vital to its future development to aid in the creation of good paying jobs for citizens He stated without natural gas , the County cannot attract new industries Mayor Parker also stated agriculture is the most stable industry the County has always had and natural gas is important to the future of farming Mayor Parker encouraged the Board to support the project and commit funds to partner with the providers and build the gas line Chairman Tony Braswell thanked Mayor Parker for his comments and stated the Board would be discussing the pipeline as part of the Economic Development update during the March 6 , 2015 annual work session 5 Proclamation – Children’s Mental Health Awareness Day Loryn Upham with Carolina Support Services of Selma addressed the Board on behalf of the Johnston County Collaborative for Families , Youth and Children Ms Upham stated the Collaborative is requesting the Board of Commissioners to adopt a proclamation proclaiming May 7 , 2015 to be Johnston County Children’s Mental Health Awareness Day The Collaborative is a group of community stakeholders who serve children including Johnston County Mental Health , the Johnston County Health Department , Johnston County Social Services , the Department of Juvenile Justice , Johnston County Schools and representatives from providerPagePage pageNumber5424 March 2 , 2015 – 10 00 am Continued th agencies Ms Upham reported they held an event last year on May 7 and this year they would like to expand on those activities and raise awareness to support families Commissioner Cookie Pope moved the Board adopt the following proclamation for May 7 , 2015 as Johnston County Children’s Mental Health Awareness Day Commissioner Ted G Godwin seconded the motion which carried unanimously PROCLAMATION National Children’s Mental Health Awareness Day WHEREAS , addressing the complex mental health needs of children , youth , and families today is fundamental to the future of Johnston County , North Carolina ; and WHEREAS , the need for comprehensive coordinated mental health services for children , youth , and families places upon our community a critical responsibility ; and WHEREAS , it is appropriate that a day should be set apart each year for the direction of our thoughts toward our children’s mental health and well - being ; and WHEREAS , the Johnston County Collaborative for Families , Youth and Children , through its unique approach to serving children and adolescents , is effectively caring for the mental health needs of children , youth , and families in our community NOW , THEREFORE WE , the Johnston County Board of Commissioners , do hereby proclaim May 7 , 2015 to be Johnston County Children’s Mental Health Awareness Day and urges our citizens and all agencies and organizations interested in meeting every child’s mental health needs to unite on that day in the observance of such exercises as will acquaint the people of Johnston County with the fundamental necessity of a year - round program for children and youth with mental health needs and their families nd Proclaimed this the 2 day of March , 2015 6 Nursing Home Adult Care Home Community Advisory Board Update Jimmy Parker , Chairman of the Nursing Home Adult Care Home Community Advisory Committee , provided the Board with an annual update on the Committee’s work He noted the Committee is composed of dedicated volunteers who truly care about the citizens of this County in long term care and he is proud to Chair that Committee Mr Parker stated the mission of the Committee is to serve as grassroots volunteer advocates for residents in long term care in Johnston County Mr Parker stated the Committee’s responsibility is to visit all the long term care facilities in the County and apprise themselves of the general conditions , assure that the residents ’ Bill of Rights are being upheld , assist residents with any concerns , and educate and inform the community about long term care and try to get the community involved in the long term care situation in the County Mr Parker reported they currently have 17 active committee members and are allowed to have up to 25 He noted the membership is up and down but they hope to submit two new applicants next month for the Board’s consideration Mr Parker reported at present , there are 24 long term care facilities in the County with 4 of those being nursing homes , 12 adult care homes , and 8 family care homes The total capacity for residents is approximately 1,200 Mr Parker stated all of the nursing homes and adult care homes that have more than six residents are visited by the Committee members at least quarterly He stated the Committee teams conducted over 75 facility visits during 2014 devoting more than 950 hours and logging more than 4,200 miles He explained the teams document the visits and file reports with the full Committee for review which are then sent to the Ombudsman and finally placed on the County’s website Mr Parker reported on the strengths and weaknesses with the County’s long term care facilities He stated some of the concerns they encounter are quality care items such as slow responses to requests for assistance , the quality of food , and activities being too few or not varied enough Mr Parker noted many times food quality issues have more to do with residents being on diet restrictions and regarding the activities , he stated it is difficult to keep patients with dementia problems entertained Mr Parker stated any issue that poses harm or a threat to the resident is reported immediately to the Ombudsman or to a regulatory agency He stated in terms of resolving issues they encounter , they encourage communication between the staff and residents noting they frequently find the residents have not expressed they are unhappy He stated if the resident does not want to talk to the staff , then with the resident’s permission , the Committee members can talk to the staff or administrator about the concern Mr Parker reported for the most part the facilities are clean , but improvements and renovations are greatly needed at some of the older facilities and the Committee believes the dining experience could bePagePage pageNumber6425 March 2 , 2015 – 10 00 am Continued improved at most facilities He stated the Committee also believes the staff to resident ratio needs to be improved and they continue to be concerned over the high staff turnover rate Mr Parker spoke on the strengths stating the existing facilities and facilities under construction are meeting the capacity needs in the County He noted Principal Long Term Care is opening a new 100 - bed facility in April in Clayton and they look forward to that He continued there is good church and civic group involvement and most of the facilities are adjusting to devote more beds to dementia care and rehabilitation services Mr Parker stated the majority of residents are expressing satisfaction with the care they are receiving and he added open communication is the key component when resolving most problems Mr Parker stated the Committee members continue to educate the public on the issues of long term care for the elderly by attending festivals to hand out literature and answering questions about long term care He stated Committee members are always available to speak with community groups upon request Mr Parker noted they have Committee Members serving on local , regional , and State level boards in an effort to stay informed of the issues facing the elderly He reported Committee Vice Chairman George Smith is the Secretary of the State Senior Tarheel Legislature where he also serves as Chair of the Long Term Care Committee Mr Parker stated the problems encountered within the Committee continue to be membership turnover due to health problems or Committee members having family being admitted to facilities which disqualifies that member He stated functioning with less than 25 members means that existing Committee members must work more hours to complete the visits and they are not reimbursed for mileage Mr Parker called to the Board’s attention a new program called “ Music in Memory ” which is a nationally recognized program of personalized music for dementia patients He explained the resident has a personalized playlist that corresponds to that person’s background and they have found this can make residents happier , have better relationships with their families , and reduce the need for medication Mr Parker stated he is proud to report that five of the Rotary Clubs in Johnston County are banning together trying to put this program in the long term care facilities in Johnston County He noted they are currently in the fundraising phase because there is a cost to train the staff as well as purchase the equipment Mr Parker thanked Commissioner Chad M Stewart for his active participation with the Committee and the Board for their support to the Committee members Chairman Tony Braswell commended Mr Parker for his passion and dedication to the issues facing the elderly population Chairman Braswell stated the Board sincerely appreciates all the members of the Committee Commissioner Chad M Stewart stated he does not participate in the facility visits , but he receives the reports and keeps up with their activities Commissioner Stewart spoke on the hard work by the Committee and thanked them for their service Mr Parker introduced and recognized Committee Vice Chair George Smith and Ombudsman Carolyn Pennington Mr Parker thanked Ms Pennington for her support to the Committee noting she goes way beyond her job duties to help them Commissioner Ted G Godwin commended the Committee members for their work and noted Mr Parker is also Chairman of the Community & Senior Services Board of Directors Ombudsman Carolyn Pennington stated the Johnston County Committee is very committed and she noted Mr Parker and Mr Smith are involved with many other issues that they bring back to the Committee 7 Community Development Block Grant Project 10 - C - 2212 Brookside Landing Grants Consultant Skip Green requested the Board to adopt an amended “ Recipient’s Plan to Further Fair Housing ” for the Community Development Block Grant CDBG - Housing Development Project 10 - C - 2212 that assisted in the construction of public infrastructure water and sewer improvements that benefited the Glenwood Meadows Development a 54 unit low moderate housing development described as Johnston County’s “ Brookside Landing Infrastructure Project ” as part of CDBG program “ Close - out ” activities Mr Green stated the amended plan is needed to extend the time period of the grant to finish all of the “ Close - out ” activities now that any other funds necessary , for refunding all or a portion of the County’s outstanding i Public Improvement Bonds , Series 2007 , dated August 7 , 2007 ; ii Public Improvement Bonds , Series 2008 , dated October 1 , 2008 ; and iii Public Improvement Bonds , Series 2009 , dated August 7 , 2009 This Bond is issued under and pursuant to The Local Government Bond Act , as amended , Article 7 , as amended , of Chapter 159 of the General Statutes of North Carolina , orders adopted by the Board of Commissioners the “ Board ” of the County which have taken effect as provided by law , and a resolution duly passed by the Board of the County the “ Resolution ” The Series 2015 Bonds maturing prior to February 1 , 20__ are not subject to redemption prior to maturity The Series 2015 Bonds maturing on February 1 , 20__ and thereafter may be redeemed , at the option of the County , from any moneys that may be made available for such purpose , either in whole or in part on any date not earlier than February 1 , 20__ , at a redemption price equal to 100 of the principal amount of the Series 2015 Bonds to be redeemed , together with interest accrued thereon to the date fixed for redemption , without premium If less than all of the Series 2015 Bonds of any one maturity shall be called for redemption , the particular Bonds or portions of Bonds of such maturity to be redeemed shall be selected by lot in such manner as the County in its discretion may determine ; provided , however , that the portion of any Bond to be redeemed shall be in the principal amount of 5,000 or some whole multiple thereof and that , in selecting Bonds for redemption , each Bond shall be considered as representing that number of Bonds which is obtained by dividing the principal amount of such Bond by 5,000 If less than all of the Series 2015 Bonds stated to mature on different dates shall be called for redemption , the particular Bonds or portions thereof to be redeemed shall be called in such maturities and amounts of those maturities as shall be determined by the County Not more than 60 days nor less than 30 days before the redemption date of any Bonds to be redeemed , whether such redemption be in whole or in part , the County shall cause a notice of such redemption to be filed with the Bond Registrar and to be mailed , postage prepaid , to the registered owner of each Bond to be redeemed in whole or in part at the address of said owner appearing upon the registration books of the County Failure to mail such notice or any defect therein as to any Bond or portion thereof shall not affect the validity of the redemption as to any Bond or portion thereof for which such notice was given as required hereby On the date fixed for redemption , notice of such call for redemption having been given as aforesaid and not revoked as hereinafter provided , the Series 2015 Bonds or portions thereof so called for redemption shall be due and payable at the redemption price provided therefor , plus accrued interest to such date If moneys for - payment of such redemption price and the accrued interest are held by the Bond Registrar as provided in the Resolution , interest on the Series 2015 Bonds or the portions thereof called for redemption shall cease to accrue , such Bonds or portions thereof shall cease to be entitled to any benefits or security under the Resolution or to be deemed outstanding , and the registered owners of such Bonds or portions thereof shall have no rights in respect thereof except to receive payment of the redemption price thereof , plus accrued interest to the date of redemption If a portion of this Bond shall be called for redemption , a new Bond or Bonds in principal amount equal to the unredeemed portion hereof will be issued Bonds for redemption if , on or prior to the third 3rd business day preceding any date fixed for redemption of Bonds , the County gives written notice to the Bond Registrar and the registered owner of as the Series 2015 Bonds are being issued pursuant to a book - entry system ] The Series 2015 Bonds initially are being issued by means of a book - entry system with no physical distribution of Bond certificates to be made except as provided in the Resolution Initially one fully registered Bond certificate for each stated maturity of the Series 2015 Bonds , in the aggregate principal amount of the Series 2015 Bonds of such stated maturity and registered in the name of the Securities Depository Nominee as defined in the Resolution , a nominee of the Securities Depository as defined in the Resolution , is being issued and required to be deposited with the Securities Depository and immobilized in its custody The book - entry system of the Securities Depository will evidence positions held in the Series 2015 Bonds by the Securities Depository’s participants , with beneficial ownership of the Series 2015 Bonds in the principal amount of 5,000 or any whole multiple thereof being evidenced in the records of such participants Transfers of beneficial ownership will be effected on the records of the Securities Depository and its participants pursuant to rules and procedures established by the Securities Depository and its participants The County and the Bond Registrar will recognize the Securities Depository Nominee or the Securities Depository , as the case may be , while the registered owner of this Bond , as the owner of this Bond for all purposes , including payments of principal of , redemption premium , if any , and interest on this Bond , notices and voting
